Essential Functions

Responsibilities

Within delegated authority, the Broadcast Engineer will be responsible for the following duties: • Plans and directs broadcasting and video conferencing systems and related projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups • Supports the management, operation and maintenance of complex broadcasting and video conferencing systems; initiates requisition and delivery of the need for new systems (or modifications to existing systems) or responds to requests from users and clients as required; develops plans for feasibility assessment, design, development and implementation, including project plans, schedules, time and cost estimates; provides plans for set-up and operation of broadcasting and video conferencing infrastructure in UNHQ. • Develops plans for secured telecommunications, broadcasting and video conferencing systems including use of encryption. • Develops technical specifications/cost proposals for procurement/contractual services, oversees the technical evaluation of bids and proposals received and monitors the procurement process; manages the contract service. • Manages broadcasting and video conferencing assets such as media asset management systems and broadcast automation systems with respect to deployment, usage and redeployment including the distribution of audio and video feeds to and from all internal and external clients. • Tracks and monitors telecommunications, broadcasting, and video conferencing projects’ progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Actively provides professional leadership and work direction to the Unit, and/or mentors and supervises the work of new/junior officers, contract staff, etc. • Develops, implements and monitors, broadcasting, media, audio visual and video conferencing standards and guidelines. • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Develops and recommends strategies to address specific telecommunications, broadcasting and video conferencing connectivity and related training needs of Headquarters or the missions. • Ensures effective coordination with UN funds and agencies in order to maximize possibilities of inter-agency collaboration in the field of telecommunications, broadcasting and video conferencing systems. • Performs other related duties as required.

Work Experience

• A minimum of seven years of progressive experience in broadcast and video conferencing technology, technical design, and operations is required. • Experience in the management, operation and maintenance of complex broadcasting / video conferencing systems or related area is required. • Experience in the design and installation of conference room technology is required. • Three (3) years of experience at the supervising technical/media personnel and engineering technicians is required. • Experience in budgeting, performance management and reporting relevant to these areas is required. • Experience in making recommendations to address complex business requirements through the introduction of new technologies is desirable.

Languages
