In this role you’ll assist with the day to day and strategic systemwide operations of the HR department including supporting the Chief Human Resources Officer (CHRO) with reviewing and monitoring proposed legislation; labor management; and addressing matters associated with the State of Colorado personnel system. You’ll also assist the CHRO with employee relations matters at colleges across the system and serves as a resource for HR staff at the colleges. This position supervises three employees.
• Serve as the project manager for functional systemwide HR initiatives where a subject matter expert does not currently exist in the HR office. Coordinate systemwide functional HR group meetings to support sharing of best practices and innovative strategies.
• Develop and administer programs, procedures, and plans used in carrying out human resources policies and continually look for opportunities to improve systemwide HR processes.
• Support employee engagement and retention efforts through the development and implementation of culture initiatives and career development opportunities (e.g., mentor programs, internship opportunities, leadership development, etc.).
• Support CHRO in the review of proposed State legislation to identify potential impacts and costs and strategies on proposing revisions or opposing legislation.
• Serve as the CCCS point of contact and subject matter expert for the State of Colorado/COWINS Labor Agreement and any future expansion of labor management within CCCS.
• Obtain State of Colorado Personal Services Certification and serve as a resource for the colleges for reviewing and approving personal services waivers and contracts.
• Bachelor’s degree in human resources management, business administration, psychology or closely related field. A combination of education and relevant experience, in addition to that required for the position, will substitute for the degree.
• At least two years of professional experience that includes a focus on professional development, HR operations, labor management, or HR project management. Experience must include working in a human resources office within a government or higher education institution.

Purpose/Summary

The Vice President of Business Operations/Chief Financial Officer (VPBO/CFO) is the Chief Financial Officer and a senior executive on the leadership team reporting to the President. Duties and Responsibilities

Prepares the College budget and manages the budget development process at the college.

Assist the College President in presenting budgets to the State Board for Community Colleges and Occupational Education (SBCCOE) and other state agencies as required.

Provide oversight and leadership for the development and control of college-wide facilities, specifically existing shared facilities and the AHEC Campus Master Plan.

Reviews and analyzes major contractual obligations of the College to ensure consistency with overall financial goals, objectives, and plans, and compliance with College, System, and State financial policies, procedures and standards.

Provide accurate, timely financial information to appropriate internal and external agencies.

Establish and maintains an organizational structure and staffing to effectively accomplish the College's organizational goals and objectives; and oversees recruitment, training, supervision, and evaluation of all administration and finance staff.

Initiate contracts, negotiates, develops collaborative agreements, and maintains relationships and partnerships established with business, external organizations, College constituency groups, AHEC, and system affiliations, especially Chief Business Officers within the CCCS.

Develop, implement, and enforce administrative policies and procedures to assure that the College fiscal, facilities, personnel, and related activities are in compliance with State of Colorado Statutes, State of Colorado Fiscal rules, generally accepted accounting and financial practices, and federal laws or regulations where applicable.

Prepare for, respond to, and implement internal and external audit recommendations as necessary.

Oversee the functions of Fiscal Services, Information Technology, and Facility Services. Responsibilities include delegated appointing authority for the College.

Monitor and guide the fiscal year-end closing process, which includes preparation of annual financial statements.

Approve and implement best business practices related to all student financial transactions, such as tuition collections, student refunds, and auxiliary functions.

Qualifications

Purpose/Summary

GENERAL SUMMARY

The overarching purpose of this role is to lead the College's assessment and research efforts under the direction of the Executive Director, Strategy. The Director will develop, lead, and champion a comprehensive institutional research and assessment program to support CCD's mission and strategic goals. The Director partners with academic and administrative units to guide the strategic planning efforts that underpin the curricular, analytical, informational, reporting, and regional accreditation needs of the College. The Director is responsible for collecting, analyzing, and disseminating a wide range of data related to CCD's academic and business operations. The Director will oversee the development of a wide range of Business Intelligence dashboards and ensure that end users have access to training in their use.

Fostering a culture of continuous improvement, the Director will supervise a team of professionals tasked with the daily research, survey design, analytics, and assessment and accreditation activities. CCD is accredited by the Higher Learning Commission. The Director also oversees the College's annual participation in the federal Integrated Postsecondary Education Data System (IPEDS) as well as CDHE's Student Unit Record Data Systems (SURDS) term to term enrollment data collection.

Duties and Responsibilities

Supervision and Department Management
• Develop department annual strategic priorities and objectives.
• Collaborate with institutional partners to review, develop, update, and implement data governance and data sharing protocols.
• Provide leadership to ensure institutional research, data, and analytics are transparent and intentionally focused on improving the student experience.
• Supervise and lead the department including the full cycle of hiring and performance management.
• Conduct regular department meetings, individual 1:1's, and project status updates.
• Manage and maintain department annual budget in partnership with fiscal department guidelines.
• Oversee daily activities of a highly talented team of institutional research professionals.

• Serve as accreditation liaison and oversees accreditation efforts, i.e., the Higher Learning Commission regional accreditation process, and supports other discipline-based accreditation processes.
• Coordinate on-going development, implementation, and evaluation of an effectiveness plan for the entire institution by which CCD will measure improvement and holds itself accountable.
• Work with faculty, students, and staff to coordinate CCD's approaches to assessment of student learning and of institutional effectiveness. Lead groups working in a collaborative, strategy-driven environment.
• Consult with academic units to develop, measure, and analyze student learning outcomes and with support and administrative units to develop, measure, and analyze performance objectives.
• Assemble, track, and report evidence of progress toward strategic plan goals.
• Responsible for supporting and tracking continuous and systematic processes for institutional assessment and improvement.
• In partnership with executive leadership, cultivate strategic initiatives and objectives as well as innovative plans for academic assessment.
Data Management and Support
• Work with senior leaders to develop an institutional approach to data strategy that includes a common data language and common working data definitions that is in unison with higher education standards.
• Responsible for tracking and reporting on key institutional performance indicators.
• Develop, implement, launch, monitor, maintain, and make visible analytic dashboards and other high-quality data visualizations to support the College's data informed decision processes.
• Conduct studies on student outcomes and operational objectives using College and external datasets (e.g., National Student Clearinghouse).
• Reviews research proposals for studies desiring to be done at CCD, ensuring appropriate review by the respective Institutional Review Board.
External Reporting and Regulation Compliance
• Supports resource development of program reviews, assessment, enrollment management, institutional grant applications, accreditation, strategic planning, required state and federal reports, survey design and analysis.
• Works cooperatively with the Colorado Community College System Institutional Research Department on college-related projects and reports. Provides data and research for compliance in meeting the goals of the Colorado Community College System.
• Provide leadership over institutional data reporting for federal and state requirements (IPEDS, SURDS, etc.)
Qualifications

• Serving as a resource to the colleges within the system on labor relations and personnel rules for Classified positions.

Required Qualifications
• A bachelor's degree. An equivalent combination of education and / or experience may substitute year-for-year for the degree.
• Two years of experience with human resources functions that includes position management / classification and selection of employees within an organization.

Experience with labor relations is a plus, but not a requirement for this position.

Must be able to quickly obtain State of Colorado certification in selection, job evaluation, and personal services. Assistance, through on the job training and learning resources, will be provided to support this requirement.

GENERAL SUMMARY

The Controller oversees the daily financial operations of the college, internal and external financial reporting, and financial and grant/contract compliance. This position manages and provides oversight to all fiscal functions including general ledger, accounts receivable, accounts payable, payroll, fixed assets, and grants/contracts/sponsored programs, the Business/Cashier's Office, and ensures responsive fiscal coordination with college Contracts and Purchasing departments as well as the rest of the college, the system office, Auraria campus partner institutions (MSU Denver and CU Denver), and the Auraria Higher Education Center (AHEC). This position develops and implements college-wide accounting policy and procedures ensuring compliance with applicable federal and state statutes and regulations, state fiscal rules, and governmental and system accounting principles.

Duties and Responsibilities

Internal and External Reporting

Analyze and interpret financial data using spreadsheets and data applications. Produce financial reports for both internal use and for external constituents. Prepare and/or review required financial reports in accordance with generally accepted accounting principles (GAAP), governmental accounting standards board (GASB), Colorado Higher Education accounting standards (CHEAS), Colorado Community College System standard accounting practices (SAPS), and State of Colorado fiscal rules. Develop and prepare specialized financial and statistical reports as necessary or required by federal, state and local government regulatory agencies and private industry organizations.

Manage planning, compilation, reporting and communications for the annual financial audit, periodic operational and internal control audits, grantor and regulatory agency audits, and CCCS internal audits. Represent the college during the financial audit process and timely provide accurate documents and schedules requested by auditors. Timely respond to and resolve auditor questions, as needed. Revise procedures to implement audit recommendations, as needed.

Work with instructional services staff to timely address changes and maintain structure of Faculty Load and Compensation (FLAC) queues. Request new orgs from the system chart team and maintain the college structure of the chart of accounts. Serve on the system chart team during the college's assigned rotation.

Reports prepared for external constituents include audited financial statements, supporting footnotes and schedules, and state controller exhibits. Prepare or review quarterly variance analysis for submission to the State Board for Community Colleges and Occupational Education (SBCCOE). Prepare and/or review and post monthly financial items required for system office monitoring. Review and finalize quarterly 1099 submission to the system office, UBIT return, IPEDS reporting, FISAP reporting, CDHE Report of Expenditures, and other external reporting as needed. Prepare ad-hoc external data requests for CDHE and state legislative use, as needed.

Management of Fiscal Services

Responsible for managing the processes of general accounting, grants and contracts, cashiering, payroll, accounts payable, accounts receivable, and fixed assets accounting. Ensure reasonable accuracy and timeliness of transaction processing. Recommend fiscal policy and procedures promoting best business practices. Develop, implement, test, and monitor strong internal accounting controls. Provide for internal audits of cash controls and procurement card use. Implement new accounting or fiscally related systems, i.e. point of sale systems, fixed asset tracking systems, ERP modules, etc. as required. Monitor Fiscal Services department budget to ensure resources are effectively used and department stays within its annual budget.

Develop, modify, and monitor systems of internal control within the department and other departments as required to ensure accurate accounting data and safeguarding of assets. Ensure effective controls operate as proscribed including, but not limited to, written guidelines and procedures, segregation of duties, account reconciliations, and record retention. Monitor College compliance with required fiscal statutory regulations.

Review and authorize all payroll CHOP requests prior to submission to the system office. Ensure key reconciliations are prepared and reviewed monthly including: Banner to CORE, Banner Accounts Receivable to Banner General Ledger, Federal Direct Lending, and other reconciliations as required. Review and sign off on unusual transactions originating in the cashier's office, based on emails of daily transactions and provide backup to system controller on request. Review all student and other accounts prior to sending to collection for further action or for recommended write off.

Grants

Manage the process of grant/contract/sponsored program accounting from proposal to grant closeout including ensuring compliance with federal and/or state statutes and grant regulations and the grant award contract requirements. Ensure timely update to federal indirect rate proposal and all documentation for cost pools in accordance with 2 C.F.R. 200 and other applicable federal regulations. Liaise with Grants Accounting Manager, faculty, the CCD Foundation, and/or the Director of Grants related to developing grant proposals in ensuring timely review of proposed grant budgets prior to submission. Ensure the reasonable timeliness and accuracy of invoicing to grantors and good customer service resolving grantor questions. Represent the college, along with the grant PI and Grants Accounting Manager, in all grant monitoring and audit visits, provide documentation timely to auditors, and resolve outstanding questions.

Supervision and Training

Directly supervise the Assistant Controller, Accounting Specialist for Special Projects, Bursar, and Grants Accounting Manager. Hires, manages and trains staff; reviews and approves work; monitors and approves hours worked. Formulate and recommend solutions to accounting related issues encountered by staff; assign and delegate Fiscal Services work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures; develop and provide or ensure staff receive training related to accounting reports, processes and systems as well as annual ethics training. Ensure college wide department org owners and administrative officers have assistance and available training to interpret financial data and monitor their spending and budgets. Ensure department provides a high level of customer service to internal and external customers, focusing on continuous improvement.

Leadership and Customer Service

Demonstrate leadership qualities by instilling enthusiasm for professional goals, recognizing staff proficiencies and accomplishments; supporting the College mission, vision, commitments, core values and strategic priorities; coordinating the Department's involvement in college-wide activities and issues; and represent department and College at internal and external meetings. Identify and inform CFO/VP Administrative Services of potential fiscal compliance issues. Coordinate and provide information to system staff and CFO/VP Administrative Services as requested, research issues and provide recommended resolution, as appropriate.

Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's degree in Accounting from an accredited US college or university.

Experience:

The Colorado Community College System (CCCS) is hiring a Human Resources Specialist to join our System Office. In this role you'll be an authority in the State of Colorado Personnel System and, in particular, position classification and selection. Examples of Duties
• Managing classification and selection processes for State of Colorado Classified positions at assigned colleges and serving as a backup for other colleges as needed. This includes training selection committees; prioritizing, managing and administering exam activities; and ensuring validity and reliability of innovative selection processes that promote increased diversity of the workforce.
• Support colleges in maintaining compliance with State of Colorado personnel rules, technical guidance, and labor relations agreement articles applicable to classification, selection, and appointment of Classified employees.
• Coordinating with college HR offices and/or directly with hiring managers on classification and selection processes, keeping processes moving, and following up as needed with college staff in order to close out processes in a timely fashion.
• Generating and evaluating EEO reporting for positions to identify potential adverse impact and adjust selection processes, as appropriate, to address.
• Serving as a resource to the colleges within the system on labor relations and personnel rules for Classified positions.
Required Qualifications
• A bachelor's degree. An equivalent combination of education and/or experience may substitute year-for-year for the degree.
• Two years of experience with human resources functions that includes position management/classification and selection of employees within an organization. Experience with labor relations is a plus, but not a requirement for this position.
• Must be able to quickly obtain State of Colorado certification in selection, job evaluation, and personal services. Assistance, through on the job training and learning resources, will be provided to support this requirement.

Patrolling and Call Responses
Provide customer service by enthusiastically providing information and services.

Investigations and Reporting
Provide initial response to emergencies and incidents on campus and complete initial investigations to determine disposition. Conduct investigations of security matters on campus. Write complete, accurate and timely reports to record campus incidents and document investigations and maintains logs relating to activity on campus. This requires strong oral and written communication skills to include basic computer and typing proficiency. Originate and file written reports utilizing computer aided reporting systems, regarding activities and incidents occurring on College properties and information received from other sources pertaining to security or incidents on properties or within the community.
Properly report and track incidents on campus for the supervisor to include in the federally
mandated Clery reports. Work with law enforcement to preserve evidence in incidents that may be criminal in nature.

Enforcement
Control the flow of vehicle and pedestrian traffic on campus property. Enforce all College rules and regulations on College properties owned or leased as specified in Standard Operating Procedures. Challenge trespassers, loiterers, errant vehicle operators and all others who create a safety and security risk to students and staff and threaten the overall security and integrity of the physical assets and property of the College including violations of the student code of conduct. Temporarily detain and restrain individuals when there is an incident that may be criminal in nature and present an immediate threat to the safety or security of students or staff by means of baton techniques, locks, grips or holds, or restraining devices until law enforcement arrives. Respond to and assist in resolving conflicts and confrontations on campus. Assist with crowd control as needed. Issue campus parking tickets. Direct persons creating a disruption, safety or security risk, or those in unauthorized areas to leave campus, escort them off premises, or call law enforcement. Issue trespass notifications to those found in restricted areas as well as those who present a significant safety and security risk to the college.

Emergency Responses
Assist in evacuating faculty, staff, and students during emergencies. Must respond to emergencies and provide first aid/CPR/AED as needed. Serve as initial responder when dealing with emergency situations such as tornados, floods, bomb threats, lock downs, etc., following proper procedures for lock down, lock out, evacuate, and shelter. Issue Timely Warnings and Emergency Notifications during emergencies as appropriate. Respond and
manage all types of emergencies until the arrival of outside agencies. Maintain required certifications in emergency response areas as required by the College and federal
or state law or regulation.

Equipment Maintenance and Use
Exercise proper care and maintenance of all College owned or leased equipment including vehicles assigned to or utilized for duty. Maintain a high level of proficiency in the proper use of authorized protection tools (batons, hand cuffs, pepper spray, radio, etc.) Maintain in-depth knowledge and high level proficiency with campus safety and security systems.

applicable areas as determined by the College and state law.

Campus Security Authority
Campus Security Authorities are obligated by law to report crimes that pose an ongoing threat to the community immediately to the Police Department.

Minimum Qualifications:
Two years of work experience in security, campus safety or law enforcement as the primary function of the job. Application must clearly detail the extent of these qualifications. (Part-time experience will be pro-rated).

Substitutions:
Two Years of college, university or non-correspondence business school course work from an accredited institution in Law Enforcement or similar field may substitute for the experience on a year-to-year basis. Description of Job

This full-time, shift position is located in the Facilities Department - Housekeeping at Colorado Community College System. Primary duties and responsibilities include: clean and maintain campus facilities such as classrooms, restrooms, offices and all public areas. Pick up and remove trash from all internal areas and replace liners. Wipe down and clean classroom tables, counters and office desks. Clean white boards, clean and disinfect restroom floors, sinks, counters, mirrors, walls and partitions, toilets and urinals. Clean and shine all stainless steel including drinking fountains. Replenish paper towels, toilet paper, and soap in dispensers. Vacuum, sweep, wet mop or dry mop all public areas such as lounges, entrances, restrooms, corridors, stairs, offices, classrooms and laboratories; high and low dusting. Shampoo carpets, buff tile floors, strip and wax hard surface flooring; shampoo upholstery as scheduled. Clean light fixtures and light switch plates; wash windows and walls. Report maintenance problems; ensure security of assigned areas is maintained. Operate, clean and maintain housekeeping equipment such as floor scrubbers, carpet extractors and floor buffers. Operate campus vehicles for transporting cleaning equipment. Maintain external campus facilities 10' from buildings by assisting with snow removal and sweeping sidewalks and door entrance ways. Move furniture, boxes, equipment and other items as needed. Use specified chemicals or cleaning methods for different types of spills or needed clean-up. Utilize computer to check daily work orders, complete timesheets, leave requests, etc.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

Minimum Qualifications: Six months of recent custodial experience as the primary function of the job. Position requires a current, valid driver's license in order to drive a state vehicle on Saturdays from building to building with supplies. Must have excellent customer service skills in order to work with internal and external customers. Must be able to perform strenuous physical labor. Explain use and care of equipment used in detail on your application. Applicant must be willing to work different shifts (day and/or night), including holidays if necessary. In this role you’ll assist with the day to day and strategic systemwide operations of the HR department including supporting the Chief Human Resources Officer (CHRO) with reviewing and monitoring proposed legislation; labor management; and addressing matters... associated with the State of Colorado personnel system. The Colorado Community College System (CCCS) is hiring an Assistant Director of Human Resources Operations to join our System Office. In this role you’ll assist with the day to day and strategic systemwide operations of the HR department including supporting the Chief Human Resources Officer (CHRO) with reviewing and monitoring proposed legislation; labor management; and addressing matters... associated with the State of Colorado personnel system. You’ll also assist the CHRO with employee relations matters at colleges across the system and serves as a resource for HR staff at the colleges. This position supervises three employees.

Examples of Duties
• Serve as the project manager for functional systemwide HR initiatives where a subject matter expert does not currently exist in the HR office. Coordinate systemwide functional HR group meetings to support sharing of best practices and innovative strategies.
• Develop and administer programs, procedures, and plans used in carrying out human resources policies and continually look for opportunities to improve systemwide HR processes.
• Support employee engagement and retention efforts through the development and implementation of culture initiatives and career development opportunities (e.g., mentor programs, internship opportunities, leadership development, etc.).
• Support CHRO in the review of proposed State legislation to identify potential impacts and costs and strategies on proposing revisions or opposing legislation.
• Serve as the CCCS point of contact and subject matter expert for the State of Colorado/COWINS Labor Agreement and any future expansion of labor management within CCCS.
• Obtain State of Colorado Personal Services Certification and serve as a resource for the colleges for reviewing and approving personal services waivers and contracts.

Required Qualifications
• Bachelor’s degree in human resources management, business administration, psychology or closely related field. A combination of education and relevant experience, in addition to that required for the position, will substitute for the degree.
• At least two years of professional experience that includes a focus on professional development, HR operations, labor management, or HR project management. Experience must include working in a human resources office within a government or higher education institution.
