This vacancy is for a Lead Program Manager (ARPA Workforce) (Public Notice Flyer) in the Economic Development Administration within the Department of Commerce.

Duties:
As a Lead Program Manager (ARPA Workforce) (Public Notice Flyer), you will perform the following duties:
• ARPA Program Implementation: Oversee the implementation of the specific ARP program(s), including but not limited to:
• Working closely with the EDA outreach team to create a strategy and system to build awareness, educate and provide technical assistance to potential applicants, particularly those from underserved communities.
• Developing and implementing a grant review and award process to review and evaluate applications and select and announce awardees in a transparent, consistent manner;
• Grant Management and Oversight: Implement and oversee the grant review process to review and evaluate applications and select the best awardees in a transparent, consistent manner. Activities include, but are not limited to:
• Documenting processes and decisions
• Ensuring all funds are distributed
• Team Management: Oversee and manage a team of approximately 3 direct reports to effectively implement EDA's ARP program.
• Be able to effectively work with and assign tasks to direct and indirect reports.
• Be able to effectively work with cross-functional teams and deliver results.
• Outreach and Communications: Work closely with the outreach and communications team to develop and implement a strategy for the ARP program. This includes but is not limited to:
• Ensure outreach and communications is designed to reach historically underserved populations, entities and communities.
• Technical Assistance: Work closely with applicants and grantee organizations to provide technical assistance for the ARP program, including but not limited to:
• Providing guidance to applicants, especially first-time applicants, through webinars, etc.
• Providing forums to meet with applicants and other materials to ensure applications are complete and accurate
• Measurement and Evaluation: Develop and implement systems and processes to measure and evaluate the effectiveness of the ARP program. This includes but is not limited to:
• Developing metrics to track and monitor the effectiveness of the ARP program
• Developing and putting in place a process to collect the key data and metrics to evaluate effectiveness of the ARP program
• Financial Management and Budget: Oversee the finances and budget for the ARPA programs and ensure the program stays within budget and has sufficient resources to be effectively carried out.
• Risk management and Compliance: Develop, implement and oversee the risk management and compliance functions for the ARP program to reduce risk, mitigate fraud, waste and abuse and ensure compliance with appropriate regulations and laws.
