Project Summary

The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the... country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

In addition to providing vital emergency assistance to Ukrainians directly through USAID Energy Security Project (ESP), since summer 2022, it has also performed as an independent procurement agent for the Ukraine Energy Support Fund (UESF). USAID ESP helps to secure and procure equipment to meet the immediate needs of Ukraine’s energy sector to rebuild and repair damaged infrastructure. ESP provides the procurement services gratis as an in-kind technical assistance contribution from USAID.

Background

ESP is assisting the Government of Ukraine (GoU), the Ukraine’s national regulatory authority (NRA) in the energy sector entitled the National Energy and Utilities Regulatory Commission (NEURC), as well as all other relevant public stakeholders to establish and properly implement competitive energy markets in compliance with the European Union (EU) energy legislation (acquis), thereby enabling Ukraine to facilitate private sector-led energy investments, achieve the country’s clean energy and climate goals, and provide secure, sustainable, reliable and affordable energy for all Ukrainians.

Position Summary

USAID ESP is looking for a Senior Cogeneration Expert, who combines technical-engineering knowledge and market functioning know-how for cogeneration, i.e. speaks both technical and economic languages. He/she will be assisting ESP in formulating recommendations for heat sector reforms, more specifically, facilitating distributed cogeneration and efficient district heating systems. The Senior Cogeneration Expert will assist municipal authorities and local utilities, with which USAID ESP has established partnership collaboration, in implementation of heat sector reforms, related to cogeneration and efficient district heating systems. This is a full-time position for the period of 1 year with the possibility of an extension for another term, based in Kyiv office, Ukraine. The position will be reporting to ESP’s District Heating Sector Lead.

Responsibilities
• Support development of Heat Sector Model under long time span;
• Support work on strategic policy recommendations, especially in cogeneration and efficient district heating systems;
• Development and advocacy of small and medium cogeneration and related policy, legal, regulatory improvements to facilitate development of this kind of distributed generation and utilization heating systems as the basis to power local critical infrastructures;
• Support development of regulatory improvements, including those related to enhancement of investment into cogeneration, cost allocation, etc.;
• Support drafting legal, normative acts in the field;
• Support role in drafting policy papers, analytical reports, briefs, presentations;
• Contribution to stakeholder discussions;
• Support in organization of conferences, workshops, trainings targeting the cogeneration, municipal energy planning for efficient district heating systems;
• Support project activities towards procurement of materials, services for ESP local partners, on as needed basis;
Other tasks, as needed, to implement District Heating Team responsibilities;

Qualifications
• A university degree in engineering of the field. Second degree in public administration, economics, related fields is an asset;
• Experience of working at Cogeneration operator(s);
• Experience in working with high level stakeholders including senior government counterparts in the field;
• Experience in working with local stakeholders at municipal level, regional level;
• Demonstrated experience in analysis and writing on complex topics in the field;
• Previous experience of working in donor-funded projects would be an asset;
• 10 years overall experience in cogeneration, municipal energy;
• Proficiency in English (written, read, spoken, and heard) and Ukrainian;

Key Duties / Responsibilities

Role: Tax, Treasury and... Risk policies (5%)
• Oversee Bank accounts and Cash management, Tax and Capex procedures.
• Ensure appropriate financial risk, accounting and auditing policies and procedures of the Company are followed.
• Ensure proper management of overall Taxation matters.
• Oversee the Treasury function to ensure cash flow for the business is secured.
• Develop a “Contingency Planning” approach to managing operational risks

• In charge of relationships with local auditors, financial corporate and official bodies.

Role: Statutory Accounting & US GAAP Accounting (25%)
• Working with AbbVie FSS, liaison with 3rd Pary Accounting provider to ensure local statutory financial, tax accounting & reporting, payroll, accounts payable, accounts receivable processing services are provided as agreed.
• Ensuring that the Company’s books comply with applicable accounting and tax laws.
• Supervision of the annual management of the financial reports, VAT and CIT calculations in accordance with local accounting rules.
• Ensuring proper financial control in accordance with the applicable rules.
• Supervision of local transfer pricing policy, development and monitoring of the Company's profitability model based on the Group's guidelines.
• Supervision of the Company's goods warehouse.
• Supervision of the General Ledger and the closing process of the month – the control of reserves to ensure the correctness of management accounts on a monthly basis (ensure compliance with USGAAP in main ledger and local GAAP in special ledger).
• Application and adherence to company policies and procedures regarding general ledger and US GAAP.
• Supervision of the AP process (obligations) the flow and acceptance of invoices, ensuring compliance of the process with the company's obligations to procurement policy.

Role: Financial Planning and Analysis (25%)
• Working closely with the UCIS Commercial managers and UCIS Country Manager, develop and consolidate all financial and business planning activities, including Latest Business Estimates (“LBE”), Plan and Long-Range Plan (“LRP”) information for the Allergan Aesthetics (“AA”) P&L, including detailed sales and cost build-up within UCIS;
• Work with the UCIS leadership team to consolidate and present to UCIS Region management the LBEs, Plans and LRP.
• For UCIS submissions, challenge and evaluate all business projections and forecasts for accuracy, acceptability and conformance to strategic objectives, understand the underlying assumptions and the variability of key business drivers.
• With the UCIS Leadership team, identify risks and opportunities in achieving quarterly and full year objectives, including developing contingency plans and implementing actions to ensure divisional margin objectives are achieved.
• Provide UCIS Region Management with analytical commentary on results versus plan and LBE, highlighting trends and variances in both sales and costs, assisting management in the formulation of action plans to develop opportunities or correct deviations.
• Maintain and develop sales trending and reporting together with management of promotional and other variable budgets to support country and regional commercial teams.

Role: Business Partnering and Commercial (35%)
• Become a trusted business partner to the UCIS leadership team and the wider the UCIS Region, providing effective management reporting, analysis and insights.
• Provide support to the UCIS management team concerning day-to-day and ad hoc operational business issues .
• Develop expense trackers for the management of spend and achievement vs LBEs and Plan. Partner with the business to ensure accurate and appropriate recording of expenses.
• Recommend and drive control process improvements.
• Act as a member of the UCIS Leadership Team.

Role: Leading Team & People Development (10%)
• Coach and develop direct reports, set goals, conduct succession planning, execute performance management agenda in order to align people performance to business goals, business KPIs and to maximize business opportunities.

• Ensures all necessary reports from the team are prepared in the required format and at the timely manner.

Qualifications
• Master degree or equivalent

Position summary & job purpose:

Tetra Tech has an opportunity for a Senior Procurement Manager who will oversee and lead procurement activities for the ESP, including training a team of procurement managers and managing a comprehensive portfolio of commodities and service procurements. Background of Country and Emergency Response:

Months of escalating Russian hostility towards Ukraine have culminated in a concerted invasion of the country and the launch of military attacks across multiple... cities in Ukraine, with a view to destabilize the country and provoke a change in government. Fleeing insecurity, Ukrainians are travelling west, with Poland establishing 8 reception centers along its border with Ukraine, for an estimated 1 million arrivals. The International Rescue Committee helps people whose lives and livelihood have been shattered by conflict and disaster to survive, recover and regain control of their future.

Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Poland and Ukraine to facilitate immediate assistance that can be used where it is the most needed. Simultaneously, IRC/partners will launch a rapid needs assessment to better understand the humanitarian needs in both Poland and Ukraine and how IRC can complement partner response services either in breadth or scale.

Since June 2022, IRC's programs in Ukraine have involved a mix of direct implementation as well as collaboration with internal Ukrainian partners, who have demonstrated a capacity to work in several regions of the country. Currently, IRC's programs focus within a presence in several cities in Kharkiv Oblast, including the newly liberated areas. This position will be based in Kharkiv, with occasional travel to other locations in Ukraine as permitted upon program`s request. As this is a fluid and rapidly changing context, length of assignment may change based on the needs of the IRC`s programs.
