Qualifications:

General Responsibilities:

-Office Hours:

1. The candidate shall maintain office hours at the Patrick Seaside Chapel at least 2 days during each week for 5 hours each day, in addition to Sunday. The contractor will perform service primarily during business hours, which are between the hours of 09:00 – 15:00, Monday through Friday, Sunday mornings, and can include evenings or weekends during scheduled religious education and adult programs. One of the normal duty days will be performed on the day of the PSFB Chapel staff meeting, which the candidate will attend. The candidate may flex hours week to week to ensure they are maintaining a minimum of 20 hours per week depending on seasonal schedule. Arrive at least half an hour prior to the beginning of classes and any events held to include Sunday service. Additional hours may be required for major functions during the year (i.e. Christmas, Easter, Vacation Bible School, etc.).

2. A monthly schedule will be arranged with the Delta Chaplain’s designee, posted, and kept on file. Schedule must be publicly available, posted on the Chapel’s bulletin board and on the Catholic Community’s Facebook page. The candidate must, always, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this job offer.

Tasks:
• 1. The CREC/shall comply with all Chapel Air Force Instructions and Chapel Operating Instructions, specifically but not limited to facility usage, resource protection, fire protection, funds utilization, and safety.
• 2. Organize religious education monthly classes, and sacramental preparation classes, recruit and train sufficient volunteer teachers, substitutes, and other necessary staff. If the Contractor is not able to recruit volunteers, the candidate will be responsible for conducting classes/lessons as required by the Catholic Church. The candidate shall monitor catechists to ensure they register, complete the course, and become certified per AMS policies utilizing the AMS Catechist Manual as a reference guide. Provide orientation for new volunteer staff members in facilities, funding, religious education policies, and available resources. CREC will ensure all volunteers and additional staff complete all in processing procedures required by the Chapel Staff. Hold quarterly planning meetings with the CRE committee. Contingencies must be in place to execute these planning meetings through video/teleconferencing software (i.e. Zoom, GoToMeeting, etc.).
• 3. Organize at least two volunteer teacher-training events each year, one in the fall and one in the spring.
• 4. Coordinate the annual Sunday School Christmas program when such a program is deemed necessary or desirable by the Catholic Chapel Community.
• 5. Schedule and organize the Catholic VBS in consultation with the Catholic Priest. Recruit volunteer teachers and staff and order the appropriate materials with CTOF when such a program is deemed necessary by the Catholic Chapel Community.
• 6. The CREC shall visit each class. If CRE classes are done virtually because of chapel closure or to accommodate those who cannot attend in person, a weekly visit on a virtual CRE platform (Zoom, GoToMeeting, etc.) will still be required.
• 7. Maintain continuity and Community Group records. Desk, computer, and basic administrative supplies are provided by the chapel. Attend all regular meetings of the Catholic Pastoral Advisory Council and Catholic Pastoral Staff. Submit all pertinent data from special events/programs and submit to the faith group chaplain for after-action reports as required. To include a roster of volunteer Sunday school staff, monthly enrollment and attendance for all programs, and any additional information required by the Chapel Staff.
• 8. Maintain the Catholic RE office and storeroom in a clean, orderly, and safe manner. Using appropriate funding, maintain stock of expendable supplies and procure supplies as needed for the CRE program. Submit funds request as required for support of the CRE program to the Catholic Chaplain and monitor the handling of all funds received in the CRE program to ensure compliance with applicable directives.
• 9. Generate all publicity for the RE program: RE announcements, flyers, bulletin inserts, events guide and calendar. Must obtain approval from the Delta Chaplain before distributing. Produce a quarterly CRE newsletter, bulletin, or other document (physically and electronically) detailing current curriculum offerings, learning objectives and upcoming events.
• 10. Plan, coordinate and execute an annual event to honor and recognize the volunteer staff to include Catechetical Sunday, and or an end of the year event using Chapel Tithes and Offering Funds (CTOF).
• 11. Within 10 days of start date, coordinate with the Archdiocese for the Military Services the contract start and end dates, to request access to monthly e-Newsletters, and participating in the AMS Catechist Talk Facebook group.
• 12. Within 30 days of notice of award, in consultation with the Catholic Priest, develop and submit an annual calendar of events, an estimated appropriated funds (APF) budget, and an annual religious education curriculum timeline to the Delta Chaplain as determined by local instructions and procedures. The CREC will ensure that respective coordination occurs to include completing all appropriate facility and budget authorization forms prior to event or activity to prevent schedule conflicts. Any deliverables will be coordinated with the Chapel Staff member overseeing the event or activity.

Special Tasks:
• Organize/conduct religious education monthly classes.
• Organize at least two volunteer teachertraining events each year.
• When required, coordinate the annual Religious Education Christmas program.
• Participate in at least one continuing education or professional development event each year.
• Schedule and organize the Catholic VBS program.

Training and Certifications:

3. Within 10 days after award, the CREC will review and sign chapel non-disclosure agreement. Privileged communication may be inadvertently overheard or received through phone calls and conversations. The CREC must protect all confidential and privileged communication.

4. Accomplish Catechist training through AMS partners University of Dayton Virtual Learning Community for Faith Formation (VLCFF) and Catholic Distance University, encourage participation in the Catechetical Methodology Course through VLCFF.

• Give copies of all filed paperwork to individuals who received the sacrament, as well as an explanation of how to receive an official certificate from the AMS or their church of baptism.
• Schedule and facilitate a Baptism Preparation class, for those requesting baptism for their child orthose requesting to be a Godparent, each month or as needed.
• Schedule or review all ministry schedules (Lectors, Extraordinary Eucharistic Ministers, Altar Servers, and Ushers) and settle any conflicts that may arise.
• Maintain and keep a current parish roster and a list of all volunteers in the parish.

Maintain a current roster of active AMS approved Extraordinary Ministers of Holy Communion and attend to keeping the records up to date with the AMS:
• Train new volunteers if needed and submit paperwork to AMS for approval.

• Order items needed for First Communion, Confirmation, Mother's Day, Father's Day, and Appreciation Gifts.
• Assist the Catholic Priest in working with the Catholic Music Director and Choir Director to make sure appropriate music is scheduled for each Mass.
• Furnish a yearly budget for supplies each May to the Catholic Priest assigned to the service.

Sub-Contracting:
• As needed, the Catholic Religious Activities Coordinator will provide a list of substitutes CRAC personnel. Names of substitutes and credentials must be provided no later than 30 calendar days prior to the sub- contractor fulfilling the contract. Safety and Security:

CRAC is accountable for security and cleanliness of all facilities utilized in conjunction with their programs:
• CRAC shall be familiar with and implement fire and safety practices in accordance with AFI 91-301 to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.
• Be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off.
• Ensure that all facilities used are properly secured, doors and windows locked upon departure when Chaplain Corps personnel are not present.
• Background Checks. Contractor shall submit completed personnel background check applications within twenty (20) working' days after award date "to the Chaplain Corps background check program manager for processing. It is mandatory that all contractors working with children under the age of eighteen, (18) have a background investigation. This is in compliance with Public Law 101-64, Section 231 (Crime Control Act of 1990 and DoDI 1402.5). An adverse finding from this investigation at any time will result in termination of services.

The contractor shall provide a list of volunteers to the RAF Alconbury Catholic chaplain or designated staff member 30 calendar days before the planned start date, to ensure appropriate background checks are completed. The contractor is responsible for periodically observing all volunteers in the classroom setting to ensure accountability, professionalism, and that effective teaching skills are implemented.

2. The Catholic REC shall assist the Catholic Community in the organization of Sacramental Programs. This includes organizing one Confirmation Retreat and one First Communion retreat. This also includes communicating with the bishop’s office and coordinating for the bishop’s visit and the celebration and reception of the sacrament of Confirmation.

3. At the end of the academic school year, the Catholic REC shall coordinate and provide a 4–5 day Catholic Camp between the months of Jun-Aug.

4. The Catholic REC shall perform administrative tasks, such as preparing publicity material, submitting requests for curriculum and supplies for succeeding quarters to the Chapel staff, updating REC continuity file, accessing event effectiveness, developing an RE annual calendar of events, and coordinating RE program budget requirements with the Chapel staff. The Catholic REC shall track monthly attendance and provide the resulting data to the Chapel staff as needed. The Catholic REC shall submit all facility use requests, to include off site and alternate locations, to the Catholic Chaplain for coordination and approval.

11. Personal Belongings: The government shall not be held responsible for damage to the Catholic REC’s supplies, materials, equipment or personal belongings brought into the building or onto the grounds due to fire, theft, accident, mishap or disaster.

12. Catholic REC Furnished Property: Catholic REC shall provide his/her own transportation to fulfill this contract.

13. Safety: The Catholic REC shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage.

PLACE OF PERFORMANCE:

The primary place of performance is 433 Shaw, building 912, located on Shaw AFB, SC. Catholic REC will provide education opportunities primarily at the Spratt Education Center Building 501 or other building as determined by the Wing Chaplain. The Catholic REC may be required to travel occasionally away from the normal place of performance as required by the Wing Chaplain and/or as approved through a facility request.

WORKLOAD

1. The Catholic REC shall possess a Bachelor’s degree in Education and/or a minimum of two years’ experience as a Director of Religious Education (DRE)/Religious Education Coordinator (REC) in Catholic Chapels or Churches with a program consisting of preschool children through adults.

2. The Catholic REC shall be an active, practicing Roman Catholic in good standing with the Church. Catholic REC shall submit a Catholic Priest/Pastoral reference to the Chaplain Corps upon award of the contract for the purpose of validating good standing.

3. The Catholic REC shall be able to oversee a comprehensive Catholic religious education and formation program for the local installation and associated community.

4. The Catholic REC shall have knowledge of military protocol or be willing to learn.

5. The Catholic REC shall possess computer skills with a working knowledge of Microsoft Office products such as Word, Excel, Outlook and PowerPoint.

6. The Catholic REC shall be committed to and actively practicing the Catholic faith and teachings. The Catholic REC shall not have a history of domestic violence, assault or crimes against children. A complete and successful criminal history background check shall be completed upon award of this requirement.

7. The Catholic REC shall be proficient in the written and verbal English language.

8. An ability to work unsupervised in a fluid and sometimes-stressful environment with staff parents and children. Possess an ability to maintain healthy, functional interpersonal relationships with co-workers and customers. Maintain professional standards of conduct.

Duties:
• Goal Setting and Planning:
• Meet regularly with the Catholic Priest and/or Catholic Pastoral Coordinator to review overall formation goals for programs listed above.
• Meet as needed with the Catholic Chaplain/Priest and Catholic Pastoral Coordinator to plan specific goals for special activities, liturgies and celebrations.
• Participate with the AMS in on-going formation as coordinator, as well as staying informed of changes, programs and policies regarding faith formation in general. This includes continuing education with AMS in order to keep catechist certification current.
• Participation with the Diocese of Sacramento is required.
• Organization:
• Implement the policies set by the Catholic Chaplain/Priest.
• Conduct timely registration of all program participants.
• Schedule classes, meetings, special events, liturgies, etc. according to available facilities.
• Together with the Catholic Pastoral Coordinator, organize and facilitate special liturgies
• and/or prayer services relevant to Religious Education curriculum and sacraments.
• Meet with the Catholic Chaplain/Priest and Catholic Pastoral Coordinator monthly to

• Coordinate program events with chapel staff by completing and submitting facility request

• Prepare appropriate training for catechists and aides within the Children's Faith Formation Program throughout the year, on and off-site.
• Support the Protestant Religious Education Coordinator for preparation and implementation of an annual chapel-wide Vacation Bible School.
• Budgeting, Ordering:
• Work within the Faith Formation budget to order necessary books and supplies for catechists and program participants in a timely manner, to include ordering curriculum for the upcoming year's programs in the month of May.
• Complete and submit Funds Request forms to the Catholic Chaplain/Priest, or his designee, for approval before submitting to the Account Manager.
• Prepare budget for up-coming year to present to the budget committee as budget is prepared for a new fiscal year in the month of May.
• Maintain inventory of materials on-hand to make accurate requests for additional materials each year.
• Secure facilities and leaders for off-site retreats and outings/events using budget line items and fund requests in a timely manner.
• Care of Volunteer Catechists:
• Recruit volunteer catechists, facilitators, and aides as needed for implementation of overall Catholic Religious Education program.
• Conduct or sponsor orientation and training workshops for all volunteers and program participants and families at the beginning of each new catechetical year.
• Make available to catechists and all volunteers training for certification as catechists through AMS.
• Encourage advanced catechetical development for catechists, volunteers, and interested participants to continue to develop their personal faith and abilities to facilitate, guide and lead others on their faith journeys by attending workshops and adult formation opportunities here at Travis Chapel (Catholic community) and within the Diocese of Sacramento.
• Program Operation:
• Implement program for Toddler Formation, Children's Liturgy, Pre-K through 12th grade, Confirmation Preparation for Youth; support Youth Group Program; Sacramental Preparation for Reconciliation and First Communion, Rite of Christian Initiation of Children and Confirmation to include a Confirmation Retreat, and Catholic Women of the Chapel (CWOC).
• Prepare publicity needed for the program including, but not limited to: bulletin/pulpit and social media announcements, worship aids, program calendars, flyers, permission slips, etc.
• Maintain accurate records of registration and attendance of all children's faith formation programs and submit numbers to a designated staff member on a monthly basis.
• Provide First Communion, Confirmation and RCIC sacramental record information to Catholic Pastoral Coordinator for submittal to AMS as necessary.
• Ensure updated registration information is available to the Chapel staff on the shared drive.
• Update online AMS records of individual student progress in designated RE curriculum.
• Meetings:
• Attend chapel staff and team meetings as required by the wing chaplain, Senior Faith meetings, and off-sites.
• Attend Parish Advisory Council meetings.
• Attendance of quarterly Diocese of Sacramento cluster meetings is encouraged.
• The Catholic Religious Education Coordinator must be certified by the AMS upon applying for this position.

Education & Qualifications:
• Must have 6 years' experience in Catholic Faith Formation programs as a catechist or program volunteer, with at least 3 of these years serving as the Faith Formation Coordinator in a military chapel.
• Must have 1 year of experience as director. Experience must be included on applicants' resume.
• Have a minimum of a Bachelor's degree from an accredited institution. Also, must have and provide proof of AMS Catechist certification upon submission of application materials for this position.
• Shall work well with others and respect individual growth, differences, and cultures - regardless of race, creed, education, age, religious beliefs, or color. Further be able to communicate openly with others - even when conflicts arise.
