We seek a highly skilled and motivated Civil Engineer to join our team at the City of Aiken Engineering & Utilities Department. As a Civil Engineer, you will be responsible for designing, planning, and overseeing various... construction projects, ensuring their successful completion within budget and on schedule. The ideal candidate has a strong background in civil engineering principles and practices, excellent problem-solving abilities, and the ability to work effectively in a team-oriented environment.

Examples of Duties

· Oversees the routine operations and ongoing coordination of the division to facilitate open communication/a teamwork approach and timely response to a request from local citizens/key stakeholders, City Council, City Management, and the Engineering division staff per federal/state regulations and City codes/policies/procedures/design standards where applicable.

· Conducts feasibility studies and site investigations.

· Attends City Council meetings as needed.

· Plans, directs, and coordinates the public utility services provided for citizens; evaluates and identifies present and future community needs; formulates long and short-range public utility plans; meets with developers and citizens regarding new water and sewer services.

· Oversees the City's compliance with D.H.E.C.

· Responsible for planning, directing, and coordinating engineering and utility reviews of plans and service requests for all commercial and private developments.

· Develop and manage the implementation of the City water/sewer/stormwater utility infrastructure rehabilitation strategic plan.

· Supervises the drafting services of Engineering for other City departments and engineering projects; administers building and grading permits.

· Identifies and evaluates present/future budgetary needs, establishes priorities, formulates long/short-range plans, research, and develops new strategies.

· Serves as Department Head in the Director's absence.

Minimum Qualifications

· Bachelor's degree in Civil Engineering or related field from an accredited college or university. (Master's degree preferred)

· Registration as a Professional Engineer (P.E.) by the state of South Carolina.

· Proven experience as a Civil Engineer, with at least seven years of relevant work experience.
• Proficiency in civil engineering design software, such as AutoCAD, Civil 3D, or similar tools.

1. Construction Site Visits – The employee in this position travels throughout Aiken County to observe the building and/or maintenance projects of County roads. Having reviewed the plans for each project, the employee determines whether or not the work is being done according to plan. The employee will attempt to negotiate while onsite to resolve any potential problems. Those that cannot be resolved are referred to the Construction Manager or the County Engineer.

2. Stormwater Assessment – While at the Construction site, the employee will check the management of pollutants from the site to be certain all required measures are being taken to prevent discharge into the local water supply. Any problems are normally addressed and remediated at the site. Any unresolved issues are referred to the Stormwater Manager. Additionally, the employee may investigate citizen complaints regarding illicit pollutant discharge and attempt to resolve them. This involves taking water samples for laboratory testing.

3. Administrative Duties – The employee may be responsible for completing a variety of reports, including project paper work, citizen complaint reports, or other construction related paperwork.

4. Other Duties – The employee may be occasionally assigned other duties as deemed appropriate by the Stormwater Manager.

The employee in this position works with limited supervision while traveling onsite. The employee is expected to understand the federal, state and local regulations governing this work, and to work collaboratively in the field to ensure compliance.

REQUIRED EDUCATIONAL BACKGROUND AND JOB-RELATED EXPERIENCE:
Minimum Level of Job-Related Education:
AA in Construction, Environmental studies, or related field.

Minimum Amount of Job-Related Experience:
Two years in a similar environment; ability to read construction plans; knowledge of construction materials; knowledge of EPA guidelines.

Minimum Level of any Required Qualifications, Licenses, Certificates, Registrations, or any Relevant Knowledge, Job Skill or Equivalent Experience:
CEPSCI Certificate, or the ability to obtain it within 6 months from the date of employment.

Job Type: Full-time
