JOB BRIEF
The Program Specialist (PS) will support USIP’s work on Burma. The PS provides overall support by providing project/program management implementation, and day to day programmatic and administrative support. The PS develops and updates informational material, conducts research, maintains program databases, and supports budget and contract management activities. TARGET SALARY RANGE
Grade 1o - $71,000 - $73,000

RESPONSIBILITIES
Programmatic Support:
• Supports research and writing as needed.

• Ensures administrative travel processes for domestic and international travel for self and program staff.
Event Planning:
• Manages the development and execution of event and publication strategies in collaboration with the team and under the guidance of the project/program/center leadership.
• Coordinates all logistical arrangements for program events, including reserving rooms, developing invitations, monitoring RSVPs, ordering food and supplies, arranging room set-up, and serving as the main point-of-contact for attendees.
• Develops promotional and informative descriptions of events for internal USIP staff members and external guests.
• Coordinates domestic and international travel and overnight accommodations for event participants.
Knowledge Management:

QUALIFICATIONS
• Bachelor’s degree in international relations or related field required. Master’s degree preferred.
• Two (2) or more years of relevant work experience with a Master’s degree or four (4) or more years of relevant work experience with a Bachelor’s degree, preferably related to Burma, required.
• The ability to anticipate program needs and challenges and, more importantly, develop options for addressing those needs and challenges is required.
• Excellent written and oral communications skills are required.
• Ability to work as a team player.
• Experience with budgets and cost management.
• Strong skills in Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel. Strong computer skills in database usage are preferred.

The Program Assistant will support the Africa Center’s mission and projects, with a focus on Ethiopia, the Horn of Africa, Red Sea, and regional programs as needed. The Program Assistant provides programmatic, operational, resource and administrative support including program coordination and scheduling, basic research and writing, and other duties as they arise. RESPONSIBILITIES
Administrative and Program Support
• Provides programmatic support to the Africa Center with a focus on Ethiopia, the Horn of Africa, Red Sea, and regional program portfolios in strategic planning, design, project implementation, reporting, and monitoring and evaluating. This includes:
• Supporting drafting internal and public documents
• Supporting drafting quarterly reports
• Supporting project tracking and reviewing project deliverables
• Managing the documentation of events and projects, including recording developments in USIP’s QuickBase systems and Sharepoint.
• Preparing summary event and project demonstration for USIP’s executive office and other departments as needed·
• Attend internal and external meetings with partners. This includes:
• Taking notes and distributing them to the team, as needed.
• Serving as a connector and representative when other team members are unable to be physically present for the meeting, setting up the systems to allow for remote participation.
• Build relationships and liaise with other departments at USIP as needed to accomplish the above tasks.
• Develops and maintains program-related files, documents, and database records.
• Assists in establishing and maintaining policies and procedures to manage the day-to-day operations of the Africa Center.
• Develops and maintains relationships with vendors and partners.
• Coordinate the publications peer review process in line with publications guidelines and deadlines.

Budget and Contract Management Support
• Supports Contracting Officer Technical Representatives (COTRs) to administer contracts, track progress toward milestones, receive deliverables and monitor contract end dates.
• Executes the contracting process by supporting the drafting contracts, preparing required contracting information, submitting requisitions, scheduling contract launch meetings, processing invoices, monitoring payment processes, and ensuring contract close-out.
• Liaises with the Africa Center’s Resource Manager and USIP Finance and Procurement teams to track budgets, resolve issues, and review budget and financial reports to help monitor program budgets.
• Ensures quality control by inputting transactions correctly and tracking the budget using financial management software.
• Coordinates the resolution of any problems or delays with the USIP Finance and Procurement staff.
• Generate routine budget reports to help monitor program budgets.
Meetings, Events and Logistics Planning
• Makes domestic and international travel arrangements for staff and contractors including creating Travel Authorizations and processing Travel Vouchers in a timely manner.
• Provides substantive and administrative support for small and large invite-only meetings and public events, including a study groups, workshops, and other programmatic activities:
• Regularly updating email lists and consulting internally as needed on invitees.
• Drafting invitation text and taking RSVP’s for events.
• Using USIP’s event systems to reserve rooms.
• Operating the virtual portion of the event, including reserving Zoom, Microsoft Teams or teleconferences lines in advance and operating platforms during the meetings to allow for remote participation.
• Liaising with reception and security to grant building access to guests and greeting and escorting guests
• Develops promotional and informative descriptions of events for USIP’s internal staff members and external guests.
• Arranging for food and refreshments as needed.
Cross-Center Support Functions
• Assists and coordinates in support of cross-Center functions (e.g. program design, research assistant/analyst support, recruitment, contracting) to be determined in consultation with the Center’s senior leadership.
Performs other duties as assigned.
QUALIFICATIONS
• A Bachelor’s degree in public administration, management or business-related field and preferred in conflict, international economics or development, political science or a related field is required, or equivalent combination of education and experience.
• One (1) or more years related administrative experience, familiar with general personnel practices, accounting and budgeting principles and coordination of major office activities.
• French, Arabic, or Spanish language skills strongly desired.
• Strong skills in the Microsoft Office Suite, particularly Sharepoint, Teams, MS Word, MS Outlook, and MS Excel, is a must.

JOB BRIEF
The Program Assistant will support the Africa Center’s mission and projects, with a focus on Ethiopia, the Horn of Africa, Red Sea, and regional programs as needed. The Program Assistant provides programmatic, operational, resource and administrative support including program coordination and scheduling, basic research and writing, and other duties as they arise. The Program Assistant will report to the Program Manager, Horn of Africa and Regional Programming, and works closely with other Africa Center staff, including the Director, Africa Program, Sr. Resource Management Officer, and Vice President. This position is based in Washington, DC.
TARGET SALARY RANGE
Grade 7 - $50,000 - $52,000

RESPONSIBILITIES
Administrative and Program Support
• Provides programmatic support to the Africa Center with a focus on Ethiopia, the Horn of Africa, Red Sea, and regional program portfolios in strategic planning, design, project implementation, reporting, and monitoring and evaluating. This includes:
• Supporting drafting internal and public documents
• Supporting drafting quarterly reports
• Supporting project tracking and reviewing project deliverables
• Managing the documentation of events and projects, including recording developments in USIP’s QuickBase systems and Sharepoint.
• Preparing summary event and project demonstration for USIP’s executive office and other departments as needed·
• Attend internal and external meetings with partners. This includes:
• Taking notes and distributing them to the team, as needed.
• Serving as a connector and representative when other team members are unable to be physically present for the meeting, setting up the systems to allow for remote participation.
• Build relationships and liaise with other departments at USIP as needed to accomplish the above tasks.
• Develops and maintains program-related files, documents, and database records.
• Assists in establishing and maintaining policies and procedures to manage the day-to-day operations of the Africa Center.
• Develops and maintains relationships with vendors and partners.
• Coordinate the publications peer review process in line with publications guidelines and deadlines.
• Provide program design, implementation, and reporting support to programs.
Budget and Contract Management Support
• Supports Contracting Officer Technical Representatives (COTRs) to administer contracts, track progress toward milestones, receive deliverables and monitor contract end dates.
• Executes the contracting process by supporting the drafting contracts, preparing required contracting information, submitting requisitions, scheduling contract launch meetings, processing invoices, monitoring payment processes, and ensuring contract close-out.
• Liaises with the Africa Center’s Resource Manager and USIP Finance and Procurement teams to track budgets, resolve issues, and review budget and financial reports to help monitor program budgets.
• Ensures quality control by inputting transactions correctly and tracking the budget using financial management software.
• Coordinates the resolution of any problems or delays with the USIP Finance and Procurement staff.
• Generate routine budget reports to help monitor program budgets.
Meetings, Events and Logistics Planning
• Makes domestic and international travel arrangements for staff and contractors including creating Travel Authorizations and processing Travel Vouchers in a timely manner.
• Provides substantive and administrative support for small and large invite-only meetings and public events, including a study groups, workshops, and other programmatic activities:
• Regularly updating email lists and consulting internally as needed on invitees.
• Drafting invitation text and taking RSVP’s for events.
• Using USIP’s event systems to reserve rooms.
• Operating the virtual portion of the event, including reserving Zoom, Microsoft Teams or teleconferences lines in advance and operating platforms during the meetings to allow for remote participation.
• Liaising with reception and security to grant building access to guests and greeting and escorting guests
• Develops promotional and informative descriptions of events for USIP’s internal staff members and external guests.
• Arranging for food and refreshments as needed.
Cross-Center Support Functions
• Assists and coordinates in support of cross-Center functions (e.g. program design, research assistant/analyst support, recruitment, contracting) to be determined in consultation with the Center’s senior leadership.
Performs other duties as assigned.
QUALIFICATIONS
• A Bachelor’s degree in public administration, management or business-related field and preferred in conflict, international economics or development, political science or a related field is required, or equivalent combination of education and experience.
• One (1) or more years related administrative experience, familiar with general personnel practices, accounting and budgeting principles and coordination of major office activities.
• French, Arabic, or Spanish language skills strongly desired.
• Strong skills in the Microsoft Office Suite, particularly Sharepoint, Teams, MS Word, MS Outlook, and MS Excel, is a must.
• Experience with project reporting, administrative, and financial requirements for USAID and State Department-funded agreements.
• Experience with Momentum/Pegasys financial management system strongly desired.
• Experience with QuickBase strongly desired.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Strong interpersonal skills necessary, including working with diverse teams, including across cultures
• Candidate must demonstrate an ability to communicate effectively both in-person and electronically and be able to adapt communication approaches accordingly.
• Knowledge of conflict prevention, management and resolution.
• Knowledge of East Africa, the Horn, and the African Union is highly desired.
• Knowledge of program management processes, especially project planning, budgets, and monitoring and evaluation.
• Expertise in database management and knowledge management highly desirable.
• Excellent writing skills, including experience with drafting program reports and supporting proposal writing processes.

JOB BRIEF
The Events Coordinator is primarily responsible for planning, managing and coordinating all logistics for internal staff events (meetings, panel discussions, seminars, conferences, receptions, lunches, and dinners) to include, but not limited to responding to inquiries, room assignments, coordination with catering and technology, distribution of floor plans and banquet event orders (BEOs). These logistical functions are in support of Event, Production & Protocol (EPP) colleagues, other Institute departments and clients with input and demand from multiple directions, people and organizations is amplified by competing priorities that are present many times during a day. TARGET SALARY RANGE
Grade 10 - $68,000 - $70,000

RESPONSIBILITIES
• Creates BEOs for events and ensures costs are accurately reflected for billing invoices and reconciliation; adheres to event budgets, manages and follows-up on payments for USIP and third-party events; distributes invoices to appropriate centers/departments and external clients.
• Coordinates and maintains knowledge of audio visual, food & beverage, guest requests, room set-ups, registration and check-in procedures, and operation of all event spaces.

• Collect, maintain and process all event details, to include managing invitation lists, collects RSVPs, meeting agendas, catering, etc.
• Produce materials for events to include, but not limited to, invitations, nametags, tent cards, menu cards, signage, etc.
• Maintain event calendar by confirming room and date holds, holding staff and other stakeholders to deadlines, etc.
• Schedule, conduct or assist with site visits with internal and external guests.
• Communicate with internal and external guests regarding event coordination and progress.
• Schedule and participate in event debriefs.
• Assist with external events when necessary.
• Keeping abreast of marketplace trends within the industry and providing relevant and innovative ideas to stakeholders and internal clients
• Brainstorms and research unique event and consumer engagement ideas, in partnership with the Sr. Manager.
• Establish and maintain vendor relationships.

QUALIFICATIONS
• Bachelor’s degree with a minimum of four (4) year of office/administrative experience, preferably in customer service or hospitality industry environment and/or equivalent experience is required.
• Experience in advertising agency or event planning, preferred.
• Event venue experience in marketing, operations, or events preferred.
• Experience with C Suite and VIP stakeholders.
• Must be able to work with internal staff, high-level officials, association members and vendors.
• Should be self-motivated, highly organized and able to manage multiple tasks and rapidly changing priorities independently with the ability to meet project deadlines in a fast environment
• Ability to effectively manage simultaneous assignments with minimal supervision.
• Excellent customer service skills.
• Excellent written and oral communication skills.
• Strong attention to detail and organization.
• Proficiency in the Microsoft Suite.

JOB BRIEF
The Business Development Officer (BDO) will scale up USIP’s online-learning initiative (the Global Campus) by leading the business development, partnership development, award management, and marketing efforts. A successful candidate will have substantial funder-relations experience and pre-existing networks and contacts with relevant audiences. The BDO will craft creative proposal writing strategies and have a deep understanding of funder requirements, agreement policies, regulations, procedures, financial reporting, and funder-relationship management systems. The BDO will also bring strategic-communications experience and expertise to strengthen outreach and marketing efforts as well as internal reporting to stakeholders and USIP senior leadership.
This position is based in Washington, DC, and reports to the Director of the Global Campus. USIP’s Global Campus produces online courses, podcasts, and other virtual training for a large and growing global audience.
The Global Campus is part of the Gandhi-King Global Academy (GKGA), which promotes values-based peacebuilding through a combination of training, research, convening, small grants, and direct support to peace processes. As needed, the BDO will also conduct business development for the in-person training courses offered by other GKGA teams.

RESPONSIBILITIES
Business Development:
• In collaboration with the Global Campus Director, other GKGA directors, and USIP’s finance office, design, lead and implement a new fundraising effort to pay for course fees and other participation costs.
• Develop, manage and grow a comprehensive and diverse portfolio of fundraising initiatives.
• Hire, train, and supervise support staff as required.
• Research, identify, solicit, and steward new corporate, foundation, and individual partners in the area of online learning.
• Build relationships with potential funders and manage a database of funding opportunities and sources.
• Leads in writing coherent, organized, and compelling proposals.
• Lead all aspects of proposals as it relates to securing funding for fees and course participation costs.
• Track and analyze opportunities and make recommendations to improve performance and compliance as needed.
• Track, review, and ensure accuracy and compliance with timely and accurate financial reporting requirements.
• Compose routine correspondence with existing and prospective funders, including acknowledgments and letters of inquiry.
• Manages relationships with key external partners regarding research and project coordination and execution.
Communications and Outreach:
• Oversee and conduct business development, partnership development, and marketing efforts to expand awareness of the Global Campus’ courses, podcasts, and training events.
• Leads the writing of strategic communications and reports for stakeholders and USIP senior leadership.

QUALIFICATIONS
• Bachelor’s Degree with seven (7) years of experience in business development, project management, financial management, accounting and/or related field required. Master’s Degree with five (5) years of similar experience is preferred.

• Advanced knowledge of the philanthropic community (foundation, corporate and individual) at both the U.S. and international levels. Understanding of donor/stakeholder stewardship and prospect relationship management.

The Business Development Officer (BDO) will scale up USIP’s online-learning initiative (the Global Campus) by leading the business development, partnership development, award management, and marketing efforts. A successful candidate will have substantial funder-relations experience and pre-existing networks and contacts with relevant audiences. RESPONSIBILITIES
Business Development:

Research Development and Execution
• Manages and collaborates on the design and execution of internal base-funded and IAA research projects, including ongoing research on nonviolent action campaigns against democratic backsliding and the factors that determine whether movements are perceived as nonviolent or violent.
• Conducts qualitative and quantitative data collection and analysis for research projects on nonviolent action and peacebuilding.

The position is based in Washington, DC, reports to the Project Manager of the Program on Nonviolent Action, and is a member of the Gandhi King Global Academy Center.
TARGET SALARY RANGE
Grade 12 - $94,000 - $97,000
The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.
RESPONSIBILITIES
Research Development and Execution
• Manages and collaborates on the design and execution of internal base-funded and IAA research projects, including ongoing research on nonviolent action campaigns against democratic backsliding and the factors that determine whether movements are perceived as nonviolent or violent.
• Conducts qualitative and quantitative data collection and analysis for research projects on nonviolent action and peacebuilding.
• Serves as a peer reviewer for other USIP research projects, including those external to the nonviolent action and peacebuilding team, when requested.
• Acts as a point of contact and reference on nonviolent action and peacebuilding research for other USIP teams when requested
Financial Management:
• Manages select USIP research projects relating to Nonviolent Action and Peacebuilding.
• Manages the project/program funds, tracks budget and serves as Contracting Technical Representative (COTR) to manage and monitor all contract activities. Including drafting Scopes of Work and Memorandum of Understanding.
• Manages the lifecycle of contracts, including tracking deliverable due dates, payments and responding to routine partner inquiries to ensure optimal allocation of resources and compliance with USIP policies and procedures while meeting goals and objectives.
• Ensures all program activities are implemented within project timelines and in a manner that meets program standards and objectives.
• Supports development of funding concept notes and proposals.
• Drafts quarterly and/or annual reports for key project initiatives.
Program Management:
• Manages contracting processes for external researchers, activists, and other partners to contract with for larger research projects.
• Oversees and technically evaluates deliverables from external contractors on research projects.
• Manages team research assistants on select IAA projects.
Public Outreach:
• Writes up results of research projects on nonviolent action and peacebuilding for USIP-branded publications and academic journal articles.
• Writes periodic short, practitioner audience-focused pieces for USIP online publications and external media upon request.
• Briefs activist, civil society, and policy maker partners on relevant research findings upon request.
Performs other duties as assigned.
QUALIFICATIONS
• * Bachelor’s degree with six (6) or more years; or a Master’s degree with four (4) years of experience in political science, international relations, conflict resolution, peace studies, or closely related field is required.
• A PhD with two (2) years of experience is strongly preferred.
• Two (2) or more years of related experience (including dissertation research) required. Experience supervising large-N data collection projects with multiple personnel strongly preferred.
• Knowledge of academic literature on nonviolent action, civil resistance, or social movements required. Additional knowledge of academic literature on democratization and peacebuilding preferred.
• Excellent writing skills required. Ability to clearly and compellingly write for academic, policy, and activist audiences preferred.
• Excellent research, analytical, and critical thinking skills required. Strong preference for candidates with expertise across multiple research methodologies, including statistical methods, qualitative methods, experimental methods, and participatory action research.
• Strong skills in data analysis and visualization software such as R, Stata, or SPSS, with preference for R. Strong skills in Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel required.
• Compelling public speaking skills and ability to communicate complex research findings to non-specialist audiences preferred.
• Oral and written fluency in English required. At least one additional fluent language preferred, with specific preference for Spanish, French, or Arabic.
• Strong time management skills with the ability to prioritize work and meet deadlines required.
• Demonstrated ability to develop effective working relationships and strong interpersonal skills, including cross-cultural communication.
• Strong organizational style and detailed-oriented with the ability to work both independently and collaboratively.
• Competence in program administration and financial management.
