The Green Climate Fund (GCF) is seeking a consultant to develop the Staff Regulations and Rules (SRR) that align with the principles of the organization and adhere to international labour standards. The consultant will work closely with the Office of Human Resources (OHR) and the Office of the General Counsel (OGC) to ensure that the SRR reflect the needs and priorities of the organization.
The Consultant may either be home-based with frequent travel to Songdo or based at the GCF Headquarters in Songdo.
Scope of work: The consultant will be responsible for the following tasks:
- Conduct a comprehensive review of GCF current staff rules and regulations.
- Identify gaps, inconsistencies and outdated rules and practices in the current staff rules and regulations in collaboration with OHR and OGC.
- Conduct a comparative analysis of the staff rules and regulations of other similar international organizations.
- Under the guidance of OGC, conduct legal research as required
- Under the guidance of OGC, assist in drafting the revised Staff Regulations and Rules.
- Take part, as required, in the consultation of stakeholders within the organization to solicit feedback on the draft SRR
- Under the guidance of OGC, assist in revising the draft based on feedback from internal stakeholders.
- Develop an employee handbook
Deliverables:
1. A comprehensive review of the current staff rules and regulations of the organization.
2. A comparative analysis of the staff rules and regulations of other similar international organizations.
3. A draft of the revised Staff Regulations and Rules.
4. A report summarizing the feedback received from stakeholders on the draft SRR.
5. A final version of the Staff Regulations and Rules.

Timeline:
The consultant will be engaged for a period of 1 year, beginning on June 1, 2023, and ending on May 31, 2024.
- The draft of the staff regulations must be submitted by July 28, 2023
- The final version of the staff regulations must be submitted by September 8, 2023.

Qualifications:
- A minimum of 7 years of experience in international civil service law preferably developing staff rules and regulations for international organizations
- Legal and/or HR academic background
- A thorough understanding of international labour standards and their application in the context of international organizations
- Understanding of the standards and caselaw of the Administrative Tribunal of the International Labour Organization (ILOAT)
- Excellent communications and interpersonal skills
- Strong analytical and legal research skills
- Familiarity with the operation of international organizations
Confidentiality:
The consultant will be required to sign a confidentiality agreement with GCF and will be expected to maintain the confidentiality of all information received in the course of their work.
Evaluation:
The consultant will be evaluated on the quality of the deliverables, adherence to the timeline and the ability to work collaboratively with stakeholders and incorporate their feedback into the final product.

Position Objective
The Policy Development Lead, reporting to the Head of Policy and Strategy, will provide authoritative policy advice and leadership in working with subject-matter leads on the development of new policies and policy reviews for consideration by the GCF Board. S/he will manage the Secretariat policy cycle, bringing expertise in policy development practice, and forging collaborations with key internal and Board stakeholders, to quality assure policy proposals across a range of subject matters and ensure these are operationally fit-for-purpose, advance GCF corporate and strategic priorities, are coherent, implementable and persuasively drafted and presented. S/he will be an analytical and strategic thinker, strong collaborator and communicator, with excellent drafting skills, sound political judgment and the ability to effectively negotiate outcomes. S/he may also serve as deputy for the Head of Policy and Strategy as needed.
Purpose
• Shape new policy proposals for consideration by the GCF Board, working hand-in-hand with subject matter leads, to define or update GCF strategies, programmes, processes and/or operational modalities to enhance the Fund’s performance
• Identify opportunities to improve the coherence and impact of GCF policies through periodic reviews and updates, integrating lessons from IEU evaluations, internal audits, risk control assessments, learning loops and operational experience
• Evolve the GCF policy cycle as needed to reflect experience and lessons learned from policy development and implementation practice
Engagement
• Steer collaboration across Secretariat units and senior management, and with the Independent Units, to ensure robust stress testing and socialization of policy proposals, with thorough impact assessment and implementation planning
• Engage with the GCF Board, working hand-in-hand with subject matter leads and the Office of Governance Affairs, to build understanding of policy proposals and advance negotiations toward gaining consensus support for policy approval
• Cultivate policy best practice through fostering relationships with peer organizations to draw on the latest knowledge and approaches
Delivery
• Manage the Secretariat policy cycle, working closely with the Head of Policy and Strategy as Chair of the CPC, to deliver the suite of policy items on the Board work plan in line with the standards set out in the Secretariat Policy Manual. • Lead efforts to develop a more consistent policy taxonomy, templates and policy development and implementation standards across the GCF
• Drive improvement in systems, processes and knowledge resources related to policy development and implementation, including leading periodic updates of the Secretariat Policy Manual as needed
Requirements (Education, experience, technical competencies required of the job)
• Masters or higher-level degree in law, international relations, economics or another relevant field; or Bachelors degree plus 2 additional years of experience;
• 13 years or more relevant experience including in policy and/or strategy development and implementation, with preference of experience in government or international organizations;
• Excellent analytical skills, problem solving skills and political judgment: ability to analyze complex problems, synthesize differing stakeholder perspectives and propose astute solutions
• Exceptional drafting, communication and negotiation skills: ability to communicate on complex issues clearly and persuasively in both written and verbal form, and facilitate negotiation of outcomes

World Wildlife Fund (WWF-US), one of the world’s leading environment organizations, seeks a Senior Program Officer (SPO) for its Green Climate Fund (GCF) Accredited Entity (AE) unit, part of the WWF-US Climate Team. The Green Climate Fund (GCF) is the world’s largest dedicated fund helping developing countries reduce their greenhouse gas emissions and enhance their ability to respond to climate change in line with the Paris Agreement. Based on specialized fiduciary and programming expertise, accredited entities partner with GCF and developing countries to carry out activities that include the development of GCF funding proposals and the management and monitoring of projects and programs funded by the GCF. Working closely with other members of the GCF Accredited Entity unit and other teams across WWF (including staff from finance, legal, safeguards and operations), the SPO engages and coordinates national governments, donor country agencies, private sector entities and WWF Offices in oversight of their execution of medium-sized ($50m-$250m) GCF projects in Bhutan and others that will come online in Latin America over the next year. These projects are focused on assisting national governments and local partner organizations to address climate change adaptation and mitigation challenges within protected area systems through a Project Finance for Permanence (PFP) approach.
Responsibilities
• Implementation and Quality Assurance: Leads WWF GCF projects in coordination with WWF offices, governments, and other key partners; Provide guidance to project teams in adaptive management, troubleshooting, reporting, and other implementation management duties; Ensure compliance of WWF and GCF standards throughout project implementation; Complete GCF Accredited Entity project reporting;
• Compliance and Risk Management: Identifies and manages risks associated with GCF projects at all stages of implementation. Develops and implements mitigation approaches and ensures compliance with WWF and GCF standards/requirements, identifying issues for escalation to the VP, Global Partnerships, WWF’s Legal department and senior leadership.
• Representation: Represents WWF’s GCF Accredited Entity with the GCF Secretariat including in project consultation sessions, technical supervision missions, national structured dialogues, GCF-convened regional and thematic workshops, and key international events.
• Capacity-building: Builds capacity of select WWF Offices and Teams, government agencies, and other key partners to engage in GCF project processes; Provides expert guidance on the application of GCF policies, procedures and tools for the implementation of transformative climate projects in line with GCF priorities;
• Learning: Analyzes and provides best practices and lessons learned from WWF GCF-supported projects.
• Performs other duties as assigned.
Qualifications
• Six to eight years of progressively responsible work experience in climate adaptation science, climate policy, forest management, business, finance, international development. Four to six years’ experience with an advanced degree.
• Proven success negotiating complex agreements with governments and institutions in developing and middle-income countries
• Track record of implementing and/or supervising large bilateral and/or multilateral funded projects, preferably with private sector components.
• Exceptional project management/supervision experience is essential.
• Fluency in English and Spanish required.
• Relentless focus on delivery; ability to operate with independence to solve problems
• Demonstrated ability to work on multiple initiatives with competing priorities and under deadline pressure

Working closely with other members of the GCF Accredited Entity unit and other teams across WWF (including staff from finance, legal, safeguards and operations), the SPO engages and coordinates national governments, donor country agencies, private sector entities and WWF Offices in oversight of their execution of medium-sized ($50m-$250m) GCF projects in Bhutan and others that will come online in Latin America over the next year. These projects are focused on assisting national governments and local partner organizations to address climate change adaptation and mitigation challenges within protected area systems through a Project Finance for Permanence (PFP) approach.
Responsibilities
• Implementation and Quality Assurance: Leads WWF GCF projects in coordination with WWF offices, governments, and other key partners; Provide guidance to project teams in adaptive management, troubleshooting, reporting, and other implementation management duties; Ensure compliance of WWF and GCF standards throughout project implementation; Complete GCF Accredited Entity project reporting;
• Compliance and Risk Management: Identifies and manages risks associated with GCF projects at all stages of implementation. Develops and implements mitigation approaches and ensures compliance with WWF and GCF standards/requirements, identifying issues for escalation to the VP, Global Partnerships, WWF’s Legal department and senior leadership.
• Representation: Represents WWF’s GCF Accredited Entity with the GCF Secretariat including in project consultation sessions, technical supervision missions, national structured dialogues, GCF-convened regional and thematic workshops, and key international events.
• Capacity-building: Builds capacity of select WWF Offices and Teams, government agencies, and other key partners to engage in GCF project processes; Provides expert guidance on the application of GCF policies, procedures and tools for the implementation of transformative climate projects in line with GCF priorities;
• Learning: Analyzes and provides best practices and lessons learned from WWF GCF-supported projects.
• Performs other duties as assigned.
Qualifications
• Six to eight years of progressively responsible work experience in climate adaptation science, climate policy, forest management, business, finance, international development. Four to six years’ experience with an advanced degree.
• Proven success negotiating complex agreements with governments and institutions in developing and middle-income countries
• Track record of implementing and/or supervising large bilateral and/or multilateral funded projects, preferably with private sector components.
• Exceptional project management/supervision experience is essential.
• Fluency in English and Spanish required.
• Relentless focus on delivery; ability to operate with independence to solve problems
• Demonstrated ability to work on multiple initiatives with competing priorities and under deadline pressure
• Excellent interpersonal skills with demonstrated ability to work effectively with teams across cultures and multiple time zones.
• Street smart; able to navigate complex issues and organizational complexity; execute high quality work in a timely way without drama.
• Technical expertise and experience in one of the following: climate change adaptation, forest management
• Experience with GCF projects and knowledge of GCF policies and project cycle management is highly desired.
