NetHope's newly approved overarching organizational strategy aims to propel digital skills and leadership, foster digital inclusion, ensure digital protection, drive innovation and digital transformation, and promote digital solutions for climate adaptation and resilience. This Request for Proposals (RFP) is specifically focused on advancing digital inclusion through the formulation of a strategy centered around digital-first response and preparedness, as is most often seen in emergency aid situations. In this way we aim to identify existing and to develop novel approaches that will combine to increase scope, scale, and efficiency for Members that support communities globally.
The consultant selected would have a balance of digitally-focused operational and field experience (in both crisis response and longer term development support to INGOs), knowledge of emerging digital trends and needs in the nonprofit sector, and have the capacity to lead a focused exploration into identifying areas that NetHope can evolve its programmatic focus across the spectrum of development to humanitarian assistance.
It is expected that the consultant will build on NetHope’s rich history and leadership in internet connectivity, capacity building, and digital transformation of nonprofits, and will fully utilize our extensive stakeholder networks to gain cross-sectoral insight to make tangible recommendations for this evolution of our service offerings. We expect the stakeholders interviewed to include NetHope staff, Members, donors, and tech partners.
The ideal candidate should have a deep working knowledge of how digital technology is currently in use in INGOs, and be able to sensitively navigate across domains such as HQ and Field, Operational IT and ICT4D, Connectivity and Digital Infrastructure, Applications, Digital Protection, etc. Through this consultancy’s recommendations NetHope will take its next steps in continuing to lead the sector in digital preparedness and response in a post-Covid, omni-crisis, hyper-connected ecosystem.
This consultancy will work closely with NetHope’s Field and Impact Program team and report directly to the Senior Director. They will also have the support and time of NetHope’s senior leaders, including program leads. We are open to this consultancy being filled by two people or a team. As there is an aspect of research included, it is not expected for the selected consultant(s) to have background in research, yet able to lead resources available internally (NetHope’s Center for the Digital Nonprofit, MEAL, etc) with a lens on operationalizing the findings.
Scope of Work
Project Scope & Deliverables:
Within the expected 3 – 6 month consultancy, specific, expected deliverables listed below will lead to a strategic work plan that will provide direction to both hiring staff and service delivery focus, answering the question of: what people and tech services should NetHope build on, lean into, and develop, to provide the greatest good, now and in the near future, in the realms of emergency relief, preparedness and digital development?
While the final product may change in substance based on the progression of findings, the general expectation is the production of a multi-faceted strategic workplan for digital solutions in international development, which will serve as a guiding framework for NetHope's Field and Impact Program department’s service design, delivery, operations, and support until 2030.
Thus, we anticipate (but are open to refinements and suggestions through the RFP process) that the scope of work will be in three parts:
SOW 1: Needs analysis
Through interviews and desk research a document addressing the current and anticipated requirements for development and relief efforts among our Members and other sector stakeholders who deliver digitally enabled program/initiatives as their missions.
We anticipate this work to include and outreach plan designed in collaboration with the NetHope team, stakeholder interviews and surveys conducted, and a sentiment/trend synthesis of these to triangulate apparent and emerging needs and service niches that could be answered by NetHope in the areas of digitally-focused development and aid assistance.
SOW 2: Detailed gap/fit analysis
Aligning the identified needs from SOW 1 with donor interests, multilaterals strategies, the plans of our technology partners, and other relevant private sector actors.
We anticipate this to include research into relevant donor direction and areas of possibility with specific focus on technology implementation, both within more traditional emergency response and beyond (for example into climate focused areas, digital development etc.).
SOW 3: Strategic mapping of opportunities and next steps proposed
Synthesizing the identified needs (SOW 1) with known capabilities and potential opportunities (SOW 2), in a strategic manner. This synthesis would include an orientation towards possibilities that may require varying levels of resources and time, distinguishing between 'low-hanging fruits' and initiatives contributing to long-term systemic change.
We anticipate this part of the work product to include a clear, detailed road map to achieving the identified highest impact focus areas of implementation, change plan, budget (using existing funding and ambitions) and indicative job descriptions for the to-be-developed team.
The suggested output should include (but is not limited to):

Illustrating an organized approach to supporting Members with operational and mission-tech platforms (e.g. digitally-enabled program/mission digital infrastructure), and how NetHope can get there.
This should include specific suggested areas of programmatic focus with a suggested entry plan into those fields and/or evolution of existing NetHope capabilities. This would include documented validation of focus areas based on development, humanitarian, and conservation needs aligning with donor funded interest.
Illustrating the NetHope team capabilities, structure and workplan to drive this strategy forward.
This should include indicative Job Descriptions to complement the identified areas of focus for programs in development assistance that balance operational and technical knowledge and experience needed.
This should include a suggested workplan, financial scoping and the development of a change management plan, that identifies steps needed in building this capacity including linkages to key stakeholders and internal activities.
Mapping of relevant partnerships to nurture and grow with stakeholders including private sector, innovation hubs, and development partners for growth of digital initiatives.
This could include indicative concept notes/boiler plates that illustrate the team’s strategic focus and possible implementation opportunities across development and humanitarian sectors.
Identifying solutions and innovations for NetHope’s internal use for increased program quality to ensure the proper amount of internal digital transformation ourselves.

Qualifications:

Experience with global virtual organizations, and ideally a NetHope Member organization
Ten years of experience in ICT solutions in the implementation of innovations, technology, and digital development programs in the development and humanitarian sectors.
Knowledge and experience in both headquarters and field locations inclusive of the challenges seen when providing full spectrum capacity (digital and otherwise) to the most challenging field locations.
Strong experience in strategy design – from stakeholder insight gathering, to scenario development to plan synthesis.
Strong understanding of emerging tech trends in the development and humanitarian spheres and consequent needs NetHope Members and the wider sectoral ecosystem will express soon.
Understanding of limitations and practicalities of implementing technical applications in varying countries.
Cultural awareness and sensitivity across all aspects of work while valuing diversity and inclusion of voices.
Master's degree in International Development, Organizational Development, International Business, or other relevant advanced degrees, or equivalent work experience.

Project Timeline:
It is envisaged that the work will be approximately 3-6 months in length dependent on availability. Dependent on sourcing of a qualified candidate, the work would begin in December 2023 – January 2024.

Due to the global nature of the organization, meetings may thus be required at any time of the day to meet with our stakeholders in varying time zones.
