Your Specific Responsibilities:

DUTIES AND RESPONSIBILITIES:

“Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.”

VISITOR SERVICES - Explains facilities and services provided for public use, enjoyment and education; meets visitors, answers questions, provides information and directions in an accurate and professional manner. Attempts to resolve visitor complaints while maintaining good public relations. Provides natural and cultural history interpretive programs and services via presentations, walks and other programs and unit specific services as directed.

RESOURCE MANAGEMENT - Recognizes biological communities and the natural processes required for their maintenance. Observes, maintains and protects the natural, cultural, historic and archaeological resources of the parks. Implements in vegetation and wildlife management plans; maintains optimum species control via natural and chemical means. Implements site restoration projects such as reforestation and erosion control. Implements water resources management plans. Collects and records resource management data.

MAINTENANCE - Maintains park structures, facilities, equipment and grounds through routine, preventive, and corrective maintenance practices. Conducts routine inspections to ensure proper maintenance standards are met. Maintains cleanliness of grounds and facilities.

ADMINISTRATION - Prepares forms and reports on a wide range of subjects including visitation, vehicle usage, purchase requests and accidents. Answers the telephone, operates park radio and various office equipment. Conducts purchasing and fiscal activities in compliance with established procedures. Collects fees, performs cash register transactions and reconciles receipts. Orders, sells and inventories resale merchandise. Answers correspondence and maintains park files.

PROTECTION - Performs routine patrols and takes appropriate action to ensure adherence to the Park Protection Plan. Opens and/or secures park facilities as appropriate. Interprets and enforces park rules pertaining to all natural and cultural resources and facilities and use thereof for the safety and enjoyment of the visitor. Responsible for security of cash fund.

The Nature Coast State Trail provides an excellent opportunity to experience natural North Florida.

In the early 1900s, trains replaced the steamship as the freight and passenger carrier throughout the Suwannee River Valley. Today, visitors can retrace the historic route of the Atlantic Coastline Railroad, traversing 32 miles of Florida's beautiful Nature Coast region.

Officially part of Florida's Greenways and Trails System, this state trail has also been designated as a national recreation trail. It consists of two primary alignments built along abandoned rail lines that intersect at Wilcox Junction, connecting the communities of Cross City, Trenton, Fanning Springs and Chiefland. As funding becomes available, the trail will extend approximately nine miles east from Trenton toward Newberry. Among the trail's highlights is the Historic Suwannee River Railroad Bridge, which is east of the Old Town Trailhead.

Communicates and coordinates surveys and treatments with Park Services Specialist.

MAINTENANCE:

Performing preventative and basic corrective maintenance on all equipment including park vehicles. Communicates equipment maintenance needs to management. Conducts ongoing safety inspections as part of work assignments. Maintains shop readiness for quick efficient repairs

Your Specific Responsibilities:
• Plans, conducts, and documents compliance assistance and inspection activities for Compliance Assurance Program facilities pursuant rules and statutory requirements. Reviews permits for assigned facilities and conducts inspections for compliance and conditions of issued permits.
• Assists and advises owners/operators with compliance issues as appropriate.
• Schedules, prepares for (including determination of applicable settlement), and conducts enforcement meetings in a timely fashion.
• Investigates assigned complaints. Recommends compliance and enforcement actions as appropriate.
• Drafts moderately complex compliance and enforcement documents, such as compliance assistance offer letters, warning letters, notice of violations, consent orders and model documents.

Pay:

$18.00 per hour; 40 hours per week.

Your Specific Responsibilities:

This position is assigned to the Compliance Assurance Program and is responsible for compliance activities in support of the Department’s Office of Environmental Accountability and Transparency and The Safe Drinking Water Act to enhance the effectiveness of our Level of Service inspections.

Duties and Responsibilities:

Supports, conducts and/or documents compliance activities as assigned in the Potable Water Program, pursuant to requirements of Chapters 373 and 403, Florida Statutes, including but not limited to:
• Reviewing Monthly Operating Reports (MORs) and Bacteriological reports.
• Assisting and advising owners/operators with compliance issues as appropriate.
• Accurate and timely entry of required data and system information into agency databases and Oculus.
• Conducting sanitary surveys/compliance inspections.
• Recommending compliance and enforcement actions as appropriate.
• Drafting basic compliance and enforcement documents such as Compliance Assistance Offer Letters, Warning Letters and Model Documents.
• Providing outreach and compliance assistance to owners/operators as needed.
• Assisting staff with Quality Assurance (QA) Audits.
• Responding to emails.
• Other duties, as needed.

Required Knowledge, Skills, and Abilities:
• Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
• Ability to evaluate, analyze and interpret technical reports and supporting documentation.
• Ability to determine work priorities and ensure proper completion of work assignments.

Specific Duties of the Position:
• Serves as the project manager for assigned projects in the Beach Management Funding Assistance Program
• Plans and coordinates schedules and timelines with the Environmental Administrator and project management team
• Coordinates with local project sponsors for the purposes of providing cost reimbursement agreements for beach restoration and inlet management projects consistent with the Department’s long-term, comprehensive Strategic Beach Management Plan
• Review funding applications during the annual Local Government Funding Assistance application period
• Responsible for ranking funding applications under established program criteria for cost sharing consideration consistent with Program Rule and Florida Statute
• Manages projects and contracts consistent with Chapter 161, Florida Statutes
• Collaborates with other project managers, consultants, engineers, local officials, and DEP staff to complete application ranking process
• Draft funding agreements and routes to project sponsors for signature once funding is provided by the Legislature
• Reviews scopes of work and change orders for eligible cost reimbursement activities
• Approves deliverables and reimbursement requests in compliance with the funding agreement
• Conducts site visits and administrative reviews on projects with local sponsors to confirm projects are conducted in a manner that is eligible for cost reimbursement
• Drafts and submits site visit reports, meeting minutes and conference summaries
• Participates in job related conferences, training and cross-training events
• Performs other duties as required or directed by management

Knowledge/Skills/Abilities (KSAs):
• Knowledge of project management, especially in coastal areas with sandy beaches, dunes, reefs, seagrasses or other natural resources
• Knowledge of the use of GIS-based computer software
• Knowledge of OCULUS or other electronic document management systems
• Knowledge of the terminology and practices of coastal management and environmental resource protection
• Skilled at planning, organizing, and coordinating work priorities and managing time efficiently
• Skilled in methods of collecting, compiling, organizing and analyzing data
• Skilled in the use of current forms of electronic communication and data management software and equipment
• Skilled (high proficiency) in the use of current personal computers and applications, particularly the entire Microsoft Office Suite
• Skilled in typing reports and information into spreadsheets, presentations and electronic documents
• Ability to consistently demonstrate positive and effective teamwork
• Ability to exercise sound independent judgment and utilize problem-solving techniques

Your Specific Responsibilities:

Provides support and assistance to the Florida Forever program and the Office of Environmental Services (OES). Assists the Program Manager with the review and database input of Florida Forever proposals and processes initial applications. This task includes but is not limited to the related activities of assisting with logistics for new Florida Forever proposal site visits, and Acquisition and Restoration Council (ARC) agenda items. Assists with stakeholder engagement and developing outward facing communications for the Florida Forever program. Assists with the development and maintenance of Florida Forever information on the OES website Assists with the annual update and continuous improvement of the Florida Forever plan, including drafting/compiling project descriptions and management prospectus, and coordinating with OES and DSL colleagues to obtain data needed for updating project changes.

Your Specific Responsibilities:

Ensure work products (file reviews, inspections, site visits, field work, reports, documents, etc.) are accurate, completed timely and entered into the designated database. Reports are to be processed in accordance with established program rules, requirements, and policies.

In general, this position will conduct a high volume of low complexity inspections and or file/data reviews.
• Plans and conducts inspections, site visits, and/or other required field work, or conducts records reviews necessary for compliance evaluations. • Works with supervisor to develop appropriate enforcement action when violations are found. Prepares compliance assistance offer letters, warning letters, consent orders, Environmental Litigation Reform Act (ELRA) Notice of Violations (NOVs), state lands NOV’s, case reports, and other enforcement documents.
• Schedules, prepares for (including determination of applicable settlement), and conducts enforcement meetings in a timely fashion.
• Coordinates enforcement activities with Army Corps of Engineers, County, and local government officials.

Permit Processing – Position Number 37011363

This is an entry level position in the Permitting Program, South District office, located in Fort Myers, Florida. The position is for professional work performing scientific tasks under general supervision. The workload includes technical review of permit applications that will impact wetlands or surface waters (including docks, seawalls, dredge/fill, etc.), assessment of biological systems, identification of resource impacts, and sovereignty submerged lands determinations. Potential for fieldwork including determination of potential wetland impacts and boundaries.

The primary duties of the available position are within the Environmental Resource Permitting (ERP) Program and State 404 Program and require extensive interaction with the Department’s customers, including consulting/engineering firms, business owners/operators, and homeowners.

This position requires skills in applying knowledge and instruction to accomplish technical reviews of ERP Applications. The position will focus on processing applications for docks, marinas, seawalls, single-family residences in wetlands, mangroves, utility lines, and on Sovereign Submerged Lands and within Florida’s Aquatic Preserves. The incumbent will be expected to cross train in multiple program areas (air, waste and water).

Oversees post-closing scanning preparation for closed land acquisition files and coordinates the schedule of sending boxes to contracted vendors for scanning.
