Responsibilities:

+ Provides functional management and supervision of the Import Export function supporting a business group within Ordnance Systems (OSI) business unit.

+ Acts as an empowered official and demonstrates a high level of expertise with US export and import laws including the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).

+ Under direction from leadership, provides strategy, planning, and execution for export/import plans related to market creation, bids, proposals, contracts, operations, procurement, security, communications, and related functions.

+ Reviews, approves, and manages Department of State export agreements including Technical Assistance Agreements, Manufacturing License Agreements, and Distribution Agreements.

+ Reviews, approves, and manages export and import licenses and permits obtained from the Department of State, Department of Commerce, and ATF, and provides oversight for AES filings with Census Bureau.

+ Reviews, approves, and oversees compliance related to legal reporting and notifications, export classification, and the certification and use of license exemptions and exceptions for a business group.

+ Ensures compliance with record keeping and data management legal requirements.

+ Manages trade compliance practices related to document review, public release processes, review of international purchase orders and hardware shipments, foreign visits, and international travel requests for a business group.

+ Assists with internal investigations under direction of the SED and assists with the preparation of disclosures.

+ Supports implementation of export awareness training and specialized functional training across the BU.

+ Supports creation and management of processes, procedures, and work instructions under the direction of the SED.

• Collaborates with partners across campus to conduct monitoring and evaluation of export compliance processes.
• Performs regular assessments of export control compliance function identifies and researches potential export compliance risks, gaps, and violations.
• Recommends and implements prompt risk mitigation and resolution activities as applicable; and works with external counsel and General Counsel on any investigations of non-compliance.
• Recommends appropriate action to senior management, including remedial activity for issues of non-compliance identified.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:
• A bachelor's degree and three years of professional level export control compliance or related experience, OR an equivalent combination of education, training, and experience.
• Experience implementing an export control program in a major university or corporate environment and experience in academic research, research administration and compliance is highly desired.
• An advanced degree (e.g., MBA, JD) and/or export control certification is preferred.

A Day in the Life

As the Trade Product Classification Analyst, you will manage the day-to-day execution of Medtronic's global Harmonized Schedule (HS) Classifications, select local HTS Classifications and ECCN Classifications. JOB PURPOSE:

The Director will oversee UW policy, management, and education for the following programs: Conflict of Interest/Conflict of Commitment (COI/COC), Export Control, Undue Foreign Influence, and Unmanned Aerial Vehicles (UAVs or drones).

JOB DESCRIPTION:

The position of Director of Conflict of Interest/Export Control/Foreign Influence will report to Vice President for Research in the Office of Research and Economic Development, or their designee, at the University of Wyoming. The Director will lead and develop the implementation of the newly expanded Conflict of Interest/Conflict of Commitment (COI/COC) Program; monitor COI/COC disclosures and assist in developing management plans and ensure compliance with federal COI regulations. Serve as Export Control Officer; perform all Institutional Export Control related duties including denied party screening and development of Technology Control Plans. Manage and mitigate Undue Foreign Influence risks through enhanced disclosure processes and education. Develop & deliver university wide education on COI/COC, Export Control, and Undue Foreign Influence. Oversee the policy, management, and usage of Unmanned Aerial Vehicles (UAVs or drones). Create webpage content for COI/COC/Export Control/Foreign Influence/UAVs. Establish or update institutional policies in these areas to align with federal and state guidelines.

MINIMUM QUALIFICATIONS:

Bachelor of Science degree in engineering, biological science or physical science with at least 3 years of demonstrated relevant professional work experience in the areas of conflict of interest, export control, foreign influence, and UAVs or a Master of Science degree in engineering, biological science or physical science.

Knowledge of relevant federal Conflict of Interest and Conflict of Commitment regulations

Knowledge of COI and COC best practices

Knowledge of best practices in managing Undue Foreign Influence in an academic setting

Knowledge of federal export control regulations: International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC), and when to apply the fundamental research exclusion

Experience assisting researchers with Technology Control Plans

Experience developing COI management plans

DESIRED QUALIFICATIONS:

PhD in engineering, biological science or physical science and demonstrated experience working at an institution of higher education, or a Juris Doctorate and demonstrated experience working at an institution of higher education. Prefer demonstrated relevant professional work experience in the areas of conflict of interest, export control, foreign influence and UAVs.

Experience with Visual Compliance software

Educational development and delivery to campus in the areas of COI/Export Control/Undue Foreign Influence/UAVs

Experience with electronic research administration systems

Excellent written and verbal communication skills

Conflict Resolution skills

The Export Control Officer will have primary responsibility over the Actalent and Allegis export control compliance program. This program supports staffing and services client engagements with controlled work performed on and off-site.

The Export Control Officer (ECO) will execute and manage Actalent’s export control compliance program. The ECO will lead in providing technical oversight for the managing, implementing, and promoting of export control requirements. The role will partner closely with key business partners and stakeholders to understand client and regulatory requirements and will ensure Actalent can support proposed controlled work. This position will review contracts, Statements of Work (SOWs), Request for Proposal (RFPs) and other documents and engage in client discussions to define export control requirements and Actalent’s responsibilities in compliantly performing and delivering work. The ECO will promote general export control awareness and will actively work with teams engaged in controlled work.

The ECO will review international export control language as necessary and support and implement compliance activities.

The ECO must be knowledgeable of and stay current on federal rule changes that impact International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), and other governmental regulations related to Controlled Unclassified Information (CUI).

The position also partners with other operating companies and Allegis to maintain enterprise export control compliance.

Responsibilities

Essential Functions:
• Collaborate with cross-functional team members including information security, privacy, finance, business development, contracts, and other compliance functions to manage an effective trade compliance program.
• Provide subject matter expertise as a trusted adviser to enable the business while maintaining compliance.
• Assist with the verification of citizenship to control deemed exports.
• Maintain the Actalent Technology Control Plan (TCP) and enforce relevant policies at local offices.Conduct compliance audits defined in the TCP.
• Develop and deliver ITAR/EAR compliance related training materials ad hoc and through the learning management system.
• Review proposals and contracts to identify export control requirements and assess ability to comply.
• Assess technology, software, systems, and technical data within controlled workspaces to ensure compliance.
• Determine any licensing requirements from the Department of State’s Directorate of Defense Trade Controls, Department of Commerce’s Bureau of Industry and Security, or other government agencies and assist in drafting license applications.
• Guide business stakeholders in maintaining export control records.
• Inform company leadership of relevant export control activities or changes.
• Partner with business development and practice teams when pursuing opportunities.
• Develop and implement procedures to effectively manage export control activities.
• Review proposed contract language and suggest revisions as needed to protect company interests.
• Conduct assessments of project specific requirements to ensure proper export control compliance is implemented as required.
• Identify ITAR and EAR exemptions and exceptions when necessary.
• Serve as Empowered Official responsible for applying for and maintaining applicable export licenses from the Department of State.

Qualifications

Minimum Education and/or Experience:
• Bachelor’s degree
• Must be a US Citizen
• 3+ years of Export Controls experience, including knowledge of the Export Administration Regulations (“EAR”) and International Traffic in Arms Regulation (“ITAR”); Office of Foreign Assets Control (OFAC)
• 3+ year of government contracting experience, with knowledge of government contracting regulations (i.e., FAR/DFAR) and government contract compliance preferred
