Tax Schedule Implementation is a division within the Business Services and Support organization responsible for oversight of the implementation of annual legislative changes for all tax schedules, with a focus on tax season readiness, external business relationship management, and efficient tax season processing. This includes responsibility for the administration of the agency’s eFile and substitute tax form programs.
Tax Schedule Implementation is seeking an individual to fill the eFile and Software Provider Support Manager position. The primary purpose of this position is to plan, organize, support, implement and maintain systems, applications, procedures, and policies of the eFile and Software Provider Support (SPS) Units. This includes managing the overall operational responsibilities, including testing, of all systems, applications, and resources related to the MeF, EDI, eNC3, and eNC5Q systems and the agency’s substitute tax forms reproduced by external parties.
This position reports to the Associate Director of Tax Schedule Implementation and directly supervises two-unit supervisors.
Job responsibilities include, but are not limited to:
• Serving as a Subject Matter Expert (SME) and Business lead, work with external contractors, NCDOR IT, and other NCDOR business divisions to ensure all systems and applications are updated for the annual testing and filing season. This responsibility includes, but is not limited to the following:
• Review Service Design Packages (SDPs) and provide input and approval for documents
• Review schemas, business rules, file layouts and form specifications and other resource documents
• Ensure standards that are set forth by the Internal Revenue Service and Federation of Tax Administrators eStandards are monitored and analyzed for updates and impacts to NCDOR systems
• Provide management support and oversight of the unit’s operational responsibilities, including, but not limited to the following responsibilties:
• Manage Modernized eFile (MEF) testing efforts, including matrixed employees, to ensure quality testing is conducted in a manner that meets target dates and minimizes post-production defects
• Confirm that all software providers that support electronic filing and the reproduction of the agency’s substitute tax forms are certified annually in a timely and accurate manner
• Review reports and data trends to ensure efficient and accurate processing
• Ensure external stakeholders receive professional, accurate, and timely responses to inquiries and requests for support
• Ensure all processing issues and errors are resolved in a timely manner with minimal impact to stakeholdersWork with internal and external customers to analyze, collaborate and develop resolutions to issue(s)
• Participate in cross-divisional teams to implement projects, including process improvement projects, and improve the efficiency and effectiveness of the NCDOR’s processing systems for both electronic and paper transaction

• Ensure external stakeholders receive professional, accurate, and timely responses to inquiries and requests for support
• Ensure all processing issues and errors are resolved in a timely manner with minimal impact to stakeholdersWork with internal and external customers to analyze, collaborate and develop resolutions to issue(s)
• Participate in cross-divisional teams to implement projects, including process improvement projects, and improve the efficiency and effectiveness of the NCDOR’s processing systems for both electronic and paper transaction
• Attend and participate in conferences held throughout the country to gain knowledge of new technologies and procedures used by other agencies, and maintain relationships with external parties
• Provide general management of direct reports and front-line employees, which includes, but is not limited to:
• Develop, coach and provide timely feedback to direct reports and unit team members
• Delegate work duties to direct reports and/or unit team members to ensure the unit’s objectives and goals are met
• Provide and/or assist with training of new and current team employees
• Complete interim and annual performance review evaluations
