Position Description

One (1) Permanent-Exempt, Full-time (40 hours), Full-year (260 days) position.

Exempt employees are considered “at will” and serve at the discretion of the appointing officer.

This position is grant-funded and is funded on a yearly basis. Hours are flexible and subject to change after appointment dependent upon grant status.

Under general supervision, the Management Assistant performs professional-level administrative and/or management duties in a variety of functional areas, such as: office/operations management; budget development, administration and fiscal reporting; development and administration of contractual agreements and grants; and evaluation and development of management policies and procedures, including evaluation of impact of existing and proposed legislation.

Job Duties

1. Prepare comprehensive Workforce and Career Education grant fiscal reports.

2. Research and analyze all budget requests from funded programs and other data.

3. Monitor expenditures, funding availability and requisition status.

4. Facilitate necessary budget revisions and adjustments to serve changing needs and priorities of the department.

5. Serve as liaison between the Workforce Development Office, different CCSF programs, and the District Business Office to assist and direct departments on how to prepare and submit financial forms or statements related to Workforce and Career Education grants.

6. Create and manage an accounting database to comply with various State and Federal Report requirements.

7. Participate in project management for accountability.

8. Prepare agenda and other items as may be required for Board meetings.

9. Develop forms, gather data, and compose departmental correspondence related to the grant activity and compliance.

10. Assess departmental needs for services, equipment, materials and supplies.

11. Manage procurement, maintenance and repair of equipment and supplies, as well as all related billing transactions.

12. Provide technical assistance to department staff.

13. Respond to inquiries from departments regarding availability, access procedures, and other requirements related to Workforce and Career Education grant funds.

14. Train and oversee clerical staff.

15. Manage grant budget summaries and budget transfer forms, staff and faculty timesheets, faculty and classified assignment hiring forms, requisition for supplies and equipment, travel order and expense reimbursement, contracts for professional services, etc.

16. Perform other job-related duties as required.

Minimum Qualifications

1. Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND

2. One (1) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: Work experience with the District as a College Work Study student or Lab Aide (3591) Classification will not be considered or applied as qualifying experience.

Desirable Qualifications

1. Excellent communication skills, including experience with and commitment to customer service in diverse community.

2. A year of educational institution operations experience.

3. Experience working with budgets, and ability to analyze and interpret policies, procedures, and regulations.

4. Proficiency in using computers and familiarity with PC and Microsoft Office. Experience using word processing, spreadsheets, and databases.

Benefits

1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only ( STO ) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Position Description

Under the direction of the Program Director or designee, the 1844 Sr. Management Assistant for the Extended Opportunities Programs & Services ( EOPS ) performs difficult and complex professional level administrative and/or management duties. EOPS is a needs-based student support program that focuses on educational equity to support a diverse student population in reaching their educational goals, including but not limited to students that are first generation college students, student parents, foster youth, previously incarcerated, and those with academic barriers to success. Duties will include classified supervisory responsibilities, hiring and supervising student workers, office/operations management, front counter management, staff scheduling, provides advising services to EOPS students, and first contact for student resolution on student concerns. The incumbent will be responsible for managing MIS data, and submitting to State to secure EOPS / CARE funding; managing data on EOPS students – graduation degrees, completion, and transfer; other data management and analysis as required by categorical funds. In addition the incumbent will be responsible for disseminating, interpreting, enforcing existing policies and procedures, and implement changes in personnel policies; in federal, state, and local guidelines to ensure compliance with regulations due to changing federal, state, local guidelines and deadlines; review discrepancies, and errors in budget and expenditures, and reports received from the District Business Office.

Note: This position is designated supervisory and is not represented by a collective bargaining unit.

Job Duties

1. Participate, collaborate, evaluate and manage the development and implementation of programs, schedule of services, activities, goals, objectives, policies, and priorities for the EOPS and CARE program; implement and administer equitable, student-centered policies, practices and processes; maintain applications, intake documents, forms, and related policies and procedures. 2. Provide advice and assistance with the annual budget development; conduct studies as a basis for making recommendations on the departments, work plans, budget requests, review and analyze budget estimates; monitor and review program expenditures. 3. Provide assistance in the preparation of budget development/estimates and adhere to both District Business Office and EOPS procedures relating to Title 5. Perform detailed analysis of program budget development, expenditures and reporting. Provide assistance with categorical funding expenditures and district program budget. 4. Manage daily operations of the center including but not limited to staffing, scheduling, and tracking of student usage. Coordinate clerical & technical support activities such as data processing, and distributing reports. Point of contact to facilitate/resolve student issues which may arise in any of the areas of the office program. 5. Communicate effectively orally and in writing and establish and maintain cooperative working relationships with a wide variety of students, staff, faculty, administrators, and community members. Ability to receive and provide effective, critical feedback to improve delivery of service, programming and student outcomes. 6. Present on information regarding EOPS programs to a range of audiences both on campus and in the community. 7. Gather, compile, analyze data, and prepare reports using database programs, spreadsheets, and various word processing applications to conduct needs assessments, surveys, and evaluations reports; compile and analyze statistical data, prepare reports for program evaluation; input and review data; prepare special and periodic reports including fiscal reports, program plans, progress reports, and other narrative and statistical reports. 8. Designated as the CARE Coordinator responsible for collaborating with CalWORKs to determine student eligibility, setting up and attending workshops, coordinating the CARE advisory meeting, compiling student data, distributing services, and reporting program outcomes. 9. Alleviate supervisor of routine administrative matters by exercising critical thinking skills of considerable independent judgment decision making. 10. Supervising classified staff and student workers, including delegation of tasks, addressing urgent needs, and participating in staff review and growth. 11. Act as a liaison to various college departments and outside agencies involving the EOPS Program, (e.g. Business Office, Institutional Research, ITS , etc.) and share important information regarding the EOPS program. 12. Provide training and technical support, as well as prepare training material, procedures manual for the office, referencing state and college policies. 13. Manage MIS data and submission to the California Community College Chancellor’s Office for funding source. 14. Recommend solutions to efficiently resolve problems that may occur during the working day as it pertains to EOPS operations. 15. Actively participate in implementing new technology, updates procedures/training manual and evaluate outcomes. 16. Plan and execute EOPS student events and activities including CARE Advisory Meetings, EOPS Advisory Meetings, field trips, EOPS end-of-year events. 17. Other duties as assigned.

The Library Information Technology department is seeking engaging part-time faculty to teach in our online program. Our department serves a diverse group of students representing a wide range of skill levels and educational goals, including vocational certificates, associate degrees, and lower division requirements that lead to transfer to universities.

1. Teach online in one or more of the following areas, such as a course in library technology, cataloging and classification, online search strategies, library public services, technical processing, special libraries & information centers.

Selection Procedure/Conditions of Employment
