JOB SUMMARY
• Develop a deep understanding of the relevant policy area(s), anticipate trends, and identify areas of potential growth for CSG services.
• Serve as the project lead for technical assistance initiatives and ensure timeliness and high quality of deliverables.
• Assist the program manager or director in the coordination of staff responsibilities and capacities.
• Monitor timelines, and deliverables to ensure that funder and project reporting requirements are met.
• Function as the point of contact for high level officials, partners, funders, state and local agencies and provide advice, guidance, resources, and connections to national experts and peers to facilitate system improvements.
• Foster new and maintain existing relationships and coordinate closely with external partners, such as funders, consultants, and state and local leaders to advance project goals.
• Support the strategic development of new and current technical assistance initiatives, including proposal development, funder and partner outreach and management, and the development and refinement of project descriptions, work-plans, and communication materials.
• Lead the development, writing, editing, and dissemination of research and technical assistance products and tools that highlight strategies, lessons learned, and examples from the field.
• Ensure that senior staff and, when applicable, CSG colleagues, consultants, and funders are aware of relevant project developments and that other work in the field is leveraged for the advancement of project goals.
• Promote coordination and collaboration among the policy team and other departments of CSG.
• Contribute to the development of CSG website content.

• Bachelor's degree in communications, journalism, public policy, political science, education, business administration or in a field of study related to specific policy focus; or equivalent combination of education and experience.
• Three years of technical assistance, project management, policy analysis, or operational experience in public policy or a related field.
• Demonstrated experience and knowledge of general state government public policy, policy issues and programming.
• In depth knowledge of the legislative process.
• Experience in relationship management
• Experience working with public officials.
• Experience working collaboratively with multiple partners.
• Experience with proposal development and grant writing.

COMPENSATION

CSG believes that pay equity and pay transparency advance workplace fairness. Compensation will be equitable and based on experience. The salary range for this position, based in Lexington, KY, is $60,000 to $70,000. This salary range is subject to change based on work location and market conditions.

JOB SUMMARY

The Director of Research will lead the CSG Center of Innovation state public policy research portfolio. The position will manage a team of research analysts who collect and analyze vast amounts of data; develop and conduct surveys of state policy makers; ; write research-based policy memos, briefs and reports; and produce publications and data visualizations for state officials. The Director of Research will work cross departmentally across CSG national headquarters with policy, membership, meetings, communications and teams. The Director of Research will help staff the executive director/CEO as requested.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Lead a highly skilled team that is focused on policy research and data science.
• Work collaboratively to support the public policy projects portfolio.
• Oversee the intake, research and communications with state policymakers who reach out to CSG with requests for research and policy analysis.
• Develop and implement a strategy for engaging with state policymakers through surveys targeted at better understanding CSG member needs and priorities.
• Develop and oversee a research agenda based on state policymaker priorities
• Oversee the implementation of the research agenda, including short-term policy analysis and research articles, and long-term research and data projects.
• Provide oversight of the CSG Book of the States. The Book of the States provides longitudinal data to state policymakers. The Director of Research will manage the staff that collects, analyzes and creates data visualizations based on Book of the States data.
• Manage grant-funded projects aimed at supporting states in evidence-based policymaking through convenings, technical assistance and publications.
• Oversee CSG work on state and intergovernmental fiscal public policy.
• Lead efforts to generate additional and/or new sources of funding for research and data science projects; manage research project budgets.
• Develop relationships with research partners on behalf of CSG.
• Represent COI research and projects externally to policymakers, members, stakeholders and funders.
• Stay abreast of emerging research pertinent to the public policy work of CSG, including access to research journals and participation or attendance at forums or other convenings.
• Motivate and maintain a high-performing team; work with leadership to recruit new staff as appropriate, assure effective training/development of current and new staff, manage staff workload and evaluate performance.
• Develop, administer and oversee multiple projects including a portfolio of diverse sets of funding streams and budgets.
• Provide CSG leadership with innovative high-level strategic guidance and planning to help achieve project objectives; ensure that projects take full advantage of all research resources.
• Maintain strong working relationships with the CSG leadership, staff and members while ensuring strong engagement in research efforts; integrate research methods and priorities into key Center of Innovation plans and decisions.
• Demonstrate a commitment to equity and inclusion.
• Oversee the ongoing training and evaluation of all research staff, ensuring core competency in all critical research functions, and productive contribution to the overall research strategy.
• Create opportunities for "knowledge transfer" to all staff, helping to increase the capacity and awareness of research methods and data-driven analytics across the entire organization.

• Demonstrated experience and knowledge of conducting policy relevant research.
• Experience managing staff and budgets, preferably in a nonprofit/government organization.
• Strong preference for experience with in at least one state or local government system as a practitioner, policymaker or agency leader.

JOB SUMMARY

The Finance Analyst, Accounts Receivable (AR) will be responsible for the financial processing of transactions for CSG and its affiliate organizations. This position will lead accounts receivable, while also having opportunity to support and develop skills in additional finance functions.

Working closely with the Finance Manager, the position will help ensure the organization's responsible stewardship of accurately recording revenue and expense. The successful candidate will have excellent organization and communication skills and a growing knowledge of general accounting processes and principles to support a diverse portfolio of projects. The Finance Analyst II will work collaboratively in a team environment, be an avid learner, and serve as a model of CSG values.

THE FINANCE ANALYST (AR) WILL:
• Provide CSG and external stakeholders with excellent customer service by delivering accurate and meaningful financial information, anticipating needs and offering solutions.
• Collaborate with the Finance team and other CSG departments to produce accurate and timely financial information that enhance senior leadership's ability to monitor, manage and communicate operational performance.
• Contribute to creating and fostering a professionally satisfying work culture.
• Support financial close cycles and help ensure CSG obtains an unqualified clean, independent Single Audit.
• Support an environment of continuous improvement for Finance and Accounting processes and a positive end-user experience. Collaborate and consult with colleagues throughout CSG to seamlessly deliver finance support and financial information that informs effective stewardship of resources to advance CSG mission.
• Respond to all inquiries, determining best course of action through independent judgement and decision-making.
• Maintain financial security and historical records by following internal accounting controls and scanning/filing accounting documents.
• Record journal entries and perform other projects as assigned.
• Responsible for recording and making daily decisions with processing of cash, checks, ACH's, wires and credit cards.
• Provide monthly financial reports internally to CSG and Affiliates and externally to CSG and Affiliate Leadership.
• Assist Accounts Payable (AP) with weekly accuracy checks and serve as back up to AP.
• Develop trainings for new hires on AR/finance processes and important dates.
