What You’ll Get To Do

As a CACI-SOAS Program Manager for US Southern Command Operations Planning and Engagement Support (SCOPES), you will serve as GSA AAS Government’s primary POC. You will embed at USSOUTHCOM, located in Miami, Florida. You may travel as required, to perform services at other locations within the USSOUTHCOM AOR to meet mission requirements in both CONUS and OCONUS locations. You will serve as CACI’s primary POC to GSA AAS and USSOUTHCOM for all matters related to Task Order execution and provide overall leadership and guidance for contractor personnel assigned to the Task Order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall Task performance. You will provide USSOUTHCOM and its mission partners with expert advice, planning, advisory assistance, operational knowledge, and technical expertise that enables the effective integration of support services that meet USSOUTHCOM’s operational challenges, resulting in the delivery of material and nonmaterial solutions for USSOUTHCOM and other mission partners. Duties And Responsibilities
• Provide overall leadership and guidance for all contractor personnel assigned to the task order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall to performance.
• Responsible for the quality and efficiency of the task order, to include both technical issues and business processes.
• Plans and provides program and project management support and the contractor personnel resources necessary to support the task order.
• Manages and oversees all activities performed by contractor personnel, including subcontractors and teaming partners, to satisfy the requirements identified by the government.
• Serves a technical SME for recruiting and assessing candidates for the program.
• Commits CACI resources as needed to satisfy task order requirements.
• Serves as a senior advisor to senior military and government leaders and staff at client site.

You’ll Bring These Qualifications
• Current Top Secret/Specialized Compartmented Information Security Clearance.
• Possess an active certification in one of the following:
• Project Management Institute (PMI) Project Management Professional or
• PMI Program Management Professional (PgMP®) Certification
• Bachelor's degree or higher education
• You must possess the ability to effectively communicate both orally and in writing.
• Be deployable to the required theater of operations, usually conducting periodic travel within CONUS and OCONUS locations.
• Experience within the past five years planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in scope and complexity supporting a Geographic Combatant Command.

These Qualifications Would Be Nice To Have
• A minimum of ten (10) years of senior leadership or program management experience planning, directing, coordinating, and managing efforts of similar scope and complexity to this TO.
• You must be willing to work from Miami, Fl. area.
• Three (3) years experience planning, directing, coordinating, and managing a project or program with total value of greater than 240 million dollars.
• Experience managing GSA/FEDSIM cost-plus contracts.
• Knowledge and experience with Federal Acquisition Regulations
• Experience managing projects and/or programs with multiple OCONUS performance locations.

• Mission pre-briefings (mission packet completions), including development and updating of daily scheme of maneuver.
• Reviewing weather forecasts/notices to airmen (NOTAMS)/ special instructions (SPINS) as appropriate/airspace availability.
• Reviewing/updating local air traffic control (ATC) cards as necessary.
• Complete airspace control planning and mission logs.

• Provide overall general mission direction, monitoring, and coordination between the operations and the supported units representatives.
• Assist Imagery Analyst and the ISR cell representatives in the development of PED products that strengthen the customers capability to fulfill operational requirements as outlined in documents such as FGOPs. CONOPs, and OPORDs. Continuously maintain listening/visual watch of airspace status via radio (local ATC) and/or computer networks to ensure the Air Vehicle is located in authorized airspace.
• Monitor the number of data collection hours flown, any safety problems, responses to special requests, supply status, personnel status, etc.
• Liaise directly with the user unit to ensure the Air Vehicle operation supports its needs and intent.
• Be the key point of contact during UAS emergencies. Allow the operators to respond as they are trained, advise the chain of command of problems when they occur, and respond to the situation as required. Keep local ATC and multiple internet relay chat (MIRC) participants informed (nature of emergency – navigation problems, engine issues, lost link, etc.).

Position Description. Serve as the Senior Program Specialist/Program Manager responsible for leading Rapid Reaction Support for the design, development, and integration of an Enhanced Domain Awareness (EDA) Architecture Specialist Services for the United States Southern Command (USSOUTHCOM). Provide the management, supervision, administration, technical... expertise, and documentation to manage and execute the contract within cost, schedule, and performance requirements. Concurrently serve as the Enhanced Domain Awareness subject matter expert/specialist for the command with the expert knowledge and experience for apply emerging technology and strategic understanding to work, develop, and communicate strategic vision to all Joint Directorates, academia partners, and foreign mission partners.

Knowledge
• Expert knowledge to create system architecture, overview, implementation, and product example briefings for use at both internal and external events to include the public.
• Working knowledge of Esri ArcGIS Portal or ArcGIS Online technology to include data structure, formats, and visualization.
• Expert knowledge on DoD and Intelligence Community guidance and policy on data modernization, common intelligence pictures, integration of commercial acquired information, and publicly available information on Artificial Intelligence, Machine Learning, Computer Vision (AI/ML/CV) efforts .
• Expert knowledge on interagency Enhanced Domain Awareness (EDA) programs/initiatives and capabilities.

Required Skills
• Applying capabilities such as: graph store, RDF Triples, Location Based Intelligence, AI/ML, Data enrichment pipelines, and GIS systems.
• Providing technical, operational and intelligence advisory support that enables the Command, its subordinate units, and other strategic and operational partners to integrate within a technology platform.
• Providing specialized expertise during the planning and execution of military exercises and operations.
• Creating and maintaining project milestones and roadmaps.
• Mentoring, training, and advising senior leadership.
• Preparing reports/briefings for client leadership with recommendations to support contract requirements.
• Employing the Azure Government Cloud.
• Adapting Data Mesh framework and principles that shift from traditional extract, transport, and load approaches to moving data to delivering interoperable Data Products within and across multiple Functional Domains.

Experience
• Required: Experience in the early adoption of technologies to support client requirements.
• Preferred:
• USSOUTHCOM/DOD/Combatant Command/ Joint Staff military or civil service experience.
• Establishing a secure architecture for sharing Publicly Available Information (PAI) and Commercially Available Information (CAI) – to include source-agnostic data (e.g., academia, including, but not limited to FIU’s Security Research Hub and other non-traditional data sources such as Non-Government Organizations (NGOs), and USG and interagency – not only across a command in an unclassified (CUI) environment, but also with Partner Nations.
• Currently residing in the Miami area to commute to USSOUTHCOM Headquarters.

Education Required: master’s degree or a bachelor’s degree with 11+ years’ experience supporting DoD and/or Interagency organizations.

Certifications. None

Security. Required: Active personnel security clearance at the Top Secret clearance based upon a Tier 5 investigation completed within the past five (5) years, and eligible for access to Sensitive Compartmented Information (SCI) level.

Travel. US Passport required to travel as required in USSOUTHCOM area of responsibility (AOR); anticipate 10-15% of contract time allocated to travel in the supporting/supported agencies in the AOR.

Place of Performance. On-site at USSOUTHCOM Headquarters, Miami, Fl; office space with utilities and Government-provided office equipment.

Full-Time employment. 11 Federal Holidays; duty day is 7:30AM to 4:40PM Monday-Friday and adjusted as necessary to meet USSOUTHCOM requirements.

Period of Performance. 1 year Base period (starting Aug 2023) and four 1-year option periods.
