Introduction

The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

The Green Climate Fund (GCF) is seeking a consultant to develop the Staff Regulations and Rules (SRR) that align with the principles of the organization and adhere to international labour standards. The consultant will work closely with the Office of Human Resources (OHR) and the Office of the General Counsel (OGC) to ensure that the SRR reflect the needs and priorities of the organization.
The Consultant may either be home-based with frequent travel to Songdo or based at the GCF Headquarters in Songdo.

Scope of work: The consultant will be responsible for the following tasks:
- Conduct a comprehensive review of GCF current staff rules and regulations.
- Identify gaps, inconsistencies and outdated rules and practices in the current staff rules and regulations in collaboration with OHR and OGC.
- Conduct a comparative analysis of the staff rules and regulations of other similar international organizations.
- Under the guidance of OGC, conduct legal research as required
- Under the guidance of OGC, assist in drafting the revised Staff Regulations and Rules.
- Take part, as required, in the consultation of stakeholders within the organization to solicit feedback on the draft SRR
- Under the guidance of OGC, assist in revising the draft based on feedback from internal stakeholders.
- Develop an employee handbook

Deliverables:
1. A comprehensive review of the current staff rules and regulations of the organization.
2. A comparative analysis of the staff rules and regulations of other similar international organizations.
3. A draft of the revised Staff Regulations and Rules.
4. A report summarizing the feedback received from stakeholders on the draft SRR.
5. A final version of the Staff Regulations and Rules.
6. A final version of the employee handbook.

Timeline:
The consultant will be engaged for a period of 1 year, beginning on June 1, 2023, and ending on May 31, 2024.
- The draft of the staff regulations must be submitted by July 28, 2023
- The final version of the staff regulations must be submitted by September 8, 2023.
- The draft staff rules must be submitted by December 1, 2023
- The final rules must be submitted by February 1, 2024
- The draft handbook must be submitted by March1, 2024
- The final handbook must be submitted by May 1, 2024

Qualifications:
- A minimum of 7 years of experience in international civil service law preferably developing staff rules and regulations for international organizations
- Legal and/or HR academic background
- A thorough understanding of international labour standards and their application in the context of international organizations
- Understanding of the standards and caselaw of the Administrative Tribunal of the International Labour Organization (ILOAT)
- Excellent communications and interpersonal skills
- Strong analytical and legal research skills
- Familiarity with the operation of international organizations

Confidentiality:
The consultant will be required to sign a confidentiality agreement with GCF and will be expected to maintain the confidentiality of all information received in the course of their work.

Evaluation:
The consultant will be evaluated on the quality of the deliverables, adherence to the timeline and the ability to work collaboratively with stakeholders and incorporate their feedback into the final product.

Position Objective
The Policy Development Lead, reporting to the Head of Policy and Strategy, will provide authoritative policy advice and leadership in working with subject-matter leads on the development of new policies and policy reviews for consideration by the GCF Board. S/he will manage the Secretariat policy cycle, bringing expertise in policy development practice, and forging collaborations with key internal and Board stakeholders, to quality assure policy proposals across a range of subject matters and ensure these are operationally fit-for-purpose, advance GCF corporate and strategic priorities, are coherent, implementable and persuasively drafted and presented. S/he will be an analytical and strategic thinker, strong collaborator and communicator, with excellent drafting skills, sound political judgment and the ability to effectively negotiate outcomes. S/he may also serve as deputy for the Head of Policy and Strategy as needed.

Purpose
• Shape new policy proposals for consideration by the GCF Board, working hand-in-hand with subject matter leads, to define or update GCF strategies, programmes, processes and/or operational modalities to enhance the Fund’s performance
• Identify opportunities to improve the coherence and impact of GCF policies through periodic reviews and updates, integrating lessons from IEU evaluations, internal audits, risk control assessments, learning loops and operational experience
• Evolve the GCF policy cycle as needed to reflect experience and lessons learned from policy development and implementation practice

Engagement
• Steer collaboration across Secretariat units and senior management, and with the Independent Units, to ensure robust stress testing and socialization of policy proposals, with thorough impact assessment and implementation planning
• Engage with the GCF Board, working hand-in-hand with subject matter leads and the Office of Governance Affairs, to build understanding of policy proposals and advance negotiations toward gaining consensus support for policy approval

Delivery
• Manage the Secretariat policy cycle, working closely with the Head of Policy and Strategy as Chair of the CPC, to deliver the suite of policy items on the Board work plan in line with the standards set out in the Secretariat Policy Manual. This may include drafting or editing specific policy documents as required.
• Lead efforts to develop a more consistent policy taxonomy, templates and policy development and implementation standards across the GCF
• Drive improvement in systems, processes and knowledge resources related to policy development and implementation, including leading periodic updates of the Secretariat Policy Manual as needed

Requirements (Education, experience, technical competencies required of the job)
• Masters or higher-level degree in law, international relations, economics or another relevant field; or Bachelors degree plus 2 additional years of experience;
• 13 years or more relevant experience including in policy and/or strategy development and implementation, with preference of experience in government or international organizations;
• Excellent analytical skills, problem solving skills and political judgment: ability to analyze complex problems, synthesize differing stakeholder perspectives and propose astute solutions

Qualifications

• Track record of implementing and/or supervising large bilateral and/or multilateral funded projects, preferably with private sector components.
• Exceptional project management/supervision experience is essential.

Position Objective
The Regional Manager is responsible for guiding the Green Climate Fund to deliver country-driven and ambitious programming in the countries of the region. S/he will drive engagements with countries, direct access entities and delivery partners the region as they identify, develop and implement transformational projects and programmes and align programming partners to channel resources from the GCF. S/he will also leverage the GCF’s support programmes to build the capacity of countries to originate and deliver a portfolio of investments in line with the strategic goals of countries and the GCF.

Purpose
• Lead the development and advancement of programming strategies from countries that include transformational project/programme ideas/concepts, and promote alignment with GCF strategies and countries nationally determined contributions and low emissions strategies, identifying suitable accredited entities for programming
• Identify and guide the co-development of readiness and adaptation planning proposals with countries and delivery partners, enhancing the quality at entry of the proposals and the efficiency of the readiness and preparatory support cycle.

Engagement

Key Responsibilities

Project Development

• Capacity Building: Provides training and guidance to staff and executing entities on GCF requirements and GCF AE procedures as they relate to the financial operations of GCF projects.
• Oversees due diligence on proposed Project Executing Entities ensuring that recommended risk mitigation is reflected in the sub agreements and reviewed during annual supervision missions.
• Grants and Contracts: In collaboration with General Counsel’s office reviews draft terms, agreements, and amendments. Develops grant agreements for Executing Entities.

Implementation
• Supervises Financial management of the project including the following:
• Ensures Executing Entities remain compliant with GCF and WWF fiduciary policies.
• Manages sub grant agreements.
• Identifies issues with materialization of co-finance to Project Manager.
• Reviews and approves annual project budgets, quarterly financial reports. Maintains internal project records
• Prepares consolidated financial Information
• Reviews and approves audit reports; responds as required.
• Reviews annual procurement and equipment inventory and ensures that GCF is notified prior to disposal or sale of equipment
• Participates in supervision missions annually to ensure appropriate financial and administrative management systems are implemented to meet the level and complexity of funding.
• Prepares disbursement requests for submission to GCF

WWF Institutional
• Leads annual budgeting process for GCF AE and forecasts three-year budgets including the required unrestricted allocation. Manages actual financial performance against budget ensuring that projections are accurate and that the program does not overspend available revenue.
• Serves as a resource for financial and administrative policies. Coordinates and expedites information-sharing both intra-departmentally and inter-departmentally.
• Ensures that level of effort and budgets for program staff is incorporated into their department annual budgets and three-year projections.

Compliance and Risk Management
• Serves as WWF AE focal point to the GCF Secretariat on fiduciary and operational matters.
• Coordinates with Vice President of Accounting and Controller on WWF GCF AE audit and other reports as required by the GCF
• Maintains a working knowledge of relevant GCF Policies ensuring that updates are communicated to relevant parties and templates are revised accordingly.
• Performs other duties as assigned.

Skills and Abilities
• Bachelor’s degree is required, preferably in accounting, business, finance, public administration, or a related field. A graduate degree is preferred.
• Minimum eight years of substantial and successful project management experience implementing and/or supervising financial and operational functions of large bilateral and/or multilateral funded projects, preferably with private sector components. Candidates with a graduate degree must have a minimum of three years of demonstrated experience in these areas.

Project Development

• Capacity Building: Provides training and guidance to staff and executing entities on GCF requirements and GCF AE procedures as they relate to the financial operations of GCF projects.
• Oversees due diligence on proposed Project Executing Entities ensuring that recommended risk mitigation is reflected in the sub agreements and reviewed during annual supervision missions.
• Grants and Contracts: In collaboration with General Counsel’s office reviews the draft Term Sheet and Funded Activity Agreement (FAA) and drafts changes/amendments to FAA. Develops Grant Agreement for Executing Entities in line with FAA.

Implementation
• Supervises Financial management of the project (GCF funds + co-finance) including the following:
• Ensures Executing Entities remain compliant with GCF and WWF fiduciary policies (Prohibited Practices; Procurement; AML/CFT; Information Disclosure).
• Manages sub grant agreements (GCF + Co-finance).
• Identifies issues with materialization of co-finance to Goal Team Project Manager.
• Reviews and approves annual project budgets, quarterly financial reports. Maintains internal project records
• Prepares AE Consolidated Financial Information for APR (in coordination with Project level APR financial information)
• Reviews and approves audit reports of Executing Entities; responds as required.
• Reviews annual procurement and equipment inventory and ensures that GCF is notified prior to disposal or sale of equipment
• Participates in supervision missions annually to ensure appropriate financial and administrative management systems are implemented to meet the level and complexity of funding.
• Prepares disbursement requests (with relevant signatures) for submission to GCF

WWF Institutional
• Leads annual budgeting process for GCF AE and forecasts three-year budgets including the required unrestricted allocation. Manages actual financial performance against budget ensuring that projections are accurate and that the program does not overspend available revenue.
• Serves as a resource for financial and administrative policies. Coordinates and expedites information-sharing both intra-departmentally and inter-departmentally.
• Ensures that LOEs and budgets for program staff (safeguards, gender, climate, Goal Teams) is incorporated into their department annual budgets and three-year projections.

Compliance and Risk Management
• Serves as WWF AE focal point to the GCF Secretariat/Trustee on fiduciary and operational matters as detailed in WWF’s Accreditation Master Agreement and amendments.
• Coordinates with Vice President of Accounting and Controller on WWF GCF AE audit and other reports as required by the GCF
• Maintains a working knowledge of relevant GCF Policies ensuring that updates are communicated to relevant parties and templates are revised accordingly.
• Performs other duties as assigned.

Qualifications
• Bachelor’s degree is required, preferably in accounting, business, finance, public administration, or a related field. A graduate degree is preferred.
• Eight years of substantial and successful project management experience implementing and/or supervising financial and operational functions of large bilateral and/or multilateral funded projects, preferably with private sector components. Candidates with graduate degree must have minimum of five years of demonstrated experience in these areas.

Office/Unit/Project Description

Working in 170 countries and territories to eradicate poverty, reduce inequalities and exclusion, UNDP plays a critical role in helping countries/territories achieve the Sustainable Development Goals (SDGs). UNDP’s 2022-2025 Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. Climate change could drive an additional 100 million people into poverty by 2030. One of its key priorities for the next 10 years is to support countries/territories accelerate ambitious action on climate change. Climate change is the single greatest challenge humanity has ever faced, threatening water and food security, health, livelihoods, and the safety of billions of people together with drastic negative impact on global ecosystem balance. UNDP’s ambitious “Climate Promise” supports over 120 countries/territories to enhance their climate ambitions under the Paris Agreement, with focus on greater emissions reduction and resilience building. The second phase of the Climate Promise, launched in 2021 at COP26 in Glasgow, focuses on NDC implementation, climate advocacy, and long-term planning to ensure inclusive climate action at the speed and scale required to keep global temperature below 1.5°C. The Climate Promise Portfolio provides direct financial and technical support to countries on NDC implementation in the context of national development priorities and is comprised of several distinct projects/programmes that require dedicated support. Complementary to this portfolio is UNDPs National Adaptation Plans support which is active is 50+ countries and supports the further elaboration and implementation of adaptation priorities.

The Climate Promise also supports countries to access to the Green Climate Fund Readiness and Preparatory Support Programme. This programme aims to support country-driven initiatives by developing countries to strengthen their institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda. Under the GCF readiness window, working under the umbrella of the climate change adaptation sub-team and its associated partnerships, UNDP supports countries to advance their National Adaptation Plans processes.

Under the Readiness funding window, the GCF grants finance for (1) building the institutional capacities of the National Designated Authorities (NDAs) to the GCF, develop GCF Country Programmes through stakeholder consultations at the national level (including with the private sector and civil society), support direct access entities in their accreditation process, and accelerate access to GCF finance; and (2) for the development and implementation of National Adaptation Plans (NAPs). This work contributes to the mainstreaming of adaptation in planning and budgeting systems and overall whole of government/whole of society approaches to risk informed development.

The UNDP Country Offices directly implement the projects’ activities, with guidance and leadership of the NDAs. Senior Technical Advisors of the GCF Readiness Programme and NAPs provide targeted technical and management oversight and interface with the GCF, for this portfolio.

UNDP is seeking a TechnicalSspecialist to provide thematic and policy oversight to the GCF Readiness and National Adaptation Plans portfolios.

Duties and Responsibilities

The incumbent will work closely with the GCF Readiness and NAPs Programme Analyst to provide substantive quality control and oversee proposal design, submission and review, as well as project cycle milestones to a selected set of countries under the GCF Readiness and National Adaptation Plans portfolios.

Quality assurance of implementation milestones and reporting:

Guide countries on reporting against the new GCF readiness results framework for NDA strengthening and National Adaptation Plans

Monitor and update risk logs and risk assessments and SESP related commitments and coordinate with country offices.

Provide guidance to country offices during inception as well as PMU set up, and on monitoring both delivery and results throughout the project cycle.

Compile, review, and submit bi-annual GCF Readiness Portfolio and NAP reports Provide targeted technical support and reviews to countries’ products/deliverables.

In coordination with the GCF Readiness and NAP Programme Analyst, review annual work plan design, extension requests, review budget revisions, and liaise with UNDP’s Vertical Fund Programme Support and Compliance to respond to ad hoc requests/policy updates from GCF.

Facilitate the identification and sourcing of technical expertise and support, including assisting with the preparation of TORs, identification and evaluation of experts, and support the lessons learned and evaluation exercises envisaged in the project documents as well as review management responses;

Develop and advocate for specific policy analysis and development tools and guidance in support of programming and finance for climate change adaptation, including from both public and private sources;

Contribute programme/project and portfolio information to corporate information systems on for projects under implementation.

Quality control of design

Advise governments and discuss with National Designated Authorities to the GCF and UNFCCC focal points and country offices on stock-taking exercises, policy scans and other areas linked to climate finance/NDCs and NAPs, to prepare GCF readiness and NAP proposals under the new Results Framework of GCF.

Guide countries on the UNDP SOPs for new GCF readiness proposals and GCF NAPs proposals within the parameters of the UNDP POPP as well as UNDP-GCF legal framework agreement on readiness and preparatory support.

Work with country offices to apply SOPs for new NAP and GCF readiness requests including application of Pre-Investment Screening Criteria and SESPs requirements and prepare terms of reference for inputs needed in the design process, including of consultants and consultations required.

Advise country offices to source appropriate expertise for GCF readiness and NAP proposal development and orient proposal developers to the standards require for quality assurance as appropriate within the different scopes of the NDA strengthening and NAPs.Lead and conduct quality assurance and complete technical clearance requirements of proposals under development from early drafts, to revisions and submissions needed during the design process. Address all queries raised during the review process in coordination with the Vertical Fund Programme Support and Compliance.

Work with the Programme Assistants and UNDP country office and advise on guidelines for developing budgets for both NDA strengthening and NAP project proposals and review budget alignment with programmatic log-frames and advise on changes and modifications needed.

Proposal development

On an annual basis take individual charge of undertake the drafting of one NAP readiness proposal with budgets from start to finish in coordination with country offices

Institutional Arrangement

The Specialist will report to, and be directly supervised by, the Senior Technical Advisor (STA) on Adaptation Planning for National Adaptation Plans and STA for GCF Readiness;

Given the consultations to be undertaken during this assignment, the Specialist is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones;

The Specialist will be given access to relevant information necessary for execution of the tasks under this assignment;

The Specialist will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;

The Specialist will engage regularly with the supervisor by email and Skype on a weekly and/or as needed daily basis;

The Specialist shall submit to the Supervisor a monthly progress report on the status of the implementation of tasks.
