The Team You’ll Work With:
The NYC Mayor’s Office of Equity (MOE) was established in 2022 and serves as New York City government’s centralized equity office. Focusing on developing critical, equity-driven strategies across our diverse communities, MOE includes the Commission on Gender Equity (CGE), the Young Men’s Initiative (YMI), and the NYC Unity Project (UP) as well as multi-agency bodies like the Pay Equity Cabinet (PEC) and the Taskforce on Racial Inclusion & Equity (TRIE).

New York City voters passed three ballot measures in November 2022 to embed racial justice in the heart of City government. The Mayor’s Office of Equity is hiring several new staff to develop and lead the successful implementation of these ballot measures and help realize a vision of racial equity in New York City.

MOE’s staff develop innovative programs, policies, initiatives, and campaigns designed to measurably reduce disparities and promote Diversity, Equity, Inclusion & Accessibility (DEI&A). As a critical part of the mayor’s efforts to build a stronger and healthier city, MOE works across City agencies and external partners to effect meaningful change. Every MOE staffer plays an integral role in our unrelenting commitment to equity.

The Problems You’ll Solve:
As a Policy Analyst reporting to the Policy Director, you will be responsible for tracking the latest developments in policy, legislation, and advocacy around racial equity. The portfolio of work will cut across different issues and identities. The Policy Analyst will work with MOE staff, city agencies, and external stakeholders to lead, support, and advise on racial equity policies and programs. The office is undertaking significant transformation and growth, so you will play a key role in establishing new policies, procedures, and processes related to budget planning and management.

Responsibilities:

Research & Analysis
- Conducts research, gathers data, and collaborates with stakeholders to formulate policies that support MOE’s racial equity work.
- Prepares well-written memos that provide detailed analyses and recommendations on policy matters, including data analysis as appropriate.
- Tracks and analyzes the latest developments in racial equity policy, legislation, and advocacy at local, state, and national levels.
- Supports and manages development of annual legislative agenda.
- Develops areas of subject matter expertise, while maintaining a willingness to learn and lean into new subject areas as needed.

Project Management
- In coordination with appropriate city agencies and team members, assist in overseeing and monitoring projects and policy initiatives to ensure that goals and timelines are met.
- Ensures that concurrent research projects and other work are appropriately prioritized.
- Maintains a diverse portfolio of work that cuts across different subject areas.
- Supports emerging priorities as they arise.

Internal/External Stakeholder Relationships
- Builds strong relationships with key stakeholders, including city agency partners, local, statewide, and national racial justice advocates.
- Acts as a liaison with stakeholders and communicates on behalf of MOE when leading projects.

Interagency Coordination
- Coordinates and works collaboratively with city agencies on initiatives.
- Identifies and initiates outreach to relevant city agencies on key policy areas.
- Supports the interagency work of the Taskforce on Racial Inclusion and Equity (TRIE) and relevant equity agendas.

General Support
- Supports policy efforts across the MOE team, such as attending outreach events or reviewing external communications related to your areas of expertise.
- Other duties as needed.

About You:
- Bachelor’s degree in public policy, public administration, ethnic studies, or related field and at least two to three (2-3) years of work experience in the areas described above OR a high school diploma and at least five (5) years of professional experience in the areas described above.
- Familiarity with City government, inequities across New York City neighborhoods, New York City demographics, and issues around the criminal legal system and collateral consequences, language justice, accessibility, and/or pay equity is a plus.
- Strong knowledge of issues affecting BIPOC New Yorkers.
- Familiar with concepts of racial equity, intersectionality, structural racism, and marginalization.
- Strong writer and are comfortable working on both quick-turn and longer-term writing assignments.
- Strong ability to communicate effectively with colleagues and external partners in a cross-cultural, multidisciplinary environment.
- Excellent diplomatic and networking skills.
- Superior analytical, organizational, oral, and written communication skills.
- Ability to work both independently and as part of a team.
- Successfully manage multiple projects with different timelines and prioritize appropriately.

Salary:
The City of New York Office of the Mayor’s compensation package includes a market competitive salary and exceptional benefits. Our cash compensation range for this role is $65,000-$75,000. Final offers may vary from the amount listed based on candidate experience and expertise, and other factors.
