The Bellevue City Attorney’s Office is a 32-member department that provides civil advice and litigation, criminal prosecution, and risk management services to the City. We are looking for a Prosecutor/Police Legal Advisor with interest and experience as both a criminal prosecutor and a police legal advisor. The successful candidate will join a fast-paced, diverse, collegial, and supportive work environment, with opportunities to work on a variety of legal issues.This Prosecutor/Police Legal Advisor provides professional legal services, advice and representation to city government. This position is responsible for prosecuting misdemeanor and gross misdemeanor cases for the City of Bellevue, including all stages of prosecution, from case review, preliminary hearings, testimonial hearings to trials at Bellevue District Court. This position is also responsible to provide legal advice and support to the Bellevue Police Department. We expect this position to be approximately half-time handling criminal prosecution cases and half-time serving, along with another attorney, as one of the civil police legal advisors. The work is complex and diverse, and the activities, decisions, and recommendations regularly have significant impact on city operations. The ideal candidate will have an understanding and experience of both municipal and criminal law.

Prosecutor:
• Trial/Motion preparation, including but not limited to the following: review cases; interview/prepare witnesses; prepare and argue pretrial motions; prepare trial briefs and prepare jury instructions; discuss cases with officers; negotiate trial resolutions.
• Prepare for, and appear at, in-custody court hearings (draft necessary documents, request appropriate bail).
• Review, assist, and prepare civil forfeiture matters, including representing the police department in administrative law hearings.
• Respond to phone calls and emails regarding prosecution matters.
• Research, prepare, and argue legal briefs.
Police Legal Advisor:
• Provide day-to-day legal advice and support to the Bellevue Police Department.
• Assist in the development, interpretation, and implementation of policies and procedures for the police department. Review and analyze changes in law related to law enforcement to prepare policy and procedure revisions consistent with legal requirements and police best practices.
• Respond to inquiries from employees, managers, and other city departments regarding police-related and public safety matters.
• Prepares, research, and analyze legal opinions, documents, contracts, ordinances, and resolutions related to public safety.
• Review weapon release/transfer requests and process U-Visa requests.
• Other duties as assigned.
Supervision Received and Exercised:
• Criminal prosecution matters are performed under the moderate to general supervision of the Chief Prosecutor.
• Police legal advisor duties are performed under the moderate to general supervision of a civil managing/supervising attorney.
Knowledge, Skills, and Abilities:
• Knowledge of laws pertaining to criminal procedure, misdemeanors, gross misdemeanors, and traffic infractions. Knowledge of criminal court rules and courtroom procedures is also required.
• Ability to practice law in a trial environment before District Court judges and administrative law hearing examiners.
• Experience preparing briefs and other legal documents.
• Experience in oral advocacy.
• Ability to prepare and analyze comprehensive legal documents; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, the court system, and the general public.
• Ability to handle multiple tasks and to prioritize and schedule the work of self and others.
• Prosecution experience in appellate matters is an asset.
• Experience advising governmental departments, especially in public safety, is an asset.
• Ability to be analytical, logical and innovative.
• Possess proficiency in Microsoft Word and Outlook.
• Ability to conduct research using Westlaw. Familiarity with electronic case management systems. Familiarity with ProLaw is desirable.
• Willingness to take direction from senior staff.
Education, Experience, and other qualifications
• Graduation from an ABA accredited law school with a Juris Doctor degree.
• Current license and good standing to practice law in the State of Washington.
• Minimum 2 years of experience as an attorney practicing criminal law. Prosecution experience preferred.
• Excellent research and analytical skills.
• Ability to communicate complex legal issues clearly, logically and persuasively and adapt communication style to diverse audiences.
• Ability to exercise sound, independent judgment within general guidelines.
• Ability to develop and maintain effective relationships with co-workers and other city staff.
