GENERAL PURPOSE

ESSENTIAL JOB FUNCTIONS

· Plans, implements and supervises new construction and major modernization projects;

· Has oversight of the capital budget,

· Helps coordinate and develop the educational program for all new facilities and modernizations;

· Meets with community associations, residents, attends City Council and School Board meetings as required;

· Oversees the development of standardized building specifications for all school facilities to include the building, classroom layout and functionality;

· Works with the project architect to design new facilities, additions and modernizations to ensure the school system standards and program objectives are met;

· Coordinates with the Department of Education the required paperwork as stipulated under the Code of Virginia and DOE regulations;

· Acts as a liaison between the project architect, city building officials and the fire department to ensure code compliance;

· Assists the project management staff in maintaining records and files of all construction documents and correspondence to include conversion to electronic storage on the system-wide LaserFiche;

· Provides oversight and guidance to the in-house project managers and construction inspectors with daily reporting requirements and communications with the general contractor and sub-contractors;

· Works with the project architect responsible for contract administration to ensure the specifications are being followed;

· Works with the general contractor and project architect to identify changes in the project due to changes in scope, omissions and unforeseen conditions, reviews and maintains the proper documentation, takes the appropriate action;

· Works with the project architect to review and recommend the disposition of all construction related pay requests;

· Monitors all construction projects to ensure timely completion within budget and constructed in accordance with the specifications;

· Works with the project architect to conduct all warranty inspections and to maintain an in-house warranty system;

· Develops cost estimates for projects for inclusion in the capital improvement plan;

· Attends pre-bid and pre-construction progress meetings for all projects.

EDUCATION AND EXPERIENCE

An undergraduate degree in a related field is required. In addition, a Masters degree in one of the major disciplines assigned to this department and/or equivalent work experience is preferred. The completion of the ALEP or other industry recognized program is also preferred. Prior experience at the middle to upper management level, including supervision of multiple employees with multiple disciplines, is highly recommended.

KNOWLEDGE, SKILLS, AND ABILITIES

Comprehensive knowledge of principles, practices and procedures used in the programming and construction of educational facilities. In addition, comprehensive knowledge of school planning and development procedures, practices and strategies. Both knowledge bases should be derived from actual work experiences with several years of managing new construction responsibilities. This position requires the ability to effectively organize the departmental workforce, communicate both in writing and orally with a multitude of school administrators, private sector contractors and business leaders, and develop and implement good management principles and procedures.

GENERAL PURPOSE:

This is a full-time, permanent position in a fast-paced environment. This position performs difficult technical work in the inspection of construction projects for specification compliance; does related work as required. Work is performed under regular supervision.

ESSENTIAL JOB FUNCTIONS:
• Assist Project Manager, conducting construction inspection duties to ensure compliance with plans... specifications and standards; coordinating construction activities between the school division and contractors; preparing and maintaining detailed records and files.
• Review and interpret construction plans and specifications.
• Reviews shop drawings and test results of materials.
• Inspect project construction sites for compliance with plans, specifications and shop drawings.
• Verify that contractor's work is completed in accordance with approved plans and specifications.
• Confer with project architects/engineers, project superintendents and Project Manager to discuss and resolve problems.
• Prepare project status reports and daily field inspection reports.
• Maintain construction records; reviews project architect’s field reports.
• Maintain construction samples; make observations of project progress and quality of work being performed.
• Keep Project Manager abreast of problems associated with projects.
• Review construction materials delivered to site for storage method, quality and compliance with specifications.
• Inspect construction during and after completion; assist with final acceptance inspections.
• Coordinate work with other agencies and departments as required.

MINIMUM QUALIFICATIONS:
• High school diploma or its equivalent, supplemented by extensive experience in construction work
• Minimum of 5 years’ commercial construction supervision preferred
• Computer proficiency is required, including Microsoft, Google, and Adobe products.
• Possession of an appropriate driver's license valid in the Commonwealth of Virginia.
• Possession of or ability to acquire appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board.
