Reviews permits for conformance to zoning regulations.
Aids applicants, citizens and Town employees throughout the development review process.
Represents the Building Department at various public meetings, to include civic and homeowner association meetings that typically occur in the evening hours.
Responds to inquiries, in-person and on the phone, from the public regarding planning and zoning activities.
Updates maps in Geographic Information Systems format. Prepares graphics and exhibits for presentation to the Director, neighborhood groups, Planning and Zoning Board and Town Council.
Assists in the re-write and preparations of amendments and updates to the elements of the Comprehensive Land Use Plan, Zoning Codes and Town Codes.
Conducts research and analysis related to physical, social, and economic issues. Prepares statistical data on land use, physical, social and economic issues. Prepares technical studies and reports as necessary.
Uses department computer programs to include geographic information systems, spreadsheets and word processing. Operates office equipment.
Performs professional work collecting, organizing, and evaluating planning data.
Makes formal presentations of information about planning and zoning process before citizens and community groups.
Performs various administrative duties for Planning and Zoning division, overseeing expenditures and overall work plan; prepares various reports of divisional activities.
Prepares proposed ordinances and resolutions.
Directs and participates in special planning and development studies as required.
Prepares periodic division progress reports; advises supervisor and determines staff work assignments.

Minimum Education and Experience
Bachelors degree in Planning Urban Planning, Architecture, Landscape Architecture or related field. AICP certification and Florida experience is preferred.
Three (3) years of related planning experience in municipal or county planning functions , preferably in local government planning and experience with geographic information systems. A comparable amount of training or experience may be substituted for the minimum qualifications.
Knowledge, Skills, and Abilities
Knowledge of philosophies, principals, practices and techniques of Town planning relating to the design, urban and regional development, research and zoning activities. Knowledge of the Planning Department application and permit processes and procedures; comprehensive land use plan and of zoning codes and Town codes. Knowledge of the department computer applications to include geographic information systems, word processing, excel spreadsheets, research methodology and standard statistical procedures.
Ability to prepare oral and written presentations. Ability to prepare graphics, exhibits and update maps in GIS format. Ability to maintain effective working relationships with co-workers, Town officials, professionals, community groups, homeowners and the public. Ability to conduct research and analysis, prepare statistical data and technical studies. Skills in oral and written communication.
Physical Requirements
Must have the ability to commute daily to the Town of Bay Harbor Islands and use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machine. 4.Writes detailed project reports and recommendations, and makes presentations to the Plan Commission, Zoning Board of Appeals and Town Board. 20%
5.Advises builders, developers, architects, engineers, property owners, and other Town departments on local zoning and land use codes, plans and policies. Reviews concept plans as needed.10%

Required Minimum Qualifications
Education & Experience
• Bachelor’s Degree in Planning or related field
• Two (2) years of progressively responsible planning/zoning experience at the local, county, state, or regional level.
• Experience in local government reviewing development projects, land use planning, code administration, and grant writing is preferred.
Knowledge, Skills, and Abilities
• Knowledge of planning and zoning law, comprehensive planning principles, development review techniques, land subdivision processes, urban design principles, and stormwater management practices.
• Knowledge of the principles, practices and techniques of local government operations, knowledge of the functions of a planning department, and proven ability to apply that knowledge with minimal supervision.
• Knowledge of government grant-making, including discovery of grant opportunities, writing fund requests, and administering successful awards.
• Basic knowledge of GIS programs and applications, and working knowledge of Microsoft Office software, including Word, Excel, PowerPoint, Publisher, and Access.
• Basic knowledge of economic development principals and Tax Increment Financing (TIF).
• Basic knowledge of environmental regulation and permitting, specifically issues related to wetlands and floodplains.
• Basic understanding of civil engineering principles.
• Strong technical and persuasive writing skills, and the ability to communicate effectively with elected officials, Town staff, property owners, developers, engineers, architects, grant funders, and the public.
• Strong verbal communication skills that ensure effective speaking and listening when conveying information on Town codes, programs and policies.
• Proficient in use of graphics programs such as Adobe Photoshop, Google SketchUp and InDesign considered a plus.
• Ability to effectively interact and communicate with diverse audiences both small and large, including: ability to act in a professional manner with tact, good judgment and discretion; ability to communicate effectively under stressful conditions with individuals or groups who may be skeptical, argumentative or disagreeable; ability to develop and maintain effective working relationships; and, the ability to maintain the confidentiality of sensitive information when needed.

Equipment Used

Working Conditions
Work is primarily performed in a climate controlled office environment. Typical hours are Monday – Thursday 7:00 am – 4:30 pm and Friday from 7:00 am – 11:00 am; however additional hours may be required to attend evening meetings.

The Cumberland Planning Department seeks a full-time Town Planner. The salary for this 35 hour per week position is $55,000 with excellent benefits. There is an opportunity for salary review after six months...
DUTIES AND RESPONSIBILITIES
The Town Planner plays an integral rolein the operations of the Planning Department under the direction of the Director and provides a wide range of development and land use planning activities. The Town Planner supports projects related to land use planning, research and data analysis, plan drafting and design, ordinance drafting, site evaluation, public engagement, and community and economic development. As such, candidates with a background in local or regional planning, community development, public policy, economic development, urban planning and design, and landscape architecture are encouraged to apply.
A typical day includes reviewing land development and subdivision applications, conducting site visits, preparing staff reports, managing current grants and preparing grant applications, responding to public inquiries, and conducting research and analysis to advance the long-term goals of the Town. The Town Planner attends monthly, evening Planning Board meetings and will staff the Historic District Commission.
The ideal candidate will be self-motivated to work independently and will thrive on advancing a wide variety of projects as part of a small planning team. The position requires excellent communication skills to respond to the public, applicants, and state agencies in a timely and professional manner.
SKILLS
· Excellent interpersonal and communication skills to interact with the planning team, applicants, and other professionals in a service-oriented environment
· Clear and cogent writing skills in a range of writing formats, including narrative reports, summary memoranda, and technical ordinance drafting
· Ability to conduct sound research and data analysis
· Demonstrated knowledge of planning principles and ability to interpret site plans
· Ability to prioritize work for multiple deadlines and willingness to learn technical subject matter as needed
· Grant writing and grant administration, including CDBG projects
· Familiarity with ArcGIS or desire to learn GIS is preferred
QUALIFICATIONS
Bachelor’s or Master’s Degree in Planning, Urban Studies, Landscape Architecture, or related field with previous planning experience is preferred.
