The Contract Administrator will solicit proposals, write both standard and... non-standard contracts and bid agreements, participate in the evaluation and selection of bid awards, and provide guidance and support regarding the contracts process to internal and external contacts.
Immediate Impact: The successful candidate will be given the following objectives upon hire:
· Within the first month, become familiar with District policies and procedures including the Administrative Code, Department of Industrial Relations requirements, and insurance requirements, and demonstrate ability to process standard contract agreements.
· Within the first 3 months, demonstrate understanding of terms and conditions of standard contracts used; begin conducting monthly meetings to review active and upcoming contracts.
· Within the first 6 months, demonstrate the ability to process contracts and amendments within 7-10 days of receipt; an understanding of the requisition and purchase order processes; the ability to serve as back-up for warehouse and buyer functions.
· Within the first 9 months, demonstrate ability to manage the bid process and utilize the Planet Bids application.
· Within the first year, demonstrate the ability to effectively process a contract from bid to execution, including the ability to negotiate as needed.
The Ideal Candidate:
· Is an effective communicator, with the ability to maintain a pleasant, professional demeanor with a wide range of audiences.
· Will act with integrity in accordance with the accepted ethical standards of the District and applicable laws and regulations.
· Is dependable, efficient, and organized, with the ability to work well under pressure and meet objectives, even with frequent interruptions and changing priorities.
· Has a basic understanding of practices and principles of contract law; has knowledge of basic principles of public works bidding processes, including grants.
· Has an education equivalent to a Bachelor’s degree.
· Possesses 3 years’ experience with a public utility.
