Implements the State's policies through development of a capital spending program that meets the statutory bonding cap, and executes and monitors that program through the State Bond Commission; and

Ensures compliance with applicable state laws, administrative policy, legislative intent and Judicial decisions as they relate to agency fiscal budgets; seeks efficiency and effectiveness of agency operations; undertakes in-depth analysis of agency current and future financial and programmatic needs and accomplishments.

In this role as a Budget Analyst Trainee, you will participate in a program where you will be trained to become a leading expert on the issues and departments within your section’s portfolio. The position will also directly support the section director with special projects, requests for analysis, team coordination, and other specific needs as necessary.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.

EXAMPLES OF DUTIES

This position performs a full range of financial analysis for state agencies or programs. Major duties include:

Performs technical financial analysis work, assisting a specialist of higher grade in administering the State financial program for a group of State agencies or programs;

Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.2. The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.3. Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.4. All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services.5. CTECS is the largest high school system in Connecticut, serving all geographic regions and all demographic and diverse populations. We currently operate 17 diploma-granting technical high schools, one technical education center and two aviation maintenance programs located throughout the state. The system serves approximately 11,200 full-time high school students. We offer a comprehensive high school and Career Technical Education in 31 occupational careers. Verifies check register and printouts from Central Payroll against worksheets and records;

Performs various clerical accounting functions such as calculating balances and posting charges to expenditure accounts;

Prepares supplemental payrolls such as longevity payments, vacation pay, promotional adjustments, etc.;

Calculates and processes retroactive payments, collective bargaining increases and annual increments;

Performs various clerical accounting functions such as calculating balances and posting charges to expenditure accounts;

Verifies provider checks issued by Office of State Comptroller against own records;

Verifies providers' bills in same manner;

Maintains various records and files for payroll data and forms;

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing a combination of a full range of basic professional and highly complex clerical work in accounting or financial examination work.

EXAMPLES OF DUTIES

Maintains an interrelated group of accounts including classifying and recording transactions, taking trial balances and reconciling accounts;

Prepares simple financial statements;

Assists in preparation of complex financial statements;

Examines financial documents to ensure accuracy and conformance with requirements by reviewing related records, provisions and/or regulations;

Maintains accounts receivable including preparing and processing billings, maintaining related accounts, managing accounts receivable, making and recording adjustments, cancellations or remissions and computing interest due and penalties;

One (1) year as a Pre-Professional Trainee in an accounting class may be substituted for the General Experience.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Children and Families, Correction and Mental Health and Addiction Services, in a community or inpatient setting, this class is accountable for providing consultation, program development and interdisciplinary cooperation with health care disciplines as well as providing ongoing psychotherapy.

GUIDELINES FOR JOB CLASS USE

Both the Advanced Nurse Practitioner (APRN) and the Psychiatric Advanced Practice Registered Nurse classes are responsible for assessment, diagnosis, treatment, and evaluation of mental illness such as depression, schizophrenia, bipolar disorder, anxiety, substance use disorders, etc. The distinction between this class and the APRN is the level of autonomy in decision making and providing a broad range of diagnostic and therapeutic services. The focus of this class is on the therapeutic milieu (assuring supports allow for the positive outcomes for patients) and ongoing application of psychotherapy services (individual, group and family).

EXAMPLES OF DUTIES

Assesses, plans and evaluates nursing process using a high level of expertise and clinical independence; provides health care to clients using increasingly complex methods of interaction such as group and family therapy; evaluates effectiveness of clinical care provided to clients; prescribes medication; consults with and/or leads members of interdisciplinary teams and community representatives to assess, plan, implement and evaluate health services; provides leadership in delivery of quality care; assists in establishment of criteria for monitoring of standards of direct client care; serves as professional role model for staff by demonstrating clinical expertise; provides clinical supervision of staff members for purpose of advancing knowledge in individual client relationships, direct care problems, group processes and family therapy; conveys new and existing knowledge in fields of health to nursing personnel, interdisciplinary team members and community groups; protects human and civil rights of clients and staff; initiates and supports research projects which are carried out in accordance with departmental guidelines; leads or co-leads psychotherapy or family therapy groups; teaches and supervises staff in provision of group therapy; provides clinical consultation regarding crisis intervention and mechanisms to prevent crisis situations; may identify problem areas related to nursing care and assist in collection of data; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of psychiatric nursing, treatment modalities and concepts of programs for individuals with mental health and/or substance use disorders; considerable knowledge of advanced nursing principles and treatments; considerable knowledge of dynamics of behavior at individual, family and group levels; knowledge of pharmacology as it relates to advanced nursing practice; knowledge of research methodology; considerable interpersonal skills; considerable oral and written communication skills; considerable clinical assessment and evaluation skills; ability to examine, diagnose, assess and treat patients; ability to interpret diagnostic tests; ability to prescribe appropriate medications and other treatments; ability to provide clinical instruction; ability to utilize computer software; administrative ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in psychiatric and/or mental health nursing AND two (2) years of experience as a professional nurse working with individuals with mental health and/or substance use disorders.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. A Master's or higher degree in nursing outside the psychiatric and mental health field with a minimum of twenty-four (24) graduate or postgraduate level academic hours in psychiatric and mental health theory and supervised clinical training in two psychotherapeutic treatment modalities may be substituted for the Master's degree requirement of the General Experience.

2. A Bachelor’s or higher degree in Nursing and certification by the American Nurses Credentialing Center (ANCC) in Psychiatric-Mental Health (PMH) as a Psychiatric-Mental Health Clinical Nurse Specialist (PMHCNS-BC) or Psychiatric-Mental Health Nurse Practitioner (PMHNP-BC) may be substituted for a Master’s in psychiatric and/or mental health nursing.

3. Individuals who have obtained a Master’s or higher degree in nursing on or before December 31, 2004 and have two (2) years of experience as an Advanced Nurse Practitioner working with individuals with mental health and/or substance use disorders, need not meet the educational requirements defined in the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a current license as an Advanced Practice Registered Nurse issued by the Department of Public Health.

2. Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).

3. Incumbents in this class may be required to travel.

4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.

Promotional Opportunity: Upon successful completion of the one year training program, the incumbent will be promoted by reclassification to the target classification of Design Engineer 1 (Electrical). In the Department of Developmental Services, at a Regional Office or in the Central Office this class is accountable for directing a program which provides services to individuals with intellectual disabilities and related conditions and their families.

EXAMPLES OF DUTIES

Incumbent will be a DS Program Manager for Incident Reporting Management and will supervise a Health Program Assistant.

The incumbent will oversee the coordinated efforts across various DDS systems and functional groups.

The incumbent will monitor the DDS incident reporting systems and will assess timeliness and completion level of the DDS response to incidents, critical incidents, mortality events, and abuse and neglect.

The incumbent will not have authority over these areas, but rather will coordinate with the process owners, such as regional staff who manage investigations, to ensure the coordination and completeness of response.

College training in education, psychology, rehabilitative therapy, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

A Master’s degree in education, psychology, rehabilitation therapy, social work or a closely related field may be substituted for one (1) additional year of the General Experience.

For state employees four (4) years of experience as a Developmental Services Residential Program Supervisor 1 may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

Experience overseeing incident management or abuse and neglect investigations and follow-up activities.

Experience using data to manage and evaluate the work of a program, project or unit.

Experience conducting effective quality improvement activities of a program, project or unit.

Experience coordinating complex cases with multiple entities, such as individuals, family members, case managers, providers, local law enforcement, other federal, state or municipal agencies.

Experience in Microsoft Office apps (Outlook, Word, Excel, etc).
