About you

We are looking for an exceptional advocate who is experienced working with high-level stakeholders from UK Government, UN and civil society. You will be a strategic thinker, who has a deep understanding of how to influence change in the UK context, as well as navigate complex global policies and institutions essential to deliver change. You will have a robust understanding of the impact of violence against women and girls, and what stands in the way of gender justice and equality.

This is a senior position... within the team advocacy and policy team. We are looking for someone who has a strong commitment to the promotion of feminist principles of participation, gender equity and empowerment, who can bring creative ideas and tactics on how to ensure the UK Government pursues the same goals within its humanitarian and climate approaches.

To lead the consortium successfully, you will have proven leadership experience, strong communications skills and a track record of successfully managing multiple relationships. Good project management will also be critical.

About the role

This is an incredibly exciting role for anyone interested in being a driving force and challenge to the UK’s leadership on protecting women and girls from violence (VAWG), and gender-just climate and humanitarian approaches. This position will provide leadership for one of FCDOs flagship programmes – the What Works to Prevent Violence – Impact at Scale’ , alongside CARE International UK’s (CIUK) advocacy and policy work to influence the UK Government on gender justice and advancing gender equality globally through its international development work.

The successful candidate will co-chair the consortium’s multi-stakeholder External Engagement and Influencing workstream to ensure that the latest world-class evidence is used to influence VAWG policy, programmes, and ownership within the VAWG field from the outset. The position will sit within the advocacy and policy team at CIUK, and provide thought leadership and engagement across the CARE International Confederation, with a particular focus on engaging women’s rights organisations, as well as making linkages with our programmes and global policy networks. The role will require a candidate adept at translating evidence and learning into high level political influencing strategies within the UK context.

The Senior Inclusive Governance Advisor will be vital to us achieving this. The role of Senior Inclusive Governance Advisor will report into the Senior Gender, Governance and Peacebuilding Advisor and will make an important contribution to ensuring that CARE programmes promote the voice and leadership of the most vulnerable, and particularly women and girls.

The Programme Quality Team has three distinct remits which the Senior Inclusive Governance Advisor will contribute to:
• Lead technical assistance and capacity strengthening in key strategic areas related to Inclusive Governance at CIUK. This role will have significant input into proposal development, design and delivery of programmes. In addition, the role will provide support to teams on some key CARE tools and approaches. The role will also be an important support to our strategic objective to mainstream Women’s Voice and Leadership throughout our portfolio by 2026.
• Providing a thought leadership role and externally profile CARE’s work: The role will highlight good practice at CARE both within CIUK and beyond. The post-holder will perform a broad learning function: facilitating, generating and connecting knowledge, learning, research, and communication. The role will also be an important liaison between CIUK and other sectoral actors, including partners and donors.
• Connection to the Confederation and lead on institutional mainstreaming: The role will maintain CIUK’s connection to the wider confederation by working with counterparts focused on inclusive governance from across the confederation. This will include working with Governance focal points at country office, and regional level.

Specific Areas of Responsibility

Provide technical assistance and capacity strengthening on inclusive governance, including on approaches, tools and methods for programme design.
• Provide significant support to proposal development, including building relationships with partners, working with country offices and partners to support the integration of community based approaches
• Support delivery of CARE’s Programme Quality Standards. This particularly includes support on key CARE programmatic priorities, in line with the new CIUK strategy.
• Provide remote and in-country support on inclusive governance tools and approaches, as well as on qualitative and quantitative methodologies suitable for the monitoring and evaluation of inclusive governance programming.
• Ensure learning processes and adequate MEAL and Research is embedded within programme design to ensure that we can draw lessons and effectively evaluate our performance on inclusive governance.
• Ensure that our Inclusive Governance approaches are gender responsive or transformative.

Provide a thought leadership role and externally profile CARE’s work and ensuring external profiling of CARE governance work
• Contribute to sector leading publications and communications outputs.
• Maintain active relationships with key stakeholders including government, donors, NGOs and relevant networks.
• Make available current thinking and practice for use by non-specialist and specialist colleagues in order to influence CARE and sector-level approaches on Inclusive Governance
• Act as the lead representative for CIUK on key inclusive governance oriented external fora related to the development programming priorities of CIUK. In association with colleagues be responsible for identifying, nurturing and sustaining strong working relationships with a select number of knowledge capable partners (from academic, think tank, peer organisations) around core competence areas.

Connecting to the Confederation and lead on institutional mainstreaming
• Work closely with key CI stakeholders to ensure that good practice from CIUK is captured and fed into CI fora and that good practice is also fed down and mainstreamed where necessary.
• Lead on the development and delivery of training packages on Inclusive Governance and for CIUK teams and country offices as required.

Organisational commitments
• Promote, support and follow the CARE International Protection from Sexual Exploitation and Abuse and Child Protection policy (PSEA) with direct reports, the team and in day to day practice.
• Promote and demonstrate commitment to the tackling of discrimination and structural inequality.
