JMT is seeking a national practice leader for its Highway planning, design and program business. The successful candidate will be responsible for helping lead the strategy, growth, and collaboration of JMT’s highway market services as well as providing input and direction to enhance our related business operations to ensure technical expertise, quality, efficiency, and client satisfaction. Current JMT clients include state transportation agencies, federal clients, and local agencies throughout JMT’s footprint.

The Practice Leader must be a strong leader, able to inspire, motivate and build teams, and communicate effectively. This role will collaborate with JMT executive leadership, practice leaders, and regional/office leaders to drive growth and success for transportation clients and our staff in their areas.

Essential Functions and Responsibilities
• Update/expand our Strategic Plan for the Highway Market
• Support growth of technical expertise
• Evaluate needs and foster technical learning opportunities
• Identify and support SMEs within the Practice
• Develop Best Practices and support quality initiatives within the Practice
• Promote work-share across the Practice
• Create positive relationships among the leadership and staff within the Practice
• Monitor active work share activities among offices
• Support identifying workshare needs and making connections among offices
• Promote quality initiatives in work-sharing activities and develop QA/QC processes for work-sharing
• Collaborate and support in the development of large-scale and strategic growth opportunity targets
• Monitor and support pursuit opportunities and major capture efforts
• Make recommendations on market expansion opportunities in growing geographic markets and support marketing efforts in those locations
• Support recruiting efforts across JMT’s footprint to support and accelerate market growth
• Stay active and strive for leadership positions in related industry groups
• Provide support for major marketing campaigns in geographical regions
• Support risk management, pricing, and proposal review processes
• Strengthen and encourage cross discipline collaboration

Required Skills
Required Experience
• Bachelor’s Degree with 15+ years of related experience or demonstrated equivalency of experience and/or education, including leadership experience.
• Licensed Professional Engineer
• Progressive experience in the Highway planning/design/construction market sector including successful leadership of multi-disciplinary design projects and programs
• Thorough understanding of Highway design and construction processes, regulatory requirements, and business practices
• Strong client and industry relationships
• Demonstrated success in meeting or exceeding business growth goals and/or business development metrics
• Valid Driver’s License

Preferred Experience
• Experience with Federal procurement, design and construction

Working Conditions

Work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Occasional visits to field (construction) locations are required. Field work may require climbing, walking, and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs.) may be required. Travel to JMT locations and project sites required as needed.

Highway Operations Tech 2 is the entry journey classification for the series. Responsible for performing a broad scope of intermediate level highway operational duties and/or lead responsibilities. Some duties and basic tasks include; operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.

Highway Operations Worker Requirements:
Employees must obtain their Arizona CDL (Class “A”) permit within 90 days from the date of hire and a Arizona Class “A” Commercial Driver’s license (CDL) for a manual transmission (no automatic only restriction) is required within 6 months of hire.

Highway Operations Tech 1-3 Requirements:

Job Summary:

This position will lead the Southern Regional signing and striping hub and will be responsible to manage all signing and striping assets within the applicable regional boundary that they support including; developing the annual striping routes, obtaining the applicable quotes for the contracted out long line stripe, generating the required purchase orders, assuring that all contract striping is completed and inspected, and will also manage and provide the needed direction to subordinate staff in the completion of all short line striping efforts. This position will also manage all signing assets within the applicable regional boundary including all over head signs, shoulder mounted signs, and delineation signage. This position will manage and provide leadership for the Regional signing and striping team, manage the associated equipment fleet, and provide all needed coordination with ADOT’s sign factory team in accomplishing all of ADOT’s signing and striping annual goals and assuring all assets are maintained to the proper level of service. sign knockdowns are addressed and prioritized as applicable, and all signing and striping retroreflectivity meets the required level of service (LOS).

Manage all annual striping efforts and assure all efficiencies are gained and coordinated in conjunction with all planned construction projects and

roadway maintenance surface treatment projects.
