The Financial Accounting and Reporting Analyst assists the Associate Director in the proper application of fund accounting guidelines within a public university setting in the State of Illinois. This includes (but is not limited to) responsibilities such as: providing oversight of university accounting processes; completing fund reconciliations and bank reconciliations; assisting with accounting functions related to various fund types (such as self-supporting funds); completing support schedules and providing guidance to university units for the annual unrelated business income tax (UBIT) return; providing oversight to ensure compliance with various university, state, and federal policies and guidelines. This position may be eligible for a hybrid or remote work arrangement depending on unit operational needs.

Additional responsibilities include:
• Prepare and complete several of UAFR's system-wide bank reconciliations. This includes investigating any bank reconciling errors, reviewing appropriateness of transactions by both the banks and the university, communicating effectively with the appropriate parties, and ensuring the proper correcting entries are made in Banner where appropriate. This is an important task critical to the operations of the university. (20%)
• Document procedural information outlining the accounting theory and procedural steps necessary to complete various system-wide bank reconciliations and other essential operational accounting tasks. This is an important task to create essential documentation that contributes towards the documentation of institutional knowledge. (10%)
• Assist with the review and approval of new Banner program codes. This helps ensure compliance with the National Association of College and University Business Officers (NACUBO) guidelines as well as university policy. (20%)
• Analyze various Banner transactions (such as invoice vouchers) to determine whether an accrual or deferral adjustment should be recorded to help ensure proper inclusion in the University's annual financial report. (10%)
• Contribute towards the review and completion of supporting schedules for the university's annual Unrelated Business Income Tax (UBIT) return to ensure compliance with the applicable guidelines outlined by the Internal Revenue Service (IRS) and University policy. (5%)
• Contribute to the year-end Fact Sheet process, which is an important part of the University's year-end close process to convert cash-basis accounting activities to an accrual basis. This important task helps to ensure the accuracy of the University's annual financial report. (5%)
• Compile data and supporting documentation to fulfill audit requests from external auditors, both in preparation for and during the annual external financial statement audit. (5%)
• Help units in identifying financial accounting errors which need corrected (such as misclassified transactions on either the operating ledger or general ledger) and help teach Banner users how to correct these errors and how to avoid them in the future. This helps ensure more accurate financial statement reporting for the university. (5%)
• Provide guidance, oversight, and accounting expertise on service plan funds (such as the Medical Service Plan funds). This includes (but is not limited to) reviewing and processing requests for new Service Plan funds, serving as a point of contact for questions related to service plan funds, and helping document institutional knowledge and procedural instructions related to service plan funds. (5%)
• Provide guidance, oversight, and accounting expertise on issues related to student enrollment deposit funds. This includes reviewing student enrollment deposit funds for compliance with accounting guidelines, reviewing, and processing requests for the creation and/or termination of student enrollment deposit funds, and serving as a subject matter expert on student enrollment deposit funds to the university community. (5%)
• Contribute towards special projects as assigned by University Accounting Services management, such as working with other staff members to contribute towards solving problems and making improvements in University-wide processes. (5%)
• Perform other duties as assigned which would be appropriate for a Financial Accounting and Reporting Analyst within UAS. (5%)

Qualifications:

Bachelor's degree with a major in Accountancy or a related field AND two (2) years of professional level accounting experience.

OR

Possession of current registration as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Management Accountant (CMA), or a valid license to practice public accounting.

OR

Master's degree in Accountancy or a related field.

Knowledge and Experience:

Job Summary
This position will provide support to the Associate Director of Accounts Receivable Operations and Student Loans and Collections, for all receivables related activities. Duties & Responsibilities
• Supervise the daily operations of ARO, including staff supervision and training; accurate and timely performance of ARO functions; timely and effective problem resolution, and communication with internal and external customers; compliance with state and university regulations governing receivables, and federal regulations governing Title IV financial aid refunds.
• Assist in evaluating, developing, and implementing programs, policies, and procedures to maximize the efficiency of ARO submit reports and recommendations to the Associate Director on ARO staff productivity.
• Provide receivables related data, analysis, reports, and guidance upon request as needed to University Bursar Leadership Team, Business Services and campus units, University committees, professional organizations, and state and federal agencies.
• Develop and implement enhancements to the University of Illinois GAR online payment system to keep it up to date and ensure compliance with University policy.
• Provide support to the Associate Director of Accounts Receivables and Student Loans and Collections and, in the Director's absence, serve as liaison and facilitator for administrative and/or operational matters related to ARO.
• Manage the AR Sponsor Billing system and all upgrades; utilize Banner AR to monitor account activity and adjust strategies to improve the recovery of the University's third-party payers.
• Provide project management and leadership on special projects for the Associate Director.
• Manage campus-wide training, guidance, and oversight of all users of Banner AR and other receivables management systems and tools provided and supported by ARO.
• Recommend, implement and oversee all policies, procedures, and operations related to university receivables that reside in or should reside in Banner AR.
• Conduct research, perform operational analyses, develop, and implement initiatives, partnerships, projects and programs as appropriate to further streamline and improve ARO goals and objectives.
• Initiate correspondence, reports, and guidance to faculty, staff, students, parents, agencies, departments, and businesses, to support the functions of ARO.
• Serve as primary receivables liaison between University Bursar, campus units and customers.
• Other duties appropriate for a Coordinator.

Minimum Qualifications
1. Any one or any combination of the following, totaling two (2) years (24 months), from the categories below:
A. college course work that included courses in finance, accounting, business administration, business management, or a closely related field
• 30 semester hours equals one (1) year (12 months)
• Associate's Degree (60 semester hours) equals eighteen months (18 months)
• 90 semester hours equals two (2) years (24 months)
• Bachelor's degree (120 semester hours) equals three (3) years (36 months)
B. collection, consumer credit, or business experience that required knowledge of collection methods and procedures
2. Two (2) years (24 months) of collection experience comparable to the Collection Specialist level or in other positions of comparable responsibility

Preferred Qualifications
1. Minimum of two years' experience in higher education student and non-student receivables.
