UN Women Nepal Country Office (NCO) has embarked on its first year of its five-year Strategic Note (SN) 2023-2027 to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to national priorities as described in the Constitution of Nepal, the 15th National Periodic Plan, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 and the UN Women Global Strategic Plan (SP) 2022-2026. NCO’s Resource Mobilization (RM) Strategy centres the principles of leaving no one behind within its work. Financial, technical and political partnerships have been established and/or deepened with national and international stakeholders. Drawing on the “Gender@Work Analytical Framework”, the RM Strategy, outlines the capacities, tools, systems, and partnerships required to meet the RM goals set in the NCO’s Strategic Note.
UN Women NCO is seeking the services of an international consultant to guide its resource mobilization efforts in line with the SN and its accompanying RM Strategy. Under the overall guidance and supervision of the Country Representative and in close collaboration with Unit Manager of Programmes, thematic leads and NCO donor focal points, the consultant is responsible for providing technical support to NCO to strengthen its RM efforts through capacity enhancement training, donor engagement support and advisory support to relevant staff through consultations.
Duties and Responsibilities
Key Activities
• Conduct four RM capacity building training (at least 1.5 hours each) for NCO donor focal points and relevant staff.
• Provide one-on-one session (total 10 sessions approximately 1.5 hours each) on donor engagement support to NCO donor focal points in establishing/fostering relationships with bilateral and multilateral donors, including non-traditional donors such as private sector and foundations for potential funding opportunities.
• Review the NCO RM and Partnership Strategy to ensure that it remains relevant to the changing contexts (internal and external) at least two times (in six months intervals)
• Technical review of NCO documents (concept notes, proposals; 5 documents).
Deliverables
• Zoom recordings and/or PowerPoints of RM capacity building training package and training report.
• Report on donor engagement support provided to NCO.
• Copy of revised NCO RM and Partnership Strategy with technical inputs/comments.
• Copies of documents with technical inputs/comments.
Time Frame
This is a home-based assignment for one year (1 April 2023 – 31 March 2024) on retainer basis (as and when required) with possible travel to Kathmandu.
Payment Schedule
Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.
Travel and Accommodation expenses
UN Women will bear the travel and accommodations costs beyond commuting distance from the consultant’s usual place of residence, for UN Women authorized travel as per the UN Women standard guidelines.
If consultants are required by UNWOMEN to travel beyond commuting distance from their usual place of residence, UNWOMEN will provide an airline ticket, or if not, the consultant will be entitled to reimbursement of airfare for UNWOMEN authorized travel, upon presentation of used airline stubs in an amount not to exceed the economy class fare or excursion fare, if applicable. For UNWOMEN authorized travel, the consultant will receive a daily subsistence allowance at United Nations authorized rates when traveling. Other necessary travel related expenses may be reimbursable on the basis of UNWOMEN's current practice and authorized rates.

Evaluation and Selection Criteria
A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the applicants who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
1.Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100 which will be later converted into 70 points out of total obtainable (technical and financial) score of 100 points. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
• Required degree and qualification (20 points).

Financial, technical and political partnerships have been established and/or deepened with national and international stakeholders. Drawing on the “Gender@Work Analytical Framework”, the RM Strategy, outlines the capacities, tools, systems, and partnerships required to meet the RM goals set in the NCO’s Strategic Note.
UN Women NCO is seeking the services of an international consultant to guide its resource mobilization efforts in line with the SN and its accompanying RM Strategy. Under the overall guidance and supervision of the Country Representative and in close collaboration with Unit Manager of Programmes, thematic leads and NCO donor focal points, the consultant is responsible for providing technical support to NCO to strengthen its RM efforts through capacity enhancement training, donor engagement support and advisory support to relevant staff through consultations.
Duties and Responsibilities
Key Activities
• Conduct four RM capacity building training (at least 1.5 hours each) for NCO donor focal points and relevant staff.
• Provide one-on-one session (total 10 sessions approximately 1.5 hours each) on donor engagement support to NCO donor focal points in establishing/fostering relationships with bilateral and multilateral donors, including non-traditional donors such as private sector and foundations for potential funding opportunities.
• Review the NCO RM and Partnership Strategy to ensure that it remains relevant to the changing contexts (internal and external) at least two times (in six months intervals)
• Technical review of NCO documents (concept notes, proposals; 5 documents).
Deliverables
• Zoom recordings and/or PowerPoints of RM capacity building training package and training report.
• Report on donor engagement support provided to NCO.
• Copy of revised NCO RM and Partnership Strategy with technical inputs/comments.

Time Frame
This is a home-based assignment for one year (1 April 2023 – 31 March 2024) on retainer basis (as and when required) with possible travel to Kathmandu.
Payment Schedule
Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.
Travel and Accommodation expenses
UN Women will bear the travel and accommodations costs beyond commuting distance from the consultant’s usual place of residence, for UN Women authorized travel as per the UN Women standard guidelines.
If consultants are required by UNWOMEN to travel beyond commuting distance from their usual place of residence, UNWOMEN will provide an airline ticket, or if not, the consultant will be entitled to reimbursement of airfare for UNWOMEN authorized travel, upon presentation of used airline stubs in an amount not to exceed the economy class fare or excursion fare, if applicable. For UNWOMEN authorized travel, the consultant will receive a daily subsistence allowance at United Nations authorized rates when traveling. Other necessary travel related expenses may be reimbursable on the basis of UNWOMEN's current practice and authorized rates.

Evaluation and Selection Criteria
A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the applicants who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Background
The partnership between UNHCR and UNDP has been long-standing. UNDP and UNHCR have concluded two global cooperation agreements. The first one in 1987 and the second and current one in 1997. UNDP and UNHCR have been designated by the Secretary General in his decision no.2011/20 to provide technical expertise and support to the development of the strategy for durable solutions. In addition, UNHCR and UNDP have expanded the collaboration since the adoption of the Global Compact for Refugees by implementing a global joint-action plan and have specific country or regional-based cooperation agreements in operations where there are joint initiatives.
In May 2021, a UNDP-UNHCR joint-paper titled Partnership in Forced Displacement provides an overview of our current collaboration, now spanning over 30 countries and including areas such as local governance, rule of law, livelihoods, basic services and social cohesion. Other examples of recent cooperation include the joint Theory of Change - Responding to protracted displacement using the humanitarian-development-peace nexus approach, the “SDG Toolkit” for inclusion of displaced population in development planning (currently being piloted in 5 countries), and the regional collaborations in Central America, Horn of Africa and in and around Afghanistan. The joint-paper also sets out a forward-looking joint vision to build on the Joint Action Plan and elevate the partnership by launching a Global Joint Initiative, which will be structured around the pledges made by UNDP at the Global Refugee Forum. It is envisaged that this initiative will provide strategic focus to support the implementation of GRF pledges, whilst deepening our partnership at country, regional and global levels. In October 2021, UNDP and UNHCR reaffirmed further collaboration in Syria, Myanmar, Afghanistan and joint support on development solutions for refugees, IDPs and host communities.
With displacement reaching the highest level after the World War II, UNDP and UNHCR needs to better work together to go beyond crisis management, react to events and achieve transformational changes. To further strengthen the partnership, UNDP and UNHCR seek to develop a more focused joint action plan for the next four years, building on the past excellent collaborations and respective comparative advantages. The updated joint action plan should be demand-driven and realize concrete impacts with clear and measurable targets and benchmarks for priority areas including livelihoods, SDG integration, rules of law and local governance, prevention and peacebuilding, nature, environment and climate, and internal displacement. Joint research and knowledge management will also be strengthened through the establishment of a Joint Hub.
In such context, a programme analyst will support finalizing the specific content within the new joint action plan and detailed workplan to establish the building blocks of a UNDP-UNHCR Global Joint Initiative (including a mechanism for shared learning component and operational framework for country-level cooperation), as well as the implementation and stock-take of progress for the Global Joint Initiative.

Background
The partnership between UNHCR and UNDP has been long-standing. UNDP and UNHCR have concluded two global cooperation agreements. The first one in 1987 and the second and current one in 1997. UNDP and UNHCR have been designated by the Secretary General in his decision no.2011/20 to provide technical expertise and support to the development of the strategy for durable solutions. In addition, UNHCR and UNDP have expanded the collaboration since the adoption of the Global Compact for Refugees by implementing a global joint-action plan and have specific country or regional-based cooperation agreements in operations where there are joint initiatives.
In May 2021, a UNDP-UNHCR joint-paper titled Partnership in Forced Displacement provides an overview of our current collaboration, now spanning over 30 countries and including areas such as local governance, rule of law, livelihoods, basic services and social cohesion. Other examples of recent cooperation include the joint Theory of Change - Responding to protracted displacement using the humanitarian-development-peace nexus approach, the “SDG Toolkit” for inclusion of displaced population in development planning (currently being piloted in 5 countries), and the regional collaborations in Central America, Horn of Africa and in and around Afghanistan. The joint-paper also sets out a forward-looking joint vision to build on the Joint Action Plan and elevate the partnership by launching a Global Joint Initiative, which will be structured around the pledges made by UNDP at the Global Refugee Forum. It is envisaged that this initiative will provide strategic focus to support the implementation of GRF pledges, whilst deepening our partnership at country, regional and global levels. In October 2021, UNDP and UNHCR reaffirmed further collaboration in Syria, Myanmar, Afghanistan and joint support on development solutions for refugees, IDPs and host communities.
With displacement reaching the highest level after the World War II, UNDP and UNHCR needs to better work together to go beyond crisis management, react to events and achieve transformational changes. To further strengthen the partnership, UNDP and UNHCR seek to develop a more focused joint action plan for the next four years, building on the past excellent collaborations and respective comparative advantages. The updated joint action plan should be demand-driven and realize concrete impacts with clear and measurable targets and benchmarks for priority areas including livelihoods, SDG integration, rules of law and local governance, prevention and peacebuilding, nature, environment and climate, and internal displacement. Joint research and knowledge management will also be strengthened through the establishment of a Joint Hub.

The Division of Management and Administration is... responsible for the planning, allocation and management of financial, human and administrative resources including information communications and technology, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders’ evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.
The Finance Associate position forms part of the Financial Management Section of UN Women under the responsibility of the Deputy Director of Financial Management. Under the guidance of Deputy Director of Financial Management and direct supervision of Finance Specialist – Unit Head, the Finance Associate is responsible for the preparation/discharge of allocated duties within assigned Unit of the Financial Management Section; The Finance Associate will always promote a client-oriented approach and abide by UN Women’s financial regulations and rules.
The Finance Associate works in close collaboration with the staff of the Division of Management and Administration, Programme Division, Regional Office and Country Offices, as well other UN entities in headquarters and field offices for resolving complex finance-related issues and information delivery.
Duties and Responsibilities
Ensure administration of UN Women's financial resources:
• Prepare and review invoice payments created based on proper supporting documents authorized by the budget owners and project managers;
• Verify supporting documents and COA after project managers validate invoices and before routing to an Approving Officer;
• Prepare various reports on incomplete/unpaid vouchers and initiate follow-up actions;
• Prepare and verify requests for general ledger journal entries (GLJEs), including supporting documents for general ledger adjustments
• Reconcile assigned General ledger balances on a regular timetable as set by section.
• Prepare other regular finance indicators or reports as requested;
• Approval of vendors in ERP where assigned under Delegation of Authority;
• Prepare various financial reports for management, including bi-monthly and monthly Aged Outstanding Advances to Partners;
• Verify and recommend for approval Accounts payable standard invoice application for liquidation of Partner Advances, and prepared correction journals as necessary;
• Monitor, reconcile and follow up with ROs and COs Advances to Implementing Partners which are not in accordance with the policy;
• Review all requests for Write-off or Unilateral liquidation of Aged Advances to Partners submitted to Finance Section
• Respond to requests to resolve financial data issues;
• Provide administrative and financial support to ROs, COs and HQ Sections as required
• Review and carry a finance verification for travel invoices in ERP
• Run daily reports to monitor Dummy payment and UNDP payment and reconcile between both reports.
• Run weekly report to reconcile between discrepancies projects and GL accounts in Projects Portfolio Management (PPM) and GL
• Provide semi-annual and annual Partner Advances and Expenditure reports for partner audit selection.
Administer and provide financial inputs to revenue management:
• Record signed Donor Agreements in Contracts/Revenue module of ERP and correspond with RCs and COs with queries;
• Record deposits received in the un-applied tracking sheet, Donor Agreement Management System (DAMS) and apply funds to projects in the Accounts Receivable module
• Update the Financial Commitments in DAMS when deposits are received;
• Prepare covering letters for checks and ensuring they are passed to UNDP for banking;
• Provide support for revenue management and revenue reporting;
Administer and provide financial inputs to financial donor reporting and other management reports:
• Prepare financial reports for donors for UN Women offices timely and submit to Virtual Global Service Centre (VGSC) Finance Specialists;
• Monitor outstanding donor reports to donors and initiate follow-up actions with Country Offices and Sections.
• Prepare other regular finance indicators or management reports as requested;
• Provide budget setup support to permit accurate reports in formats required by Donor (E.g. EU report).
Administer and implement financial procedures focusing on timely closure of projects:
• Perform and provide advice for financial project closure of projects for UN Women (UNW) offices;
• Monitor, reconcile and follow up with Country Offices and Sections on status of closed projects not yet financially closed;
• Prepare various reports on project closure status and initiate follow-up actions;
• Ensure proper control of the supporting documents for refunds to donors and general ledger journals;
Facilitate knowledge building and knowledge sharing focusing on achievement of the following results:
• Build and strengthen the capacity of UN Women offices in areas of financial management, including conducting trainings.
• Assist in the coordination of and provide input to training materials on financial management areas assigned or other related finance items.
• Actively participate in knowledge sharing and changes of duties with other staff in Finance team, as requested, to ensure that all duties have back-up staff assigned and trained;
• Ensure full compliance with amendments to International Public Sector Accounting Standards (IPSAS). Inform other UN Women Finance Users to ensure IPSAS compliance and currency;
• Ensure full compliance with all UN Women Financial Regulations and Rules, Operations manuals, Internal Control policies and procedures, Standard operating procedures, Finance manual, and Delegations of Authority to ensure consistency across UN Women and harmonization with other UN Agencies. Provide recommendations to Unit Head for proposed amendments;
• Synthesize lessons learnt and best practices in financial processes and procedures;
• Provide input to Finance business processes mapping and elaboration of the content of Internal Control Framework, Operations Manual in consultation with management;
• Provide input to proposals and implementation of cost saving and reduction strategies in consultation with management;
• Participate as a member of the UN Women Financial Management Section in the internal and external audits of UN Women, including full understanding of audit recommendations and clearance timetable;
• Assist with the implementation of development projects and suggest areas for consideration for future development of systems, processes, and automation;
• Actively promote a client-oriented Financial Management Section.
• Perform other duties from time to time as requested by Supervisor or Deputy Director of Financial Management.

Required Skills and Experience
Education:
• Completion of High School (Secondary Education) is required.
• University Degree in Accounting or Finance is an advantage.
• Completion of UN Women Accountancy and Finance Test required (to be conducted during the recruitment process).
Experience:
• At least 7 years of progressively relevant finance work experience is required.
• Experience in the usage of computers ,office software packages (MS Word, Excel, including vlookup, etc) and database packages is required.
