That's debatable. If you're worried that someone will come after you personally for downloading a textbook then yes, it's totally safe. There's unfortunately much, much worse stuff that goes on on the internet. I've used it for years now to find articles that are otherwise behind paywalls my uni doesn't have access to.

ResearchGate yes, it's very useful to stay updated on your litt review: you follow the authors/ projets who often publish on your subject and then you can see the new published research/ reports that come out. You can also see the people who are in the projects and easily access their work.
