The Regulatory Initiative has the mission to oversee the design and implementation of customer-centric solution in response to new requirements resulting from new regulations. The team’s mission is to be customer-first and ensure any changes to our product or communications are delivering the best possible experience for the customer.
The team works cross-functionally with many teams in the organization (markets, legal, tax, product, marketing, GCX etc) to ensure successful design and delivery of regulatory-driven changes with a customer focus in mind. We aspire to not only deliver against new requirements with the least customer friction, but where possible, to solve long-standing customer problems.
We are looking for a Head of Program Management who:
• Is strategic and can see the big picture to drive decisions and trade-offs across different areas
• Is comfortable diving into details when needed to understand where there may be blockers and help teams come up with solutions
• Is comfortable working in a cross-functional environment and can get results through influencing
• Has a customer first approach
• Has a collaborative working style
• Has an analytical mindset
KEY RESPONSIBILITIES
• Be the Program lead for a set of regulations across North America and other geographies
• Work with tax/legal/GR teams to understand the impact of the new regulations and how these translate into new requirements
• Work with analytics to understand business impact
• Develop in collaboration with these teams’ risk-based options that take both company risk and customer impact into account and provide recommendations to leadership
• Own the Business Requirements document for these projects and work collaboratively with Product counterparts to ensure solutions are scoped, designed and implemented
• Own the relationship with all impacted BUs (e.g. markets, Exports team, etc.) to ensure key partner feedback is obtained and solutions are signed-off and work with the respective leaders on a regular basis
• Own the relationship with the North America BU for new Regulatory projects
• Coordinate with the PMOs of each workstream involved (e.g. Product, Tax, GCX)
• For large regulations, organize and run regular Steering Committees to drive decision making
EXPERIENCE
Potential candidates will have had project management experience or consulting experience. Experience working in an international organization on large-scale projects influencing partners across a range of functions is a plus.
• Ability to manage delivery in a fast-changing, multi-national cross-functional business.
• Project or program management experience
• Experience communicating complex topics to senior audiences and driving decision making
• Experiences leading cross-functional teams and achieving results through collaboration and influencing
• Energetic, flexible, and comfortable with dealing through ambiguity in a trust-based, human way.
• Excellent written and verbal communication skills.
• Strong attention to detail

$144,000 - $216,150
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. Responsibilities:
• Performance Management: Oversee the redesign and optimization of performance management processes, using Workday and other technology platforms. This will include a focus on goal setting, feedback, individual development and alignment to rewards and promotions.
• Talent Reviews: Refresh and simplify talent review processes to create a consistent, objective and easy-to-use approach that objectively identifies top talent and provides a view of eBays’ top talent to the executive team and Board.
• Succession Planning: Linked to talent review, uplevel the approach to succession planning to support executive and non-executive talent planning.
• High-potential Talent: Evolve standard processes for tracking, promoting and moving talent, especially high-potential and leadership
• Internal Mobility: Own the process for internal mobility and partner with Talent Acquisition to drive internal mobility, ensure high-potential talent is prioritized for critical positions and internal career growth opportunities are available to support retention of talent.
• Retention: Work closely with the Talent Development, Rewards, People Experience and DEI teams to create and optimize retention plans to help engage eBay talent for the long term. This will include building career paths, working with leadership program participants, internal mobility and employee experience initiatives.
• People Leadership: Lead a small team, with additional indirect program support. Cultivate close partnerships with People Business Partners, business leaders and People team leaders.
• Assessments: Partner with Talent Development to enhance and embed a behavioral framework across assessments, talent review, performance management, succession planning and promotion processes.
• Insights & impact: Work with People data teams to determine appropriate talent metrics to measure progress and impact of programs; Own the design and sharing of insights to executives and across the company.
• Technology innovation: recommend and help implement appropriate technology solutions to optimize talent management processes.
• Strategic Program leadership: Propose, plan and lead programs end-to-end; build clear program vision, plan, timeline, partner maps, communications plan and enablement of cross-functional partners.

What We're Looking For

About The Opportunity
eBay is one of the largest online marketplaces for Trading Cards, and offers a wide selection across Sports Trading Cards, Collectible Card Games including Magic the Gathering and Pokemon, and Non-Sport Trading Cards including Star Trek, Garbage Pail Kids, and more. We are looking to hire a Director/General Manager of Trading Cards to lead the category and support the launch of new innovation, technology, and partnerships.
The Director/GM of Trading Cards will be both a strategic and operational leader responsible for driving category growth through owning the end-to-end customer experience. This includes optimizing marketing and onsite merchandising, attracting and retaining key inventory, and developing integrated solutions and services for our customers. This role will own the category P&L responsible for setting the annual operating plan and leading the direct and cross-functional teams including both day-to-day operations and strategic initiatives. Responsibilities
• Responsible for helping to set the strategy and vision for the Trading Cards Category including the annual operating & financial plan defining the KPI’s for success centered on CSAT and GMV to be shared with the Executive Leadership Team.
• Development of a detailed operating plan to execute day-to-day with success, leading the direct and broader cross-functional teams through tactical execution
• Selection Strategy - Responsible for building an assortment plan optimizing against pricing, promotions, selection goals, while improving discoverability and search ability through merchandising and marketing to optimize GMV and Buyer Satisfaction, while monitoring competitors in a fast-paced environment
• Seller Support – develop strong relationships with strategic sellers necessary to source inventory through setting seller success plans to support account growth as well as recruit new sellers to the platform
• Product - Partner closely with the product team to design and launch innovative features supporting the trading cards business, including development of BRD’s, feature ideation and research validation necessary to deliver a best-in-class experience

We are looking to hire a Director/General Manager of Trading Cards to lead the category and support the launch of new innovation, technology, and partnerships.
The Director/GM of Trading Cards will be both a strategic and operational leader responsible for driving category growth through owning the end-to-end customer experience. This includes optimizing marketing and onsite merchandising, attracting and retaining key inventory, and developing integrated solutions and services for our customers. This role will own the category P&L responsible for setting the annual operating plan and leading the direct and cross-functional teams including both day-to-day operations and strategic initiatives. The ideal candidate is a strategic thinker and seasoned operator who understands the dynamics of two-sided marketplaces, operates with strong accountability, collaborates well with cross-functional partners, and always considers the needs of our customers.
This role will be located in San Jose.
Responsibilities
• Responsible for helping to set the strategy and vision for the Trading Cards Category including the annual operating & financial plan defining the KPI’s for success centered on CSAT and GMV to be shared with the Executive Leadership Team.
• Development of a detailed operating plan to execute day-to-day with success, leading the direct and broader cross-functional teams through tactical execution
• Selection Strategy - Responsible for building an assortment plan optimizing against pricing, promotions, selection goals, while improving discoverability and search ability through merchandising and marketing to optimize GMV and Buyer Satisfaction, while monitoring competitors in a fast-paced environment
• Seller Support – develop strong relationships with strategic sellers necessary to source inventory through setting seller success plans to support account growth as well as recruit new sellers to the platform
• Product - Partner closely with the product team to design and launch innovative features supporting the trading cards business, including development of BRD’s, feature ideation and research validation necessary to deliver a best-in-class experience
• Marketing - Partner closely with the marketing, site merchandising, PR, and social teams to design impactful marketing campaigns both onsite and offsite that drive consideration, traffic, and conversion for the category while building brand
• Be the voice to the Trading Cards category and bring excitement to our internal and external communities
Qualifications
• Passion for operating ecommerce businesses and/or two-sided marketplaces
• Experience in and passion for the Trading Cards category
• Knowledge of key players and dynamics in Trading Cards and Collectibles markets
• Excitement to engage with customers directly, and a strong desire to help eBay win!
• Track record of success defining clear strategies, implementing operating plans, and leading teams
• Highly analytical with the ability to build out annual forecast and detailed planning
• A Strong cross-functional partner with experience leading large teams through influence
• Executive level verbal and written communication skills, including the ability to tell a compelling story backed by data
• High degree of ownership, strong project management skills, and commitment to results

Job Description
• Work closely across multiple business teams at eBay providing legal advice with respect to NFTs, blockchain and other Web3 matters.
• Keep up-to-date on regulatory and policy developments involving blockchain and digital assets generally; advise on country-specific regulatory requirements, including strategic and legal advice for new products or features.
• Work with other members of the eBay Legal team to manage all regulatory matters (e.g. permits, licenses, registrations) involving Web3 products, and to adapt any required company policies and procedures to ensure compliance with local rules and regulations with respect to Web3 products.
• Independently coordinate with functional team members, including Tax, Finance, Privacy, Information Security, IP, and other internal teams regarding Web3, NFTs and cryptoassets.
• Become deeply integrated with business partners, understanding their needs and helping to find creative legal solutions to achieve business objectives
Skills/Requirements
• JD or equivalent from an ABA accredited law school
• Bar membership in at least one State
• A minimum of 10-12+ years of legal experience
• Significant legal experience with all areas of law most relevant to NFTs, cryptoassets, Web3 and the blockchain, including cryptoasset regulations, financial/payments regulation, securities regulation, IP law and AML
• Passion for Web3 technology, NFTs and cryptoassets
• Comfortable with ambiguity and a fast-paced culture, and a practical, solutions-oriented focus to solving legal challenges

The pay range for this position at commencement of employment in California, Washington, or New York City is expected in the range below.
$149,200 - $234,850
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

Sr. Manager, Technical Product/ Program, Motors
The successful candidate for this role will enjoy end to end product development, from creating strategy through completing execution on deliverables. You will be fluent in translating cases into prioritized and scope-able requirements for engineers, and in setting standards, mechanisms, and processes for how the company works to deliver complex scalable distributed systems at a global scale.
Will enjoy building strong working relationships with diverse internal and external partners at different operating levels - business managers, engineers and product managers, and third-party partners. Should be comfortable creating and communicating customer problems for which we are solving, developing PRDs, and crafting execution plans, achievements/timelines for both a technical and non-technical audience/partner group for various forums and on different platforms.
You will participate in the software engineering planning process, provide necessary tools, create business processes, and provide technical training to the key partners through applying the JIRA/WiKi for project and resource management. In addition, you will enable creation of various critical metric Scorecards, and Dashboards to the senior leadership and across the organization, and ensure measurable achievements, metrics, and critical metrics are defined, tracked, and aligned to company goals and objectives.

Requirements
• CS degree preferred, experience as a TPM can substitute technical degree for other degrees; MBA is a plus
• Comfortable driving / leading product development and program management with geographically dispersed partners and collaborators on a global scale; Team spirit with a sense of "extreme ownership" for the programs the TPM is leading is required
