Job Description
Blue Water Baltimore seeks a dynamic fundraising professional to join our Development department as a Development Officer. Reporting to the Director of Development, the Development Officer stewards a portfolio of individual donors—including major, leadership, mid-level, and recurring annual donors—and will play a key role in the development and management of a planned giving program. This position is a front-line fundraiser, directly responsible for the identification, cultivation, direct solicitation, and stewardship of individual donors, driving the effort to increase the pipeline of individual supporters able to support Blue Water Baltimore the $1,000-20,000+ level, and above.
Essential Duties & Responsibilities
Individual Giving Program Management
• Work closely with the Director of Development, Development Committee, Executive Director and senior staff to create and manage a robust, well-coordinated fundraising strategy to cultivate and maintain relationships with major and leadership donors;
• Participate in the creation of multi-year fundraising forecasts and projections.
• Strengthen relationships with existing donors, identifying opportunities for growth.
• Research and identify major and leadership donor prospects.
• Develop and implement pipeline to elevate relationships with identified prospects.
• Implement strategic development activities, including fundraising and relationship building events.
• Develop, review, and advise on materials supporting fundraising goals, including event collateral, direct mail, digital campaigns, etc.

• Produces relevant and informative digital fundraising material for distribution to previous donors and the public.

Under the direction of the Office of School Counseling, the educational specialist - school counseling, is responsible for providing program leadership, facilitation of professional development sessions, and comprehensive support for school counselors serving grades pre-K through 12. The educational specialist -school counseling and college readiness will be responsible for the development and implementation of the district school counseling program and supervision of school-based school counselors.
Essential Functions
• Assists in the development and cross-departmental implementation of the District's comprehensive school counseling program and aligned school-based program plans, consistent with the Maryland State Department of Education (MSDE) and the American School Counselors Association (ASCA).
• Supports the establishment of goals and objectives for school counselors, assisting with the development of effective program plan and training materials and resources for counselors working in grades K through 8. • Through cross-departmental collaboration, facilitates school counselors' coordination with administrators, social workers, student wholeness specialists, community school coordinators, SST chairs, and academic personnel in ensuring schools are providing comprehensive social emotional services and responses to intervention to students.
• Assists in the interpretation, application, and revision of policies and procedures pertaining to school counseling, grade-level promotion, and social-emotional learning.

This position will serve as the Migrant Education Coordinator in the Office of Teaching and Learning, Title I Programs. The Migrant Education Coordinator provides lead support to local education agencies (LEAs) across the State of Maryland. The incumbent will serve as the lead technical program expert responsible for administering, managing, coordinating and evaluating federal grants including Title I, Part C-Migrant Education, Title I, Part A, and will share responsibility for providing leadership and support to the Maryland State Department of Education on the requirements of the federal laws as applicable.
The Migrant Education Coordinator will administer, manage, and improve educational programs for children of migrant farm workers and fishers; will be responsible for the identification and recruitment of migratory children; will collaborate with other organizations and programs that serve migratory children; and will manage the Maryland Migrant Student Records System and data that is needed to administer the migrant education programs at the State and local levels. POSITION DUTIES
This position will serve as the Migrant Education Coordinator in the Office of Teaching and Learning, Title I Programs. The Migrant Education Coordinator provides lead support to local education agencies (LEAs) across the State of Maryland. The incumbent will serve as the lead technical program expert responsible for administering, managing, coordinating and evaluating federal grants including Title I, Part C-Migrant Education, Title I, Part A, and will share responsibility for providing leadership and support to the Maryland State Department of Education on the requirements of the federal laws as applicable.
The Migrant Education Coordinator will administer, manage, and improve educational programs for children of migrant farm workers and fishers; will be responsible for the identification and recruitment of migratory children; will collaborate with other organizations and programs that serve migratory children; and will manage the Maryland Migrant Student Records System and data that is needed to administer the migrant education programs at the State and local levels. This position oversees the Migrant Education Center which allows recruiters and coordinators to convene to support the Migrant Education Program (MEP).
The Migrant Education Coordinator will provide oversight, technical assistance, and support to LEAs regarding adherence to requirements of the Title I, Part A of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA) which provides programmatic and financial assistance to LEAs and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards. This position will also support the implementation of specific Blueprint for Maryland's Future programs and Maryland State Department of Education's multiyear Strategic Plan initiatives.
MINIMUM QUALIFICATIONS
Education : A Master's degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.
Experience : Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to Migrant Education or Title I, Part A.
