Job Description Summary

The Facilities and Planning Department at Eastern Oregon University (EOU) is now accepting applications for an Administrative Program Specialist (APS).

The purpose of this position is to manage all aspects of the mail services, freight services, purchasing for Trades department, budget monitoring for Shipping &Receiving, CMMS work order system and accounting functions related to the above services. This position hires, trains, mentors and manages a student staff of 1-4 students. This position supports/assists the APA in Shipping & Receiving and the APS in Facilities Admin office. It also supports and provides customer service to all Facilities departments and all other offices on campus.

This position exists within the Facilities & Planning Operations Department at Eastern Oregon University. The Facilities & Planning Department exists to provide EOU and its associated programs and community with the services necessary to maintain, repair and improve the Eastern Oregon University campus; facilities and physical assets in a safe, long-lived, aesthetically pleasing, and cost-efficient condition. The services and functions of the Facilities & Planning Department affect the operations and activities of all EOU programs and departments. Facilities & Planning includes 43+ classified and administrative professional staff and manages an annual budget in excess of $4.7M. The Shipping and Receiving Department supports all of the offices and departments on campus as a central point for mail service, freight, supplies, and work order system assistance.

Responsibilities
• Direct the daily operations of the Shipping department, including: incoming freight, express shipments, USPS mail and packages, UPS, Federal Express, and other myriad of carriers that deliver packages as well as small parcels.
• Determine damage and process damage claims to incoming freight; prepare bill of ladings, maintain shipping log, determine appropriate and most cost-efficient shipping carriers for outgoing shipments and international mailings.
• Provide instructions, forms, and aid to EOU staff that use bulk mail in accordance with USPS regulations. Prepares billing forms to accompany these mailings; process 3rd class bulk mail.
• Maintain several cash accounts at USPS for bulk mail, Business Reply, Postage Due.
• Journal Voucher internal charges and bill external accounts for all postal/freight charges for USPS, UPS, business Reply, Postage Due, and bulk mail. Reconcile these accounts for accuracy against USPS/UPS reports. Manage Banner clearing fund/account related to these funds.
• Negotiate and execute extensive lease and maintenance agreements of all mailroom equipment, including computer hardware and software, scales, and metering equipment.
• Order fuel for the above ground fuel tanks (gas and diesel) using most economical state contract vendor. Track fuel usage and costs. Prepare fuel invoices for APA in Facilities to process.
• Ordering needed repair and maintenance for tank and tank accessories when necessary. Train, Maintain and share any changes to the Fill Rite Fuel System with users. Run Fill-Rite report and process fuel JV's to the correct indexes.
• Track and enter vehicle mileage for all Facilities Vehicles.
• Process, register, and get license plates for all new Facilities vehicles through the ODMV.
• Distribute various vendor gasoline credit cards to personnel/staff in possession of permanently assigned vehicles at EOU. Calculate accumulative gasoline charges of those cards and bill to the appropriate indexes assigned to those vehicles.
• Monitor and adjust as needed the Wex Bank accounts. Wex Bank provides the Gas Credit Cards for other departments on campus 45% Department Accounting & Responsibilities:
• Create PSA's with outside contractors who provide service to EOU F&P Department Verify that contractors have the insurance coverage, rate sheets and other documents required by EOU prior to them working on campus.
• Processes travel authorizations, advances, and reimbursements for Facilities personnel, using current EOU rates. Prepares and submits required reports to EOU.
• Monitor/Manage Facilities CMMS system. Train and execute updates. Update assets with information of work done and/or maintenance done. Run needed reports for department. Assign work orders when Trades and Custodial Supervisors are gone.
• Will use department p-cards and follow all p-card policies and procedures.
• Will collect all receipts from purchase, review, assign correct accounting and give to Facilities APS for processing
Minimum Qualifications
• Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
• an equivalent combination of training and experience.
• One year of postsecondary education may be substituted for up to one year of the experience.
• Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
• In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Eastern Oregon University will not sponsor applicants for employment visas.

The new Masters in Clinical Mental Health Counseling (CMHC) program at Eastern Oregon University is accepting applications for an online, full-time clinical educator. This individual will teach core courses within the CMHC program, serve as an advisor, and assist in departmental/college service. This is a 12-month, remote teaching position with both synchronous and asynchronous courses. Assignment will require 48 credits of teaching per 12-month period plus 12 credits of service to the program, or institution (teaching load will be approx. 10 courses over the four terms of the year). The MS in CMHC is a 90-quarter credit program in which students can complete all educational requirements for licensure as a Licensed Professional Counselor or the equivalent in 41 states. EOU's CMHC program is fully online, with no residency travel requirements.
• Incumbent must have a keen desire to support and further develop a program that will provide rural college students with the necessary knowledge and technical skills to successfully follow their chosen career path.

The Student Teacher Supervisor is responsible for instructing, coaching and supervising student teachers during their practical clinical work in school settings Oregon. • Responsible for tracking student enrollment and retention statistics, gathering data, seeking input from program faculty and staff, and writing reports regarding program success and impact to ensure continuous improvement and growth;
• Attends conferences and keeps current with FYE scholarship, research, and best practices, seeking ways for EOU to contribute to and/or benefit from regional and national scholarship of best practice in FYE programming;
• Develops, organizes and implements in-house professional development and training aimed at educating student leaders, faculty, and staff about the needs of student populations served by FYE;
• Point of contact for all EOU units that connect with or serve the FYE program;
• Coordinates Week of Welcome in collaboration with the Director of Student Success and Transition;

• Collaborates with college operations staff in administering first year seminars;
• Collaborates and maintains successful working partnerships with faculty, academic advisors and specialty support programs that already provide new student support structures (e.g., Disabilities Services, Summer Bridge, Academic Advising, Peer Mentoring, First Year Writing and Math curriculum, Library, etc.);
• Monitors FYS schedule, enrollments, and placements for first year students, especially in fall term so that students are successfully being supported in their curricular movement through the program;
• Recruits, trains, and supervises peer mentors, works with FYS faculty to place mentors in FYS courses, builds, assesses, and continues to improve peer mentor program.
Minimum Qualifications

Education and Professional Experience:
• Master's degree in student affairs, higher education administration, communications, social science, humanities, education, counseling, psychology, English or other relevant fields from a college or university accredited by a U.S. Department of Education and/or the Council of Higher Education Accreditation or internationally recognized accrediting organization.
• Two (2) years of experience in project management.
• Two (2) years of demonstrated commitment to diversity and inclusion.
• Two (2) years of experience with program evaluation, assessment and data-informed improvement.
• Two (2) years of experience in college student success initiatives, programming, peer education, teaching, and/or persistence efforts, including use of current research to inform best practice.
• Ability to collaborate effectively with Student Affairs and Academic professionals and faculty.

• Coordinates recruitment, selection, training, and evaluation of student staff.
• Serves as official advisor to hall councils, including attendance at meetings, attendance at programs and activities, and budget management.
• Works closely with the Director of Residence Life and the Conduct Coordinator to ensure that disciplinary cases and appeals are communicated and conduct hearings for students involved in violations occurring in the residence halls are held.
• Creates and maintains appropriate administrative records including, but not limited to: check-in and check-outs, guest registration, gun locker records, hall council minutes, programming fund records, and resident rosters.
Minimum Qualifications
• Bachelor's degree.
• Experience working with college students in a residential environment.
• Experience in facilitating large scale programming.
• Experience working with facilities management.
• Experience working with diverse student populations.
• Demonstrated excellent interpersonal, oral, and written communication skills.
• Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
