The Children’s Rights Division of Human Rights Watch (HRW) is seeking applicants for the position of Education Advocate to coordinate advocacy efforts to strengthen the right to education, including through a possible new legally-binding instrument. The position is based in Geneva and focused on advocacy with the UN Human Rights Council and other stakeholders.

This position will be funded by Human Rights Watch for a period of two years (with the possibility of extension) to work with Child Rights Connect, a network made up of 100 national, regional, and international organizations, to support and coordinate a working group on the right to education. The working group will bring together NGO and civil society partners for coordinated advocacy to strengthen the right to free, quality, and inclusive public education, with a particular focus on explicitly guaranteeing children at least one year of free, quality, and inclusive pre-primary education and to free, quality, and inclusive secondary education.

The Advocate will be responsible for building strong and effective NGO partnerships, developing working group strategy, coordinating joint advocacy and public forums on the right to education, cultivating child participation, and engaging directly with UN member states. The Advocate will work closely with the deputy director of Child Rights Connect and report to the Children’s Rights Division deputy director of Human Rights Watch.

The successful candidate may have the option to work remotely but will be expected to work from the Child Right’s Connect office several days per week. We aim to be as flexible and supportive as possible in both the recruitment and onboarding of this position.

Responsibilities:

1. In collaboration with working group members, develop and implement a strategic work plan to reinforce and strengthen the right to education, including by building support for stronger internationally-binding legal instruments to ensure children free education from pre-primary through secondary school;

2. Build diverse and inclusive membership and participation in the working group, including through individual outreach, meetings, and regular updates;

3. Represent the working group (solely and with other working group members) in advocacy with UN member states, with a focus on Geneva missions and the UN Human Rights Council;

4. Plan and organize strategic events, including Human Rights Council side events, expert consultations and webinars, to build support for stronger international obligations on the right to education;

5. Coordinate other advocacy activities as appropriate, including joint statements and drafting of advocacy materials;

6. Devote 10 percent of staff time to Child Rights Connect’s child participation initiative, including child participation in advancing the right to education;

7. Support efforts by the Committee on the Rights of the Child to support robust implementation of the right to education by states parties to the Convention on the Rights of the Child, including through the coordination of regular submissions from working group members for state parties reviews;

8. Deliver output and conduct activities in a timely manner and consistent with the working group’s agreed strategy and priorities, and;

9. Perform other responsibilities, as may be required.

Additional Responsibilities:

1. Promote inclusive and positive relationships within the working group, including by soliciting diverse points of views, and proactively addressing bias, discrimination and microaggressions;

2. Model inclusive behavior and consistently adhere to HRW’s and Child Rights Connect’s internal values;

3. Incorporate diversity, equity, and inclusion values and initiatives.

Qualifications:

Education: An advanced degree or equivalent work experience is required.

Experience: A minimum of three (3) years of experience in advocacy to promote children’s rights and/or the right to education.

Related Skills and Knowledge:

1. Effective advocacy skills, including through in-person meetings, presentations in public fora, and through written communications.

2. Demonstrated experience working with and building civil society networks or coalitions.

3. Strong background in children’s rights and the right to education.

4. Demonstrated experience coordinating advocacy events, both in-person and online.

5. Sound knowledge of the Geneva advocacy environment, including the dynamics of the UN Human Rights Council.

6. Familiarity with online conference platforms (Zoom and Microsoft Teams).

7. Strong oral and written communications skills in English and French, including excellent presentation skills are required. Spanish or other language skill is an asset.

8. Strong interpersonal skills and ability to work collaboratively.

9. Demonstrated commitment to human rights and/or international issues and the capacity to master and represent the mission and programs of both Child Rights Connect and Human Rights Watch.

10. A disciplined self-starter who can work independently, but also function as a member of a team.

History – Mission – Direction of the Organization:

In 1977, a Seattle Superior Court Judge named David Soukup was concerned about trying to make decisions on behalf of abused and neglected children without enough information. He conceived the idea of appointing community volunteers to speak up for the best interests of these children in court. He made a request for volunteers; 50 citizens responded, and that was the start of the CASA movement.

Mission Statement: CASA Kane County is a Guardian ad Litem, nonprofit volunteer organization that advocates for the best interests of children in abuse, neglect and private guardianship cases within the Juvenile Court system.

CASA Kane County is 33 years old with 24 staff members, 25 Board of Directors, 40 Children’s Ambassador Panel members and approximately 200 active CASA/GAL volunteers. As a Guardian ad Litem organization, we are appointed to 100% of all abuse/neglect cases in Kane County!

Qualifications:

Minimum of a bachelor’s degree in social work, psychology, sociology or volunteer management related field combined with 3+ years of experience

Strong computer skills in all Microsoft Office Products including Word, Excel and Outlook and experience working with case management or database management software
Demonstrates excellent oral and written communication skills
Ability to work as a team player and interact positively with volunteers, staff and judicial partners

Cooperative Working Relationships/Accountability:

The Advocate Supervisor reports to the Director of Advocate Supervision. He/She works closely with CASA/GAL volunteers, other team members and court personnel.

Responsibilities:

Completion of a 45 hour CASA Kane County CASA/GAL educational training.
Review new cases and assign advocates in coordination with the Director of Advocate Supervision
Assist in the development of initial case plans and on-going strategies for advocacy.
Provide assistance and guidance to advocates as needed and when requested.
Attend court hearings and maintain a comprehensive schedule of all activities.
Assist in the interviewing and training of new advocates.
Review, edit and prepare CASA court reports.
Ensure timely submission of CASA court reports to Staff Attorneys/Court.
Maintain and audit case files to ensure information is current and accurate.
Complete training on CASA’s “Optima” volunteer database program and assist with statistics concerning case or advocate data.
Maintain a caseload, if there is no volunteer to be assigned, and take over advocacy as the GAL including making monthly in person visits as necessary
Ensure the visitation requirements for each child/foster parent are completed each month in compliance with CASA Advocacy and Operations manual
Meet with other CASA team members in establishing a comprehensive advocate educational plan (AEP).
Perform annual evaluations of all assigned advocates.
Assist in advocate related education and recognition events with other staff.
Communicates with all advocates at least twice a month.
Acknowledge volunteers through the CASA organization stewardship plan.
Attend case related staffings or visits with the CASA volunteer to ensure proper case management, empowerment and coaching.
Attend on-going educational opportunities for greater education and resource knowledge.
Verify proper reporting and case management practices are adhered to through CASA’s “Optima” volunteer database program to ensure proper outcomes of data are reported accurately.
Attend case related meetings or appointments with other services agencies or service providers.
Assist with other tasks as needed by the administration.

Physical Requirements and Work Environment

The Advocate Supervisor is expected to have daily transportation to attend offsite meetings, educational programming and conferences, recruitment, retention and fundraising events, etc. Occasional out-of-town overnight travel. He/she will spend some time in the office that could involve intermittent physical activities including bending, reaching, sitting and walking during working hours.

The Crime Victim Advocate Program (CVAP) is a joint program of Safe Horizon and the New York City Police Department (NYPD) that will assign advocates to every police precinct and Police Service Area (PSA) citywide. Each precinct will have two advocates assigned (a crime victim advocate and a domestic violence victim advocate), except a few identified precincts will have only one advocate. The precincts with one advocate assigned will work with all victims of crime, including victims of domestic violence.

The Safe Horizon crime victim advocate/domestic violence advocate will partner with police personnel to provide outreach to victims who have filed reports to the precinct or PSA. The advocate will work with all victims of crime who seek assistance from the NYPD with a specific focus for victims who have filed a report as a victim of a violent felony offense as well as victims of domestic violence who have filed reports to the precinct on an as needed basis.

Essential Job Functions:

· Learn and integrate a trauma-informed, client-centered approach, using an anti-oppressive lens, into your work with clients

· Attempt to reach by phone and mail victims who have filed reports with the precinct or PSA with a specific focus on victims of violent felony crimes and those victims who have filed reports two or more reports in the previous 12 months

· Work with victims of crime who come to the precinct or PSA seeking assistance

· Conduct home visits with officers and detectives to assist victims as needed

· Provide information, referrals, and practical assistance to victims experiencing crime

· Conduct client centered safety assessments and safety planning suited to the individual’s needs

· Provide crisis intervention and supportive listening

· Advocate with NYPD personnel that may include keeping a victim apprised of an NYPD investigation

· Provide criminal justice advocacy

Safe Horizon is the nation's largest victims' assistance organization. The Crime Victim Assistance Program (CVAP) is a joint program of Safe Horizon and the New York City Police Department (NYPD) that will assign advocates to every police precinct and Police Service Area (PSA) citywide. Safe Horizon's Crime Victim Assistance Program works in collaboration with the New York City Police Department, community based organizations, the District Attorney's Office, Criminal/Family/Supreme Courts, and other agencies in order to provide comprehensive services to victims of domestic violence and crime. Safe Horizon staff provides information and referrals, assistance navigating the criminal justice process, court orientation and advocacy with the District Attorney's Office as well as Judges, the Police Department, and other organizations on behalf of the client. The Special Victims Division of CVAP expand the role of CVAP to include work with skilled and trained Special Victim Advocates to respond to teen and adult survivors of rape and sexual assault.

Essential Job Functions:

Safe Horizon’s Senior DV Victim Advocate (SVD) works within the SVD of NYPD. The advocate partners with police personnel to provide a coordinated, victim-centered approach to teen and adult victims of sexual assault to reduce trauma and improve the quality of services victims receive. The advocate works with victims, friends, caregivers and family members of sexual assault who are seeking assistance from NYPD within the SVD. The advocate will also be available to work with victims of sexual assault on an as-needed basis by responding to their home or to the hospital where they are being treated.

The advocate’s responsibilities may include some or all of the following:
• Participate in New York State 40-hour certification training for advocates who provide support for sexual assault victims;
• Provide client centered trauma-informed services for victims of sexual assault who come to the NYPD SVD seeking assistance;
• Conduct visits to a victim’s home with SVD detectives to assist victims as needed;
• Provide information, referrals, and practical assistance to victims experiencing sexual assault;
• Conduct client centered safety assessments and safety planning suited to the individual’s needs for safety, privacy, and sense of agency;
• Provide crisis intervention and supportive listening;
• Advocate with NYPD SVD personnel that may include keeping a victim apprised of an NYPD investigation;
• Provide criminal justice advocacy and support in the initial phases of the criminal justice process that may include linkages to prosecutors;
• Provide brief trauma mental health intervention, and coordination with other providers for on-going clinical care;
• Provide accompaniment with detectives to hospitals or other sites such as the victim’s home to provide support;
• Ensure protection of survivor’s rights as a victim of sexual assault;
• Help with applying for compensation through the New York State Office of Victims Services (OVS);
• Coordinate community resources for victims of sexual assault, including linkages to other providers as needed;
• Develop and maintain strong relationships with advocate agencies in the sexual assault field; including borough-based sexual assault meetings with partner agencies in the field;
• Provide information and referral for victims for services such as shelter, mental health treatment, medical care, and other entitlements;
• Provide emergency practical assistance for victims including transportation and food vouchers;
• Work collaboratively with police officers and detectives in order to effectively provide assistance to victims;
• Perform data entry into a computerized record keeping system and maintain thorough, accurate, and timely case records and statistics;
• Advocate with Family and Criminal Court staff for victims;
• Participate in cross-training or other education opportunities with NYPD relevant to investigation, victim advocacy, and service provision;
• Conduct community presentations;
• Attend relevant training, workshops and seminars, including sexual assault related task force meetings to ensure strong partnerships with local community-based organizations;
• Work with family members, caregivers and friends of the survivor as needed, and perform other related tasks as assigned.

Knowledge and Skills:
• Clear and concise verbal and written communication skills
• Excellent interpersonal skills, be assertive and well organized
• Demonstrate the ability to work independently and within a precinct setting
• Prior experience working with victims of sexual assault

Required skills: Bachelor’s degree required or equivalent training and experience.

Qualifications:
• Two years’ experience in crime victim service delivery (or other relevant experience)
Basic knowledge of crime victim and domestic violence issues
• Certification as a sexual assault advocate or willingness to attend training immediately upon hire to become certified
• Knowledge of the police and criminal justice system helpful
• Bi-lingual ability in Spanish helpful but not required

Other:
• FT Full Time
• Hours: 35 hours/week , probably 12 to 8 with flexibility in days worked—may require weekend days
