Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy, Programme and Intergovernmental Division (PPID) develops and implements UN Women’s programme of work across its normative, coordination, and operational triple mandate and provides policy advice, guidance and technical support to intergovernmental processes, the UN system, and UN Women regional and country offices, among other partners and stakeholders. The Division is organized in thematic sections, which undertake policy research; analyse data on country, regional and global trends; and propose evidence-based options for global policy, norms and standards as well as for UN Women’s policy advocacy and global programme strategies.

Economic empowerment is one of the priority areas of UN Women. UN Women works with governments and partners to promote women’s economic empowerment and increase their access to economic opportunities and outcomes, especially for those who are most excluded. The Sustainable Development team in Economic Empowerment is undertaking a signature initiative on women's climate action and green/blue economies and is responsible for substantive preparations for the review theme that will be considered in the sixty-eighth session of the Commission on the Status of Women (CSW68), which will take place in March 2024. CSW is the principle global intergovernmental body exclusively dedicated to the promotion of gender equality and the empowerment of women. The review theme for CSW68 will be Social protection systems, access to public services and sustainable infrastructure for gender equality and the empowerment of women and girls (agreed conclusions of the sixty-third session).

Duties and Responsibilities

Under the supervision of the Policy Specialist – Sustainable Development, the intern shall perform the following assignments, which may vary in accordance with the priorities of the Section:
• Support the development of policy briefs, guidance notes, and research papers on sustainable development and women’s climate action and green/blue economies;
• Conduct bibliographical searches and literature reviews on relevant issues pertaining to the sustainable development portfolio;
• Support in the preparations leading to the CSW68, including in the organization of interactive dialogues, expert panels and side events;
• Provide general support to the Economic Empowerment Section, as needed.

Renumeration:

The Global Economy and Development ("Global") program at Brookings aims to offer innovative policy solutions and tools to help global, national, and local policymakers build more inclusive and sustainable economic systems that deliver prosperity for all. The Center for Sustainable Development (CSD), housed within Global, generates leading research and practical insights to advance global sustainable development and implement the Sustainable Development Goals (SDGs) within and across all countries. CSD is recruiting a research analyst to work in a new program being developed within CSD on gender and sustainable development. Research analysts support scholars by providing research, writing, data, statistical, and geospatial analysis related to policies and trends pertinent to global sustainable development. Focus areas of research include fiscal policy and finance for gender equality and women's empowerment in the evolving context of COVID recovery, climate change, and conflict prevention and response, in addition to longstanding issues of poverty and economic development; a reinvigorated global and institutional architecture that is fit for purpose to achieve gender equality and women's empowerment, informed by ongoing advances in behavioral science; the intersections between gender equality and the care economy in the climate change discourse, and SDG 5 benchmarking and implementation, among others. As an integral member of the CSD research team, this research analyst will work with the Senior Fellow, the CSD Director, and other Center scholars to perform analysis with limited supervision; deliver high quality outputs in a timely manner; participate in the development, dissemination and presentation of research findings; assist in the organization of meetings and events; and provide administrative assistance as needed. This is a one-year termed appointment, with the potential for renewal. The below allocation of duties describes the average division between tasks. The actual work will vary depending on the particular project needs of the scholars with whom the research analyst may be assigned to work at different junctures.

Research Analysis (75%)
• Conducts empirical research and economic policy analysis on policies and trends related to financing for gender equality; fiscal policies, including taxation and expenditure; institutional approaches to meet SDG5; and the relationship between climate change and care.
• Performs advanced, complex quantitative data analysis of large datasets and trends, including geospatial data, utilizing econometric and other statistical methods.
• Creates and manages large datasets within Stata or R; writes complex code in Stata or R to operationalize analysis methodologies.
• Creates tables, graphs, and other data visualizations that clearly communicate research findings using primarily Stata or R.
• Write high quality drafts of working papers and presentations based on the data work.
• Documents data methodologies in detail for both internal use and publication.
• Conducts literature reviews of material from conferences and seminars, government documents, academic journals and policy publications, institutional databases, and reports.
• Supports with drafting, editing and proof reading of research reports, policy briefs, articles, blogs, and other published materials.

Research Support and Project Coordination (25%)
• Assists with the successful organization and execution of meetings related to the work of the Senior Fellow and possibly other CSD scholars.
• Contributes to grant-writing activities, in coordination with program staff and scholars.
• Corresponds with collaborating researchers in other institutions.
• Works with the program's web site coordinator to maintain strategic oversight of the content of project-specific web pages and publications as needed.

Qualifications

Education/Experience Requirements:
