The Leave Management Division of Human Resources at BART is looking for a Leave Management Specialist to join our team!

The incumbent selected for this position will be responsible for performing the day-to-day coordination, implementation, and support for the District’s Leave Management Division. Overseeing and coordinating the return-to-work efforts for employees on disability leaves; working closely with District staff to monitor the operation and activities associated with leave management procedures and recommending and implementing changes as needed.

Essential Job Functions

Provides day-to-day assistance in the administration and coordination of employee leaves related to disability claims; answers general leave management questions by phone, e-mail, and in-person. Receives, logs and processes all leave requests including Workers Compensation, Family Medical Leave, Short/Long-Term disability, and other disability related claims and requests; follows up on missing or incomplete documentation; and sends correspondence related to requests and approval determinations to employees. Reviews and modifies timesheets for employees who are on disability related leaves and coordinates changes with the Time Accounting and Administration Department (TAAD) and Payroll Department as needed. Logs, maintains, and monitors database and records for employee physical examination clearances and other job related certifications and documentation. Prints and assembles New Hire Orientation packets, Family Medical Leave applications, and other correspondence and documents. Receives e-mails from District Secretary related to subpoenas and information requests, and processes documents and returns related files to the District Secretary. Receives, sorts and processes electronic and physical mail for distribution. Organizes and maintains various departmental files; types correspondence, reports, forms, and specialized documents from drafts, notes, or brief instructions; proofreads and checks typed and other materials for accuracy, completeness, and compliance with departmental policies and regulations. Receives, inspects, processes and documents records sent to records center; retrieves and forwards requested records. Archives disability files and ensures that requested records are released to authorized persons; provides controlled access to records center and, as necessary, monitors activities of requestor reviewing the files. Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports such as wage statements and employer statement requests from Third Party Vendors. Attends all committee meetings and assists with administrative tasks including coordinating schedules, preparing agendas, recording meeting activities, preparing minutes, preparing packets and other paperwork for distribution, and providing general administrative support. Performs related duties as assigned.

Minimum Qualifications

Education:

Possession of a high school diploma, GED or recognized equivalent.

Experience:

The equivalent of four (4) years of full-time verifiable professional experience in administration or office assistance which will have provided the required knowledge and skills listed above.

The Maintenance and Engineering department is recruiting to fill a vacant Chief Maintenance Officer position. This position directs various maintenance activities through subordinate groups and division managers. Maintenance responsibilities include all District infrastructure, including facilities, track and structures, automatic fare collection, non-revenue vehicles, power and mechanical equipment, and system maintenance relating to train control. Provides staff assistance to the Labor Relations Manager; participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.

Identifies training needs; develops labor relations training programs; trains supervisors or supervises others in the performance of such duties, as assigned by the Labor Relations Manager.

Evaluates unit determination issues; may respond to union or coordinate response with Legal Counsel as appropriate.

May plan, prioritize, assign, review and participate in the work of staff responsible for labor relations program operations and activities within the Labor Relations Department; ensures work quality and adherence to established policies and procedures.

Coordinates labor relations activities with those of other divisions and outside agencies and organizations.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of labor relations.

Minimum Qualifications

Education: A Bachelor's degree in industrial/labor relations, public administration, business administration, human resources management or a closely related field from an accredited college or university. A graduate degree in industrial or labor relations is desirable.

Experience: Four (4) years of (full-time equivalent) verifiable professional labor relations program experience within the preceding six (6) years, which must have included at least two (2) years in contract negotiations on one or more assigned labor contracts.

Substitution: Additional professional experience as outlined above may be substituted for the education on a yearfor-year basis. A college degree is preferred.

Train Operators, Stations Agents, Train Controllers and Field Supervisors are the major classifications comprising the Transportation Department. The Transportation Department has an annual operating budget in excess of $190 million.

This senior level leadership position is responsible for coordinating, through professional staff, assigned activities of the Transportation and System Service Department with other departments and outside agencies. The Transportation Department, along with three other departments-Rolling Stock and Shops, Maintenance and Engineering and Operations Planning, constitute the Operations Executive Office of BART.

The CTO is a key member of the Operations leadership team and plays a critical role in accomplishing BART’s overall mission of providing safe, reliable, and convenient public transportation for BART’s daily riders. This position requires someone with proven leadership skills, technical expertise in the provision of rail rapid transit service, a good communicator, problem solver and team player. The CTO must be a strategic thinker capable of identifying and addressing the myriad of future challenges facing the largest regional transit provider in the San Francisco Bay Area.

Essential Job Functions
• Plans, directs, manages, and oversees all operations and activities related to movement and control of revenue and non-revenue railed vehicles throughout the system, the operation of stations for patron service, District-sponsored bus service, operational support activities.
• Assumes full management responsibility for all department services and activities including train and station operations, service delivery, central control, and contract bus services; recommends and administers policies and procedures.
• Manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area.
• Establishes, within District policy, appropriate service, and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Plans, directs, and coordinates, through subordinate level staff, the Transportation Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
• Cultivates a working relationship with ATU (Amalgamated Transit Union) leaders to understand common issues.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Ensures that non-revenue vehicles are moved through the system appropriately and that all operational facilities and equipment are functioning properly.
• Directs the operations of various stations throughout the system; ensures optimal station appearance and cleanliness.
• Oversees the provision of contract bus services and within District service areas.
• Monitors developments and legislation related to transportation matters, evaluates impact upon District operations; recommends and implements equipment policy and procedure improvement.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Represents the Transportation Department to other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Provides staff assistance to the Assistant General Manager, Operations; participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
• Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of transit vehicle operations.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints

Minimum Qualifications

Education: Bachelor's degree in Business Administration, Engineering, Planning, Transportation or a related field from an accredited college or university.

Experience: Seven (7) years of (full-time) professional experience in transit operations management and administration which must include at least two (2) years of managerial experience.

Substitution: Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
