GENERAL DESCRIPTION:
Performs responsible, under direct supervision, skilled, and technical work in the maintenance and repair of equipment in the County-owned Triangle Wastewater Treatment Plant, associated wastewater collection system, associated reuse water system, and potable well water system.
The TWWTP is rated for an average daily flow of 12 million gallons per day and is specifically designed to meet future nutrient load requirements for the Jordan Lake nutrient management strategy. The TWWTP serves the southeast portion of Durham County inside and outside the Durham City limits and serves the Research Triangle Park within Durham County. The collection and treatment of domestic sewage and wastewater is vital to public health and clean water. It is among the most important factors responsible for the general level of good health enjoyed in the United States.
This position is subject to work on-call and after normal work hours to provide continual coverage of the wastewater treatment plant.

DUTIES AND RESPONSIBILITIES:
Work includes, but is not limited to:
• Performs preventative, and reactive maintenance on equipment such as pumps, valves, motors, compressors, sensors, telemetry equipment, ultraviolet light disinfection equipment, flow meters, and generators.
• Maintains work orders, equipment logs and other documentation.
• Maintains a safe workplace.
• Assists in monitoring pump stations.
• Assists on sewer line spills.
• Performs various electrical, mechanical, plumbing, and painting tasks as needed.

KNOWLEDGE, SKILLS AND ABILITIES:

This position will assist Community Paramedics, Case Managers, Substance Use Disorder Counselors or Mental Health staff with getting the client connected to community resources to ensure continuity of care for their identified needs.

Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary

• Respond to dispatched overdose calls in Durham County while on duty and provide harm reduction resources real-time.
• Conduct client outreach and follow-up with the clients in the community.
• Meet with cleints regularly to provide one on one counsleig and support.
• Provide individualized harm reduction education and efforts to participants on overdose prevention, use of naloxone, Hepatitis C Virus, STI and HIV risk reduction and safer drug use.
• Arrange medical appointments, monitor client behavior, schedule pro-social activities, and provide client transportation.
• Conduct follow-up visits to individuals who have experienced an overdose.
• Train individuals on local overdose reversal protocol, offer harm reduction resources, and care options.
• Assist clients with self-determination and decision-making.
• Model recovery values, attitude, beliefs, and personal action to encourage wellness.
• Teach and promote self-advocacy and empower clients to use their legal rights.
• Provide linkage to community resources.
• Participate in team meetings and in-person training sessions on best practices in harm reduction and complete ongoing training to maintain certification compliance.

• Interact with all public service agencies including EMS, Fire, and Law Enforcement.

• Knowledge of the signs and symptoms of mental illness (i.e. auditory and visual hallucinations, aggressive talk and behavior, thoughts of self-harm or harm towards others, isolation) and the ability to assist the client to address symptoms using strategies such as positive self-talk.
• Knowledge and skill sufficient to use community resources necessary for independent living and ability to teach those skills to other individuals with severe mental illness.
• Excellent communication skills in writing and in oral form with the ability to interact with internal and external partners/resources.
• Ability to share lived experience to support, encourage and enhance a beneficiary’s treatment and recovery.
• Ability to work as a team, accept constructive criticism, and provide input and work autonomously and independently with little direct supervision.
• Ability to create, implement, and execute individualized care plans related directly to an individual’s recovery.

General Description
The primary purpose of this position is to serve as administrative support to all Department of Public Health employees as it relates to human resources, payroll, and administration. This position is the liaison to both the county Human Resource department and Payroll departments. The Senior Administrative Assistant will ensure consistency, responsibility, and timeliness to meet deadlines for the department with work that includes Human Resources, Payroll, and general department functions. The administrative unit oversees the SAP payroll functions and ensures proper handling of human resource documents and employee accreditation files while following county policies/procedures and guidelines.
Duties And Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
• Responsible for assisting all Public Health staff with answering and routing questions to Durham County Human Resources.
• Distributes and reviews HR documentation. Prepares vacancy reports for the Board of Health.
• Processes onboarding/offboarding documentation. Custodian of departmental documents for any HR related paperwork.
• Maintains good working relationships with officials, managers, supervisors, and employees and the public by providing professional customer service internally/externally.
• Independently prepare complex documentation, reports, charts, and spreadsheets as required. Maintain databases for personnel documentation, anniversaries, and trainings.
• Processes and maintains monthly Medicaid reports to account for employees’ hours.
• Maintains, prepares, and disseminates phone directories, organization charts, and preparedness lists. System administrator for assigning, set-up, and retrieving county ID badges, printer cards, and DCo Learning Management System access.
• Applies electronic payments to county employee insurance for processing, using current program databases and NCIC.
• Prepares for departmental meetings: creating sign in sheets, documents, agendas, and maintaining databases as needed. Ensures documentation is filed electronically for accreditation purposes.
• Trains supervisors/division directors in use of workforce development tools. Ensures training requirements are up to date annually.
• Presents at quarterly staff meetings or supervisor meetings when requested.
• Provides support and assistance in the development and implementation of departmental policies related to administration.
• Routinely audits work to ensure accreditation compliance.
• Participates in special projects as requested. Assists managers and division directors with budget process as needed.
• Responsible for managing the payroll for the entire department. Analyzes payroll biweekly to ensure accuracy. Assists staff with technical payroll related issues using SAP. Assists managers in making timesheet changes in the event of absences, leave, or special circumstances. Ensures payroll is processed on time. Interprets and explains county and departmental policies and procedures to staff as needed. Oversees departmental overtime agreement files to ensure staff are entering hours correctly. Performs payroll calculations to determine hours, salaries, and special circumstances for payroll issues. Advises staff about deadlines, direct deposit, W2’s. Compiles data for supervisors.
• Performs other duties as assigned.

Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in business or public administration or a related field and two years of responsible administrative experience; or master’s degree in business or public administration or a related field.

• Hepatitis B vaccination/immunity – only required for DCoDPH employees with potential Bloodborne Pathogen (BBP) exposures.
Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.
Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
