The Bellevue City Attorney’s Office is a 32-member department that provides civil advice and litigation, criminal prosecution, and risk management services to the City. We are looking for a Prosecutor/Police Legal Advisor with interest and experience as both a criminal prosecutor and a police legal advisor. The successful candidate will join a fast-paced, diverse, collegial, and supportive work environment, with opportunities to work on a variety of legal issues.This Prosecutor/Police Legal Advisor provides professional legal services, advice and representation to city government. This position is responsible for prosecuting misdemeanor and gross misdemeanor cases for the City of Bellevue, including all stages of prosecution, from case review, preliminary hearings, testimonial hearings to trials at Bellevue District Court. This position is also responsible to provide legal advice and support to the Bellevue Police Department. We expect this position to be approximately half-time handling criminal prosecution cases and half-time serving, along with another attorney, as one of the civil police legal advisors. The work is complex and diverse, and the activities, decisions, and recommendations regularly have significant impact on city operations. The ideal candidate will have an understanding and experience of both municipal and criminal law.
Prosecutor:
• Trial/Motion preparation, including but not limited to the following: review cases; interview/prepare witnesses; prepare and argue pretrial motions; prepare trial briefs and prepare jury instructions; discuss cases with officers; negotiate trial resolutions.
• Prepare for, and appear at, in-custody court hearings (draft necessary documents, request appropriate bail).
• Review, assist, and prepare civil forfeiture matters, including representing the police department in administrative law hearings.
• Respond to phone calls and emails regarding prosecution matters.
• Research, prepare, and argue legal briefs.
Police Legal Advisor:
• Provide day-to-day legal advice and support to the Bellevue Police Department.
• Assist in the development, interpretation, and implementation of policies and procedures for the police department. Review and analyze changes in law related to law enforcement to prepare policy and procedure revisions consistent with legal requirements and police best practices.
• Respond to inquiries from employees, managers, and other city departments regarding police-related and public safety matters.
• Prepares, research, and analyze legal opinions, documents, contracts, ordinances, and resolutions related to public safety.
• Review weapon release/transfer requests and process U-Visa requests.
• Other duties as assigned.
Supervision Received and Exercised:
• Criminal prosecution matters are performed under the moderate to general supervision of the Chief Prosecutor.
• Police legal advisor duties are performed under the moderate to general supervision of a civil managing/supervising attorney.
Knowledge, Skills, and Abilities:
• Knowledge of laws pertaining to criminal procedure, misdemeanors, gross misdemeanors, and traffic infractions. Knowledge of criminal court rules and courtroom procedures is also required.
• Ability to practice law in a trial environment before District Court judges and administrative law hearing examiners.
• Experience preparing briefs and other legal documents.
• Experience in oral advocacy.
• Ability to prepare and analyze comprehensive legal documents; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, the court system, and the general public.
• Ability to handle multiple tasks and to prioritize and schedule the work of self and others.
• Prosecution experience in appellate matters is an asset.
• Experience advising governmental departments, especially in public safety, is an asset.
• Ability to be analytical, logical and innovative.
• Possess proficiency in Microsoft Word and Outlook.
• Ability to conduct research using Westlaw. Familiarity with electronic case management systems. Familiarity with ProLaw is desirable.
• Willingness to take direction from senior staff.
Education, Experience, and other qualifications
• Graduation from an ABA accredited law school with a Juris Doctor degree.
• Current license and good standing to practice law in the State of Washington.
• Minimum 2 years of experience as an attorney practicing criminal law. Prosecution experience preferred.
• Excellent research and analytical skills.
• Ability to communicate complex legal issues clearly, logically and persuasively and adapt communication style to diverse audiences.
• Ability to exercise sound, independent judgment within general guidelines.
• Ability to develop and maintain effective relationships with co-workers and other city staff.

Job Summary
The City of Bellevue is currently seeking Lifeguard to work at the Bellevue Aquatic Center. Providing patron surveillance and emergency response services. The positions may also include providing swim instruction in both a group and private lesson format to various age groups.
Qualifications
• Must be 15 years old for Pool Lifeguard/Swim Instructor.
• Candidate must pass criminal background check prior to being hired.
• Must have and maintain current American Red Cross Lifeguard certification.

• Provide advice and trainings to City departments on implementations of new policies and codes.
• Advise and develop strategy in response to issues raised during the course of business by Council members, City leadership, and the public.
• Respond to state legislation and advise City departments of legal requirements.
• Provide regular counseling and strategic advice to City departments and management, both orally and in writing, on various facets of municipal law.

Essential Duties and Responsibilities
• Perform private development plan review to assess impacts of private development projects on Bellevue’s water, sewer, and stormwater utility systems and determine utility improvement requirements for these projects.
• Perform engineering design and technical analyses as needed while performing plan review activities.
• Review legal documents while performing this work as needed.
• Interpret complex engineering design documents and computer analyses to ensure compliance with applicable city, state, and federal codes, regulations, and standards.
• Manage a multi-project workload to ensure timely and effective project review, act as the liaison between developers, their design team, other Utility divisions and other City departments.
• Calculate and collect appropriate utility system connection charges, including those associated with Latecomers Agreements, Direct Facility Connection Charges, Utility Permit fees and other contracts.
• Coordinate Utilities Department requirements with other city and state departments, agencies and adjacent jurisdictions to identify project deficiencies and participate in complex issue resolution.
• Provide engineering support to private development project teams during both the design and construction phase of projects to resolve conflicts.
• Review and issue appropriate permits, document permitting activities in the City’s permit management system and respond to developer/contractor requests for information during the design, permitting, and construction phases of private development projects.
• Assist the Development Review Manager and City legal advisors regarding legal claims and disputes.
• Participate in the establishment or revision of policies, codes, standards, and procedures associated with Utility permit reviews.
• Participate in public involvement efforts including open house events and online media as needed.
• Coordinate with other divisions and departments in the City as necessary to provide technical assistance.
• Respond to customer inquiries and provide technical assistance to answer questions and/or to resolve issues.
Qualifications
• Knowledge of civil engineering principles, practices, and methods applicable to municipal public works infrastructure.
• Knowledge of City development processes, permitting for land use, building regulations, and compliance with City codes and regulations.
• Knowledge in storm drainage design, low impact development (LID) principles and techniques, and best management practices (BMPs).
• Proficient in stormwater hydraulic modeling (WWHM or MGS Flood).
• Thorough knowledge of established water, sewer, and drainage utility engineering principles, methods, and standards.

CONDITIONS OF EMPLOYMENT
