The Absentee Coordinator’s primary purpose is to plan, coordinate, and administer the absentee by-mail program/service area to support the strategic direction of the department by connecting community participants to election services. An employee in this position is responsible for the management of all aspects of processing mail/email absentee applications and ballot issuance in accordance with strict deadlines established by federal and state election laws as well as oversee the Central Absentee Precinct. This employee will lead a team to perform the administrative duties related to absentee by-mail voting. Work requires that all materials meet the guidelines of election law and department standards.

The Opportunity and Key responsibilities
• Responsible for determining the status and qualification of absentee voters.
• Assist in recruitment of staff, hiring, and training staff as it relates to absentee by mail voting.
• Supports the General Registrar and Election Manager with the inventory of all absentee mail supplies and assists with future projections for supply/absentee infrastructure needs including postage.
• Oversees all absentee by mail processes including database management, chain of custody, mailing services.
• Oversees the Central Absentee Precinct (CAP).
• Reviews, tracks, and reports on status of absentee ballot processing and preparation for tabulation
• Serve as the point of contact for the by-mail printing and distribution vendor.
• Develop content, materials, and necessary supporting documentation for use in CAP.
• Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; implements improvements.
• Adapts quickly and effectively in a dynamic work environment; requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

Overview
RPCA supports the well-being of Alexandria's residents by ensuring access to a variety of quality recreation, park, and cultural experiences. There are over 900 acres of publicly accessible open space (this includes both public and private land that is open for public use), 51 programmed recreation and park facilities, hundreds of classes, an arts center, and a City Marina. The Department is comprised of four operating Divisions: Recreation Services; Leadership & Management; Cultural Activities; and Park Services. These four Divisions work to offer the full range of programs, services, facilities, and parks.

Under the supervision of the Recreation Coordinator, the Head Lifeguard will involve supervising Lifeguards, Pool Operators, and Instructors during assigned shifts. Primary responsibilities entail lifeguarding, staff scheduling, onboarding, facilitating in-service trainings, maintaining the pool deck cleanliness and order, documenting, and submitting incident reports, updating the certification log, and participating in departmental work groups and special events. The incumbent will also provide professional administrative and programmatic duties.

The Head Lifeguard is also responsible for updating the pool lane availability, completing pool rentals into the database, managing water conditions and pool operations, and provides lead supervision for Lifeguards. This position also includes conducting safety checks, serving as a Manager on Duty, implementing safety procedures, and coordinating pool maintenance and repairs. The successful candidate will be passionate about working with people and possess effective communication and excellent customer service skills. The Head Lifeguard will also deliver exceptional service, address customer concerns, and create a welcoming atmosphere for facility users.

Major areas of responsibility include;
• Safety/Training (50% of position/20 hours per week)
Performs all lifeguarding responsibilities including monitoring pool activities, applying first aid, and performing water rescues as necessary. Remains vigilant and acts quickly in making rescues and rendering aid. Administers first aid, responds to emergencies, and ensures staff members are trained in lifeguarding and pool operation protocols. Ensures that swimmers are well supervised in the pool and on decks. Ensures the safety, cleanliness, and compliance of the aquatic facility while maintaining necessary documentation. Ensures that lifeguards operate in accordance with established safety regulations and policies. Fills in for lifeguards as necessary.
• Administrative (45% of position/18 hours per week)
Prepare and maintain routine reports on staff and operations. Orients new lifeguards to job duties and responsibilities. Schedules, coordinates, and conducts in-service training. Ensures that lifeguards are fully competent in first aid, CPR, and all water rescue techniques. Ensures that all lifeguards are current on their training and certifications. Assists with the scheduling of lifeguards to ensure that adequate coverage of pool is maintained during operating hours.
• Other (5% of position/2 hours per week)
Act as a liaison between the public, staff, and office personnel. Keeps the team well informed of pool maintenance needs including cleaning, chemical adjustments, and repairs. Notify supervisors of disturbances, emergencies, and staff performance problems. Inventories and recognizes when supplies or equipment needs to be ordered and communicates the needs to the Recreation Coordinator. Performs related duties as required. Opens and closes swimming facilities. Assists in the planning, organization, set up and tear down of accommodations for special events and facility rentals and assist supervisors as requested. Suggest program improvements.

What You Should Bring
The Head Lifeguard provides staff leadership, enforces pool rules, regulations, and oversees the safe enjoyment of public swimming pools. You should possess leadership skills and experience, knowledge of water safety along with experience operating active public swimming pools with multiple user groups and activities. You will be responsible for maintaining a safe and clean swimming pool environment. You should lead by example, demonstrate a commitment to excellence, deliver exceptional customer experiences, and be available for flexible work assignments in the early morning, evenings and/or weekends.

The Department of Recreation, Parks and Cultural Activities received national accreditation from the Commission for Accreditation of Park and Recreation Agencies (CAPRA). National accreditation requires park and recreation agencies to meet 155 standards representing elements of effective and efficient park and recreation operations.

Lifeguard, CPR/AED and First AID certified from American Red Cross or other nationally recognized certification provider. Nationally recognized Aquatic Facility Operator or Certified Pool Operator certification. Lifeguard Instructor certified from American Red Cross within 6 months of hire date.

Aquatic Facility Operator from NRPA and Certified Service Technician for Pools & Spa's. Two years of progressively responsible experience in aquatics, including some experience at the level of Recreation Leader II (Pool Operator) or equivalent. Customer focused and proven ability to work successfully with others.

This Position Requires the successful completion of a Pre-employment criminal records check and drug testing.

The Opportunity
• Performs entry level work and develops skills in code inspections in accordance with the USBC; and all of the duties of a Code Inspector I as applicable;
• Assists staff by researching specific code provisions, ordinances, and related city policies;
• Assists in the development of technical training concerning applicable codes, ordinances, policies, and regulatory requirements;
• Reviews construction documents with contractors, homeowners, architects, and engineers regarding the requirements of the USBC, related construction and maintenance practices, and industrial standards;

The Ideal Candidate

A valid driver's license is required and selected candidate must meet active City of Alexandria Code Inspector Career Ladder requirements within the probationary period of twelve (12) months after their original appointment.

Code Inspector III
To qualify for the Code Inspector III, you must have five years of experience in construction or a construction related field; or any equivalent combination of education, training and experience or an associate degree in engineering, architecture, building construction or related field with 3 years of experience in a construction related field or a bachelor's degree in in engineering, architecture, building construction with 1 year of experience in a construction related field. The Opportunity
• Supervises development review staff and oversees development review
• Manages engineering review and provides comments on development, redevelopment, and grading plans throughout the City of Alexandria from concept through completion and provide recommendation for approval and release for construction to the Deputy Director and Director, Transportation and Environmental Services. Reviews the plans for compliance with Federal, State, and local laws, regulations, policies, and practices
• Reviews plans for compliance in the following areas: Sanitary and storm sewers, hydrology and hydraulics, stormwater management, managerial and structural best management practices, erosion and sediment control, water resources, water and wastewater, solid waste management, roads, transportation improvements, and street and site lighting

About the Department
