All nine nuclear-armed states are updating their arsenals and several are expanding them. But despite new military technology and new risks, the concepts underpinning nuclear deterrence have changed little since... the height of the Cold War. It is more important than ever that the nuclear policy community recruit new voices from diverse demographic and socioeconomic backgrounds to bring new perspectives, skills, and ideas into the field.

To empower new voices to start their career in nuclear weapons studies, the Federation of American Scientists is launching the New Voices on Nuclear Weapons Fellowship. During the four-month program (May to August 2023), each fellow will be paired with a senior academic or policy expert to co-author a research project that provides a creative perspective on nuclear deterrence policy.

New Voices on Nuclear Weapons Fellows receive the following benefits:
• A $9,000 USD stipend for living expenses;
• Up to $1,000 USD in funding to cover research expenses including software, journal access, research materials, and potential travel to academic conferences and think tank events to present research projects (to be reimbursed after the cost is incurred);
• An opportunity to publish co-authored research on nuclear weapons issues with an established expert;
• Personalized support from the FAS communications team to publicize research findings through social media, speaking engagements, op-eds, and other methods;
• Inclusion in a cohort of other fellows and senior authors engaged in collaborative research projects;
• Facilitated connections to experts in the nuclear field, and invitations to FAS programming, including but not limited to: networking events, policymaker Q&As, and interactive “deep dive” sessions on practical aspects of policy entrepreneurship to help fellows move their publications from an implementable idea on paper to reality;
• Access to a network of like-minded nuclear weapons experts.

Expectations, Requirements, and Deliverables

Successful tenure in the program will be based on the satisfactory completion of the following minimum requirements and deliverables:
• A research product submitted for publication (for example, research teams may decide to produce a report, journal article, a series of short articles based on original research, or another potential product);
• Participation in 1 check-in per month with FAS staff over the course of the fellowship; and
• Participation in 3 sessions to meet other research teams and discuss their projects.

If you are currently enrolled in, or have in the past year graduated from, a BA, MA, or vocational program, and interested in a career focused on nuclear weapons, we encourage you to apply.

No. This is a remote fellowship; however, all fellowship meetings will be held on Eastern Time and fellows are expected to attend all meetings. Participants in the DC area are welcome to work from the FAS office, and remote participants are welcome to use their travel stipend to come to DC.

• Does my C.V. or Resume need to show past coursework, internships, or other experience with nuclear weapons?

No. In fact, we’re hoping to bring new voices into the field who are interested in nuclear weapons policy but have not had the opportunity to focus on it yet. Past experience with nuclear weapons policy will neither advantage nor disadvantage your application. The third application question (and the structure of the fellowship as a coauthored research project) asks you to give thoughtful answers about how to rethink nuclear deterrence, not to reflect existing thinking.

Your application will be reviewed by an internal FAS team and an external advisory committee in order to reduce the potential for biased evaluations.

Research Project
• Which research topics will be considered?
• *

Traditional theories and frameworks for deterrence have not managed to reduce nuclear risks; the probability of nuclear use is now higher than it has been since the end of the Cold War. To that end, fellows are encouraged to consider creative research topics that challenge aspects of established deterrence theory and investigate alternative approaches for reducing nuclear risks. This could include rethinking topics like arms control, disarmament, deterrence, crisis management, escalation dynamics, historical case studies, targeting, ethics, the offense-defense relationship, the size and composition of the US arsenal, policy toward another nuclear-armed state, and many others. At this time, we are not soliciting nonproliferation-oriented topics (i.e. JCPOA, sanctions, export controls, nuclear security, etc), as these fall outside the scope of the overall research programme.
• How much say does a fellow have in their placement with a mentor?

Fellows are encouraged to suggest mentors that they would like to work with on their research project as part of their application, although this is not strictly necessary. Not all requests can necessarily be honored due to mentor bandwidth and availability; however, FAS staff will work closely with fellows to find a good fit.
• Are there opportunities to extend fellowship periods if researchers need more time to work with senior scholars to complete their research projects?

FAS is hiring an inaugural Director of Policy Fellowship Programs to lead its cross-organization efforts to connect science and technology professionals to opportunities to serve throughout government and public policy nonprofits. What you’ll do:

Strategic Planning and Implementation
• Collaborate with AHRQ leadership and stakeholders in developing and implementing an agency roadmap to advance active aging through health system transformation by developing the evidence base through research and disseminating, implementing, and scaling this evidence across the health system. The roadmap will identify areas where AHRQ work can have the biggest impact, and where we have opportunities to align our work and collaborate with related efforts in the public and private sectors. It will lay out concrete steps AHRQ can take to achieve its objectives on this critical and priority issue.

Research
• Identify evidence from other practice transformation initiatives to make care more effective for older adults including alignment and integration with other sectors including public health, social care, and community services as well as interventions to advance health equity in aging populations.
• Analyze and synthesize the evidence to inform a roadmap and future initiatives.
• Communicate findings with senior leadership, articulating opportunities for the agency.
• Contribute to dissemination activities, such as webinars, presentations, and white papers and/or peer reviewed manuscripts.

The Fellows duties and responsibilities in OPEPD will include but are not limited to the following:

Analysis of relevant research, evaluation, data, and evidence
• In this role, the fellow will analyze data to identify trends and develop policy recommendations. This will include the development of a cross-program data agenda, including the identification of common indicators that measure impact of rural policies and programs.

Project Management and Internal Coordination
• The fellow will lead project management for rural student policy development and advancement, including tracking major deliverables, setting agendas, and executing next steps. Outreach and Stakeholder Engagement

The Fellow will assess current data and data structures within the Integrated Postsecondary Education Data System (IPEDS). IPEDS is a system of interrelated surveys conducted annually by the U.S. Department of Educations National Center for Education Statistics (NCES). IPEDS gathers information from every college, university, and technical and vocational institution that participates in the federal student financial aid programs across America. IPEDS provides basic data needed to describe and analyze trends in postsecondary education in the United States. Congress, federal agencies, state governments, education providers, professional associations, private businesses, media, students and parents, and others rely on IPEDS data for this basic information on postsecondary institutions. These data are also made available to students and parents through the College Navigator site and to researchers and the IPEDS Data Center.

WHAT YOULL BE DOING

IPEDS Assessment and Analysis

The key function of this role will be to aid NCES staff in identifying items that are key indicators for postsecondary education today, but are not currently collected through IPEDS. These activities may include:
• Assessing the current data and data structures for our postsecondary data within the Integrated Postsecondary Education Data System (IPEDS) collection, to collectively establish a high-priority set of indicators for consideration.
• Conducting research and analysis, including limited engagement with stakeholders to ensure appropriate feedback is considered, to support NCES in developing recommendations for how IPEDS data and data structures could incorporate new indicators.
• Assessing the viability of different models to incorporate proposed new indicators including: the possibility of adding new indicators to the existing mandatory IPEDS collection, collection of new indicators through a separate but integrated, optional data collection system, or possibly incorporating new indicators through other, novel data sources other than direct collection, such as web scraping or social media analysis
• Suggesting alternatives to NCES for organizing additional data on the current state of postsecondary education and/or modernizing the structure, storage and presentation of currently collected data

Data Collection Improvement and Policy Analysis

The fellow will also be key in making recommendations for programmatic improvements to the existing IPEDS data collection and tools These activities may include:
• Developing and proposing models that would result in data that NCES could use to develop national postsecondary statistics outside of what is collected in the NCES institutional-level data collections through surrogate proxy analysis
• Proposing solutions that are implementable beyond the timeframe of this fellowship, to ensure data quality is preserved across any new collection models.
• Supporting the IPEDS Director in the development of a roadmap for modernization, including appropriate checkpoints and benchmarks to ensure appropriate opportunities for adjustment
• Working with the NCES Associate Commissioner for Administrative Data and the IPEDS Program Director to establish the criteria for successful work that can productively be used by the IPEDS team

YOUR BACKGROUND AND ABILITIES
• A proven data science background with successful experience analyzing existing data; synthesizing information through web scraping, geospatial analysis or machine learning; and expertise in modern, scalable, and open data practices
• Proven understanding of SQL and Microsoft stack programming tools to utilize SQL databases will be necessary in order to study the current state of IPEDS
• Knowledge of postsecondary education and specifically of information managed by postsecondary institutions is critical
• Required knowledge can come from experience including, but not limited to, time working in a postsecondary institutions administration or research office, reporting to or working with data from the National Student Clearinghouse, and/or operations related to the federal student aid process

Proven knowledge of 21st century data skills, such as:
• Translating older data structures into newer, more flexible formats
• Creating information from existing data resources, such as scraping web pages and creating an information set from the results

• Information exchange through APIs and other coding interfaces
