General Statement of Duties:
Public Works Director plans, manages, oversees and directs the operations and services of the Public Works Department which includes the streets, water distribution, water treatment, wastewater collection, wastewater treatment, storm water collection, facilities and equipment maintenance, park planning, and environmental affairs. Coordinates activities with other city officials, departments, city engineers, outside agencies and organizations. Provides project and construction management. Provides information and responds to inquiries from the public regarding the department.
Classification Summary:
This position is a FLSA exempt, salaried, supervisory position. Responsible for determining major departmental policies, for planning long-term programs, for resolving difficult administrative problems, and for managing the department budget and personnel. Under general direction from the Mayor and City Council, and direct supervision of the City Administrator, plans, organizes and directs the activities of the city water plant and wastewater plant operations. Coordinates and supervises the activities relating to the maintenance of the treatment plant's equipment and facilities; provides complex operational, environmental, administrative and technical staff assistance to subordinate staff, in addition to other assigned duties. This position is appointed by the Mayor and confirmed by the City Council.
Duties & Responsibilities:
• PWD shall work well under pressure; meeting multiple and sometimes competing deadlines. The PWD shall at all times demonstrate cooperative behavior with colleagues and supervisor.
• Accepts full responsibility for all Public Works Department activities and services including activities associated with the operations and maintenance of roads, parks, and landscape and all aspects of water treatment and distribution, wastewater treatment and collection, storm water collection, capital projects construction, and environmental regulation.
• Supervise the subordinate employees in the Fruitland Public Works Department.
• Develop, implement and maintain Public Works Department goals, objectives, policies and priorities for appropriate service areas; ensures that established goals and priorities are achieved.
• Provide information and respond to inquiries from the public regarding city policies and standards relating to public works activities; interpret and explain policies, procedures and regulations.
• Plans, directs and coordinates the Public Works Department work load through appropriate department staff; assigns work activities and responsibilities to appropriate department personnel; reviews and evaluates work methods and procedures; identifies and resolves problems and/or issues.
• Coordinate capital improvement projects with the Planning and Building Department as well as the City Engineer.
• Oversees the hiring, training, and evaluation program for all Public Works personnel. Provides or coordinates staff training, identifies and resolves staff deficiencies; executes discipline and/or termination procedures.
• Monitors the condition of the City's infrastructure, including streets, sidewalks, curbs, gutters, buildings, equipment, storm drains, water and wastewater facilities, park landscape and other related facilities and equipment for maintenance, repair, and replacement.
• Serves as the City's ADA Coordinator.
• Review, select and recommend consultant contracts to the City Administrator; administer contracts according to established procedures.
• Represents the Public Works Department to other departments, divisions and organizations; Coordinates departmental activities with other departments and organizations; Attends City Council Meetings, Budget Workshop, and weekly department head meetings.
• Attends and participates in professional meetings as necessary; Stays current on issues relative to the field of public works and relative service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries and complaints.
• Operates heavy equipment in removal of snow and in emergency situations. Assists crew and/or directs crew in emergency situations as needed.

Required Knowledge, Skills and Abilities:

• Applicable federal, state, and local laws, codes, and regulations.
• Federal and state ADA compliance regulations.
• Principle and practice of budget administration, occupational hazard and standard safety practices.
• Ability to interpret and prepare complex technical operating and analytical data.
• Ability to develop long-term plans and programs to make major policy decisions on complex technical and administrative problems.
• Produce written documents with clearly-organized thoughts with a high level of proficiency.
• Knowledge of modern computer technology and its application in a municipal public work setting.
• Knowledge of public works construction standards and knowledge of construction inspection.
Acceptable Experience and Training
• Bachelor's degree in engineering or related field or graduation from high school, preferably supplemented by course work in engineering, construction, or public administration.
• Related experience in a supervisory or administrative capacity in the field of program planning, development and administration.
