Pennsylvania American Water is seeking a Plant Operator to join our team in Clarion, PA. Help keep water flowing to our 4,3000 local customers. In this role, you will monitor our 4 million gallon of water per day, drinking water plant. You will perform chemical and lab testing, make process control changes, perform facility walkthroughs and perform light maintenance tasks. Our ideal candidate will be motivated, have a mechanical and/or chemistry background, and have a passion for providing a service to the community.

Primary Role

Actively involved in or makes process control decisions associated with the operation and maintenance of water purification systems and related wastewater processes.

Key Accountabilities

General housekeeping

Operates, maintains, controls and performs routine repair of plant equipment including preventive maintenance duties. Establishes, maintains and controls flow through the water treatment process and into and within the distribution system.

Maintains process control through the water treatment and wastewater processes including the establishment, maintenance, calibration and adjustment of chemical feed rates necessary to optimize the process operation.

Monitors the water treatment plant and water distribution system and makes adjustments as necessary to control their operation. Maintains all necessary records.

Performs water quality sampling, testing and analysis to determine compliance with federal, state and PAWC’s standards. Loads, unloads, handles, batches, and places water treatment plant chemicals into storage.

Operates and maintains raw water facilities including reservoir supply, transmission and pumping facilities.

Performs general maintenance duties at water treatment plant and related facilities and other assigned duties.

Knowledge/Skills

Working knowledge of basic mechanical and automated control systems.

Knowledge of water treatment processes, basic scientific concepts, water quality standards, and regulation and company procedures.

Computer literacy and math skills

Experience/Education

GED/High School graduate or state recognized education equivalency certificate.

Continuing education as needed for Operator certification renewal. DEP Water Class A license preferred, will be required to obtain with three (3) years of hire

Work Environment

Environmental conditions including contact with water, chemicals, fumes, odors and dust as a result of working with and handling potentially hazardous water treatment and laboratory chemicals.

Minimum exposure to inclement weather mostly of short duration.

Primary Role

Responsible for meter installation, locating water lines, obtaining meter readings and turning water on and off at a customer site. May read commercial and residential water meters.

Key Accountabilities

Occasionally installs meters and change outs which include the following:

Drives van with automatic transmission to the location of the meter.

Constant gripping of the wheel, neck rotation and slight flexion.

Seated task with vibration noted. Walks to location of meter.

May be on uneven or slipper surfaces, can be on gravel, mud, ice, snow or concrete.

Meters can be located in a pit on the ground.

Uses a tool to turn the nut, lifts the cover (11#) from ground level and then reaches into the pit. Uses a wrench to remove or install meter.

This task requires trunk and neck flexion, gripping of the tool, wrist and forearm deviation, forward reaching, kneeling and/or squatting.

May lie on stomach on the ground and reach into the pit using the wrench.

Residential meters weigh 5# however 2" or larger meters are up to 65#.

May have to go up/down stairs, climb a ladder, crawl in a crawl space, reach overhead, side bend and assume awkward positions when running the wires for the meter.

Additional Key Accountabilities

Drives van with automatic transmission to location of the water lines.

Finds and marks locations of the water lines.

Finds meter tile and removes meter lid with meter key, hooks locating cables to the service (may require shoveling to remove dirt or debris from top of meter tile, may require hammer and/or small pry bar to loosen stuck lid.

Depending on size of meter, lids range weights range from 10 to 65#'s.

Uses map to locate the area and then pulls card from file in the van.

Picks up locate instrument (4#) to find the pipes.

Puts flag in location or spray paints mark.

Using probing rod which is pushed into the ground in an effort to locate the water main by hitting the main with the probe.

Uses locate instrument (4#'s) to find water mains and pipe. Tools used: Metrotech, flag, meter, card file, map, computer

Frequently turns water on/off which include the following:

Drives van with automatic transmission to the location of the meter.

Meters can be located on the side of buildings and most are located near ground level.

Meters can be located in a pit on the ground.

Uses tool to turn the nut and remove meter cover (grip and wrist deviation), and using shut off key (up to 30#) to turn 1/4 turn.

Experience/Education

Lifts up to 30# from waist height and carrying a short distance, trunk flexion and forward reaching.

Cleans and extension, trunk flexion, side bending.

Tools used are cleaning mud from inside of vehicle, forward reaching, grasping, elbow flexion supplies.

Occasionally reads meters which include the following:

Walks on uneven surfaces and through snow and ice at times.

May have to uncover meters.

May have to climb stairs on an occasional basis.

May have to go into confined spaces on an infrequent basis.

Works in all weather conditions.

Walks constantly between meter locations.

Carries computer (handheld) and wand which weights 3 to 5#.

Most touch pads are located at ground level.

Tools used are computer (handheld), wand, meter lid key, metal detector

Tools used are ladder, spud bar, shut off key, wrenches, computer.

Occasionally performs computer work which includes the following:

Uses laptop in van to record each stop. May run reports in the morning at the office.

Tools used are laptop and desktop computer.

As needed, cleans truck which include the following:

Removes all tools from the back of the truck.

Replaces cover and tightens nut. May use spud bar (17#) to chip ice or asphalt form the meter pit.

May have to go down into confined spaces. May have to climb stairs or a ladder.

May have to lift manhole covers up to 100# from ground to waist level on an infrequent basis (not a daily task).

Two persons perform this task.

Uses drill (less than 5#) to drill hole in wall for wires.

Carries hand tools in bucket when climbing ladder (up to 20 #).

May use spud bar (17#) to chip ice or asphalt form the meter pit.

Gripping with both hands, elbow flexion and extension, striking force into asphalt or ice, shoulder flexion and neck flexion required to this task.

Variable amount of force required depending upon the surface.

May have to hand shovel dirt from around the meter cover location.

Can use backhoe if it is excessively deep. May have to go down into confined spaces.

May have to lift manhole covers up to 100# from ground to waist level on an infrequent basis (not a daily task).

Two persons perform this task.

Tools used are shovel, ladder, spud bar, wrenches, hammer, sledge hammer, drill. computer.

Occasionally on a daily basis locates water lines which include the following:

Primary Role

Performs a variety of tasks in the operation and maintenance of water distribution and wastewater collection system facilities.

Key Accountabilities
• Inspects, operates, maintains, troubleshoots, installs and repairs water distribution and wastewater collection system facilities including but not limited to a) water mains, valves, hydrants and service lines, 2) sewer lines, manholes and service laterals, and 3) pumping and flow control facilities.
• Responds to customer service inquiries including service disruptions, service line problems and grinder pump malfunctions.
• Investigates complaints and determines corrective action per company procedure.
• Performs new service activity including tap installation and records keeping.
• Monitors plant operations (as needed), water distribution and wastewater collection systems and makes adjustments as directed to control their operations.
• Operates and maintains plant process equipment as directed.
• Completes all necessary forms, sketches, and field notes and uses maps and records.
• Maintains all necessary records.
• Maintains tools and work equipment.
• Performs maintenance and light construction duties including repairs and/or improvements to physical plant, custodial duties, and related building and grounds activities.
• Performs facility mark-out pursuant to

Knowledge/Skills
• Mechanical ability sufficient to understand the operation of pumps, valves, motors and other mechanical equipment related to operations and maintenance.
