Job Overview
Substitute Speech Therapists will be hired as Substitute Teachers, but will be required to have correct licensure (see "Qualifications" below). They will lead instruction in assigned classrooms in the absence of regular Speech Therapists. Substitute Speech Therapists are responsible for helping students build knowledge and skills according to teacher-planned lessons. Once hired, Substitute Speech Therapists accept day-to-day assignments across all 34 SCSD schools and 4 programs.

• Guide the learning process toward the achievement of curriculum goals and objectives as indicated in plans
• Employ instructional methods and materials that are most appropriate for meeting lesson objectives
• Maintain a neat and orderly classroom
• Perform non-classroom duties usually required of the absent teacher (lunchroom duty, hall monitoring, etc.)
• Follow all school and classroom procedures
• Perform other related duties as directed by Principal or Vice Principal

Qualifications
• Bachelor’s degree from an accredited college or university
• All candidates must possess New York State licensure as a Speech-Language Pathologist.

JOB DESCRIPTION:
The job of Assistant Superintendent for Elementary and PreK-8 Education was established for the purpose(s) of directing the delivery of programs and services at the elementary level through site administration; providing information and serving as a resources to others; achieving defined objectives by planning, evaluating, developing, implementing, and maintaining services in compliance with established guidelines; and serving as a member of the leadership team.
REPORTS TO: Superintendent of Schools

DUTIES AND RESPONSIBILITIES:
The Assistant Superintendent for Elementary and PreK-8 Education will be expected to fulfill the following responsibilities:
• Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, etc.) for the purpose of implementing and/or maintaining services and programs;
• Compiles data from a variety of sources for the purpose of developing and/or evaluating programs and/or complying with financial, legal and/or administrative requirements.
• Coordinates operations among elementary schools (e.g. testing, personnel, etc.) for the purpose of ensuring district objectives are achieved and resources are effectively utilized.
• Directs department operations, the maintenance of services and the implementation of new programs and/or processes (e.g. personnel, budgets, etc.) for the purpose of providing services within established timeframes and in compliance with related requirements.
• Ensures that all schools achieve dramatic student performance gains in all subject areas (e.g. by performing coach observations, looking at data, performing classroom observations, planning and participating in leadership team meetings) for the purpose of meeting district goals for every student.
• Evaluates programs and/or projects (e.g. curriculum, standardized testing, drug education, etc.) for the purpose of carrying out and achieving objectives within area of responsibility.
• Facilitates meetings, workshops, seminars, etc. (e.g. personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, inter-district needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
• Manages a wide variety of programs (e.g. school improvement, personnel assignments, testing and assessment, curriculum, etc.) for the purpose of ensuring district compliance with established guidelines.
• Monitors budget allocations, expenditures and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
• Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
• Performs personnel functions (e.g. interviewing, evaluating, supervising, counseling, assignments, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.
• Researches a variety of topics (e.g. current practices, instructional materials, methods, curriculum guidelines, etc.) for the purpose of developing new programs and/or master plans.
• Supports and coaches elementary school leaders for the purpose of developing instructional leadership and helping them meet ambitious school performance goals.
• Performs additional related duties as required.
EDUCATIONAL AND PROFESSIONAL QUALIFICATIONS:

• Job-related experience within specialized field with increasing levels of responsibility
• Master’s Degree in job related area
• Minimum of 5 years as a School Principal, preferably at the elementary school level
• Prior demonstration of exemplary attendance is expected of any candidate for hire.
• Training and or experience with Culturally Relevant Education (preferred)
CERTIFICATE REQUIREMENTS:
New York State Certificate in Education Administration (School Building or School District Leader) or the ability to earn New York State certification via interstate reciprocity.

Responsible for providing direct services to students, parents/families, and school staff to support college preparation and postsecondary success. Responsibilities include maintaining and coordinating the use of career center materials, working with counselors to develop and present career education teaching units or with staff in infusing these into the curriculum, scheduling career center events, promoting career and college events, and performing a variety of other duties needed in presenting a career education program, communicate with students, faculty, parents and community representatives concerning career planning and college entrance.

PURPOSE: To help all students develop skills in the areas of personal/social growth, educational planning, and college and career opportunities

DUTIES AND RESPONSIBILITIES:

The School Counselor will be expected to fulfill the following responsibilities:

Essential Job Functions
• Assists all students, individually or in groups, with developing academic, college, and career goals and plans
• Coordinate day-to-day operations and schedule activities, programs and speakers. Prepare career education and instructional materials for use by teachers and students
• Obtain, organize, file and display guidance materials; catalog and prepare for use by students; maintain displays and bulletin boards
• Develop and maintain a current and comprehensive occupational library including information on careers and career clusters, employment prospects and trends and employment requirements and opportunities; obtain and circulate current college catalogs
• Assists students who come in to the career center for information; assists students in findinginformation and clarifying needs. Oversee schedule and use of room, computers, and equipment. Monitor student behavior. Respond to student and parent inquiries; acts as a guide to resources
• Collaborate with school counselors, administrators, and teachers to support academic success, career exploration, goal setting, leadership development, college planning, and campus visits for all students
• Assist students in locating and using college/career information as needed for research, assignments and post-high school planning
• Demonstrate expertise in the college application process with familiarity in navigating the Common Application
• Support the implementation of College and Career planning software (Naviance)
• Facilitate interest inventories, Career Experiences and 4-year planning
• Plan, organize, develop and implement career events and publications; prepare letters, flyers, mailers and other materials to publicize Career Center services, resources and speaker programs
• Monitors Career planning and pathway interest for students
• Responsible for case management to include: tracking, proactive communications, follow-up with students, faculty, and other resources to increase student success
• Provide students and their families with information regarding application, educational offerings, nancial aid, assessment testing and course placement, and related district policies and processes
• Promotes scholarship, volunteer, pre-apprenticeship, and summer opportunities
• Assist students with course selection, creation of academic plans, registration process and facilitating the transfer of students to postsecondary institutions and/or workforce training programs
• Contact, schedule and arrange guest speakers from the local business community, colleges and military services to present information regarding specific occupations
• Schedule visitations by representatives from local colleges; organize, coordinate and publicize career-related events and other opportunities for students to learn about higher education and vocational training and preparation
• Schedules and advertises college, technical school, and military staff visits to career center. Coordinates career center activities with work experience programs; arranges for utilization of community resources
• Arranges for occupational speakers; polls students to determine interest in specific occupations; notifies students when speakers have been scheduled
• Maintains working knowledge of career exploration programs (currently Career Cruising); assists students in using web-based career exploration resources
• Posts advertisements for college and military entrance tests (SAT/ACT/PSAT/ASVAB); communicate information to students, facilitates students signing up for tests, prepares for test days
• Assists in coordination of special events such as Career Day, Health Career Fair, and Construction Career Day. Work with students for sign-ups, registration, placement, confirmation, itinerary. Collects reviews and thank you notes; distributes certificates. Helps provide supervision on field trips
• Assist with summer programs, college orientation sessions, and other recruitment or concurrent enrollment events
• Collects and analyzes student data and confers with school and college staff to identify and refer students in need of more intensive academic support such as tutoring, extended learning, mentoring, and counseling
• Works with district webmaster to update career center web pages such as college visits, and calendar of events. Monitors to keep information current and relevant (e.g. check links)
• Responsible for monitoring attendance, academic performance, college prep course selection, enrollment in AP and dual enrollment courses, credits needed for graduation, and progress towards goals of students
• Collaborates with school staff to establish high expectations for all students and develop a rigorous/relevant curriculum to build the foundation needed for success in post-secondary education
• Supports a smooth transition from 12th grade to post-secondary education and/or workforce training for students and families
• Connects students and families with community and higher education resources to support success in school and facilitate planning for post-secondary education
• Connects students and families with resources available through On Point for College
• Serves as a resource for school staff, students, parents/families, and community members
• Inform/educate students of Say Yes to Education Scholarship (this could be Say Yes information sessions or something)
• Ensure all seniors that meet Say Yes Syracuse eligibility criteria complete the Say Yes to Education application prior to graduation (SY Application deadline is July 1)
• Help facilitate completion of FAFSA and TAP applications for all seniors seeking to go to college (Deadline to have this complete for SY is August 1)
• Assists with other duties as may be assigned

SALARY/SALARY RANGE:
• The current starting salary for SCSD Teachers is $53,000. With proof of outside related experience and college transcripts, the salary will be increased pursuant to the Unit 1 contractual agreement.

The Director of Community Partnerships is responsible for providing direction and leadership in the management and supervision of all related services, programs, and activities for Syracuse community partnerships. The Director of Community Partnerships will guide and support the establishment and implementation of a full-service community school strategy in and across school buildings. The Director will create, strengthen, and maintain the bridge between community schools and community partnerships with the community, building and maintaining relationships with administration, faculty, staff, and community partners. The Director will assist Syracuse in developing implementation action plans, troubleshooting implementation obstacles, and planning for sustainability. He/she will track the districts' progress against performance goals, support program evaluation activities, and prepare any necessary program reports. The Director will facilitate the creation of a Full-Service Community Schools Executive Leadership Team (FSCELT) and related subcommittees, ensuring the participation of diverse stakeholders and voices and regular, positive communication among the team. The Director will ensure that the SCSD community partnership strategy is implemented with fidelity and with full support, buy-in, and regular communication with stakeholders across the school community.

REPORTS TO: Chief of Impact and Innovation

DUTIES AND RESPONSIBILITIES:
• Provide direction and management of all community partnerships, programs and services, ensuring alignment and integration with the two districts' missions, priorities, and strategic plans.
• Build and maintain relationships with administration, faculty, staff, students, parents, and community partners throughout Syracuse.
• Guide, facilitate and implement the development of community schools' goals and objectives.
• Organize, establish priorities, and set agendas for the Full-Service Community Schools Executive Leadership Team (FSCSELT) and its subcommittees, ensuring the equitable inclusion and participation of all program partners and diverse school community stakeholders.
• Serve as a point person for agencies and programs interested in partnering with the Syracuse FSCS Collaborative and help to broker new relationships that are aligned with system wide FSCS goals and needs.
• Identify evidence and research-based practices and/or partnerships that address priority areas for the full-service community school strategy, which may include, but not limited to: parent/family engagement, community engagement, health and mental health services and supports, social supports and services, violence prevention, and other relevant topics.
• Maintain regular communication and work collaboratively with community partners to support day-to-day implementation of the SCSD community partnerships.
• Coordinate, plan, and facilitate on-site technical assistance meetings with administrators, faculty, and staff to plan for specific program implementation, identify and resolve implementation obstacles, and ensure program sustainability.
• Collect, compile, analyze, and provide data to prepare reports, inform decision making and program implementation, and to make any necessary mid-course corrections.
• Present community schools' implementation status and outcomes to a variety of stakeholders, including but not limited to Boards of Education, district administration and staff, FSCS Executive Leadership Team, funders, and the community-at-large.
• Assist the Director of Special Programs in the preparation and implementation of community partnership budgets and program implementation.
• Ensure program compliance with all State and Federal Regulations and timely submission of required annual and final performance reports as they relate to grant funded community initiatives.

EDUCATION, TRAINING AND EXPERIENCE:
• A CAS in education leadership with permanent certification in NYS education administration (School District Administrator) or minimum of 10 (ten) years of experience leading community initiatives in Syracuse and service in the field
• Demonstrated strong project management skills
• Proven ability to form collaborative relationships with executive leadership and community partners
• Demonstrated ability to work successfully as an integral member of a multi-faceted team
• Strong leadership, management, interpersonal, and communication skills and the ability to work effectively with a wide range of stakeholders in a diverse community
• Demonstrated interest in working with low-income students of color; experience as a teacher, coach or Coordinator in an urban district strongly preferred.
• A minimum of five (5) years of experience working in a public education setting, with demonstrated knowledge and experience in the areas of City of Syracuse community engagement, public policy, communications, and human services.
• Training and experience in diversity, equity and inclusion, trauma-sensitive approaches, and crisis intervention.
• Knowledge of City of Syracuse and Syracuse City School District organizational and operating procedures including the decision-making process, program planning, improvement strategies, quality assurance, and compliance.
• Knowledge of current trends and research in education.
• Strong interpersonal and leadership skills that ensure productive interaction and effective team building with a diverse audience of stakeholders.
• Demonstrated ability to lead a team managing multiple projects in a high-paced work setting.
• Excellent oral, written communication and presentation skills.
• Proficient in variety of digital applications and data management.
• Ability to use effective public relations, interpersonal, organizational, leadership and supervisory skills for the successful implementation of community school initiatives and related services.

CERTIFICATION:
• New York State Certificate in School District Administration (SDA) or School Administrators and Supervisor (SAS)

OR
• Minimum of ten (10) years of experience leading Syracuse community initiatives and service in the field
