LB is responsible for HMRC’s work with the largest and most complex business customers; businesses which account for some 40% of HMRC’s annual revenues. In line with international best practice, we apply a cooperative compliance approach to the UK’s 2,000 largest businesses, which each have an allocated Customer Compliance Manager (CCM). Using this approach, we work intensively with these businesses and are actively investigating around half of them at any one time.
This is an exciting and challenging time to be part of Large Business. The taxation of multinationals remains the focus of keen media and Parliamentary interest. We are in the process of implementing a package of measures to increase large business tax compliance and transparency, including the legislative changes flowing from the OECD-led base erosion and profit shifting agenda. In addition we have recently implemented our new enhanced approach to risk assessment.
Job Description
As Deputy Director you will be one of the most senior tax leaders in the Department and will play a key part in leading delivery of high-quality tax compliance outcomes, both within the directorate, and also working alongside colleagues across HMRC. In addition, as part of HMRC’s senior leadership in London, the Deputy Director will be influential in moulding the future of the Department in Croydon and Stratford. Therefore, alongside strong leadership skills, the role requires excellent stakeholder management and a broad tax technical understanding.
The Deputy Director (DD) will be one of the most senior tax leaders in the Department and will play a key part in leading delivery of LB London performance measures in line with the LB business plan, with colleagues within the directorate, but also working alongside colleagues across HMRC. The DD will need to engage with CCG colleagues to influence and deliver cross-CCG initiatives and priorities.
Accountabilities:
• A member of the Large Business Leadership Team, contributing to the corporate and collective leadership of the directorate; developing, determining and leading LB strategic direction.
• Lead the LB London region, setting the strategic, inclusive cultural and behavioural direction to deliver LB objectives.
• As one of the department’s senior leaders, inspire people and help to build an inclusive culture within our regional centres and create a great place for all of our people to work.
• Play an active role as a senior leader in LB and across HMRC, setting strategic direction, driving innovation, leading capability building and taking specific responsibility for an LBLT portfolio.
• Ensure resources are deployed flexibly and effectively, in line with the highest priority risks and, working with other areas of LB, balance priorities effectively.
• Overall management responsibility for all staff, approx. 300, in their locations.
• Direct line management of SCS (PB1) Assistant Directors who have responsibility for key compliance work within LB and across CCG.
• Manage regional delivery, finances and budget, ensuring appropriate governance and cost control.

Roles and responsibilities:
• Conduct office administration duties under the instructions of the Fiscal Crime Liaison Officers and in accordance with policy, standard operating procedures and to comply with UK criminal justice standards. Duties include: records creation and management; vehicle management; maintaining office accounts; maintenance of the asset, gifts and hospitality registers; planning travel and visits; and organising events.
• Compile verbal and written briefings as directed, including regular monthly management reporting.
• Provide open source (Tier 1) research support, especially exploitation of information sources.
• Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines.
• Monitor FCLO office mailbox and telephone so that intelligence logs and messages are responded to in a timely fashion and / or directed as required.
• Support broader corporate/embassy work as directed by the FCLOs, especially during any crisis response.
Resources managed:
No line management responsibilities. There is however a requirement to maintain and manage the post budget and provide support to the budget holder.
Essential qualifications, skills and experience
Essential on arrival:
• A minimum of 3 years relevant administrative experience in a similar environment.
• Strong written and verbal communication skills.
• Ability to remain discrete and handle sensitive information.
• Proven time management skills and the ability to prioritise and meet deadlines under pressure.
• The permanent role requires SECRET (O) security clearance so that they may work in the same office environment as the FCLO’s and employment is subject to these clearances being met.

Roles and responsibilities:
• Conduct office administration duties under the instructions of the Fiscal Crime Liaison Officers and in accordance with policy, standard operating procedures and to comply with UK criminal justice standards. Duties include: records creation and management; vehicle management; maintaining office accounts; maintenance of the asset, gifts and hospitality registers; planning travel and visits; and organising events.
• Compile verbal and written briefings as directed, including regular monthly management reporting.
• Provide open source (Tier 1) research support, especially exploitation of information sources.
• Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines.
• Monitor FCLO office mailbox and telephone so that intelligence logs and messages are responded to in a timely fashion and / or directed as required.
• Support broader corporate/embassy work as directed by the FCLOs, especially during any crisis response.

Essential qualifications, skills and experience

• A minimum of 3 years relevant administrative experience in a similar environment.

Our role sits within HMRCs Chief Digital & Information Office (CDIO) who set the technology direction for HMRC and deliver the high-level design for all IT solutions. CDIO is responsible for building and running HMRC IT services along with providing IT change and operational support.
You will join Service Management & Operations (SM&O) which forms part of CDIOs Enterprise Platform Services team. SM&O are accountable for the end-to-end service for HMRCs IT Systems & Services, and our focus is on ensuring consistent, excellent Customer Experience. We work closely with the other platform groups and their partners to bring those IT Systems and Services together.

The Service Transition Manager role is part of our Service Design & Transition team which is split across our Newcastle and Telford offices.
In this role you will deliver Service Design & Transition services for IT changes across the HMRC estate. You will assure appropriate service design is incorporated into delivery activities and plans, live service readiness is assessed and new or changed End to End services are successfully transitioned into supportable, predictable, and reliable services acting as final decision maker to ultimately protect the live service.
You will work closely with your Service Transition manager counterparts, the Service Transition Lead, and other Service Management & Operations teams, to deliver a great service that is right first time.
You will be a key player in the Service Design & Transition team, contributing to the development of a positive team culture, delivering an excellent standard of service, developing effective relationships with stakeholders, and providing advice, guidance and best practice on Service Design & Transition processes.

A Champion of service design and transition, you will be strongly focused on enabling change to IT services through collaboration with, and across HMRC teams.
You will have experience of working with ITIL aligned Service Design & Transition services, including impacting for IT change, an ability to successfully manage application and infrastructure engagements under high pressure and to short, demanding time scales, with exposure to the management of IT services.
Responsibilities
• Ensure HMRCs End to End services are protected through the incorporation of appropriate service design into delivery activities and plans, providing guidance and advice on NFRs, service requirements and serviceability criteria to feed into the assessment of live service readiness.
• Ensure that Live Service Readiness criteria are defined, approved, and met before the Live Implementation Date, tracking and assessing progress towards completion of agreed criteria through Service Readiness reviews and assuring that risks to the E2E Service are highlighted so they are formally identified, communicated, mitigated, or accepted.
• Manage all escalations from the Service Design and Transition stakeholders regards the Service Design, Transition & CDIO Front Door processes, and deliverables, seeking support from the Senior Service Transition Managers as required.
• Act as coach and mentor to stakeholders on Service Transition standards across CDIO, maintaining and expanding own knowledge on Service Transition process and approaches, through IT media, engagement with external experts and best practice organisations.
• Responsible for accurate assessment, review and sign-off of impacts for all assigned Project related IT Change Requests.
• Proactively identify and deliver Continual Improvement initiatives across the Service Transition processes, procedures and tools ensuring alignment to business objectives and contributing to transformation activities.

Our role sits within HMRCs Chief Digital & Information Office (CDIO) who set the technology direction for HMRC and deliver the high-level design for all IT solutions. CDIO is responsible for building and running HMRC IT services along with providing IT change and operational support.
You will join Service Management & Operations (SM&O) which forms part of CDIOs Enterprise Platform Services team. SM&O are accountable for the end-to-end service for HMRCs IT Systems & Services, and our focus is on ensuring consistent, excellent Customer Experience. We work closely with the other platform groups and their partners to bring those IT Systems and Services together.

The Service Transition Manager role is part of our Service Design & Transition team which is split across our Newcastle and Telford offices.
In this role you will deliver Service Design & Transition services for IT changes across the HMRC estate. You will assure appropriate service design is incorporated into delivery activities and plans, live service readiness is assessed and new or changed End to End services are successfully transitioned into supportable, predictable, and reliable services acting as final decision maker to ultimately protect the live service.
You will work closely with your Service Transition manager counterparts, the Service Transition Lead, and other Service Management & Operations teams, to deliver a great service that is right first time.
You will be a key player in the Service Design & Transition team, contributing to the development of a positive team culture, delivering an excellent standard of service, developing effective relationships with stakeholders, and providing advice, guidance and best practice on Service Design & Transition processes.
Person specification
A Champion of service design and transition, you will be strongly focused on enabling change to IT services through collaboration with, and across HMRC teams.
You will have experience of working with ITIL aligned Service Design & Transition services, including impacting for IT change, an ability to successfully manage application and infrastructure engagements under high pressure and to short, demanding time scales, with exposure to the management of IT services.
Responsibilities
• Ensure HMRCs End to End services are protected through the incorporation of appropriate service design into delivery activities and plans, providing guidance and advice on NFRs, service requirements and serviceability criteria to feed into the assessment of live service readiness.
• Ensure that Live Service Readiness criteria are defined, approved, and met before the Live Implementation Date, tracking and assessing progress towards completion of agreed criteria through Service Readiness reviews and assuring that risks to the E2E Service are highlighted so they are formally identified, communicated, mitigated, or accepted.
• Manage all escalations from the Service Design and Transition stakeholders regards the Service Design, Transition & CDIO Front Door processes, and deliverables, seeking support from the Senior Service Transition Managers as required.
• Act as coach and mentor to stakeholders on Service Transition standards across CDIO, maintaining and expanding own knowledge on Service Transition process and approaches, through IT media, engagement with external experts and best practice organisations.
• Responsible for accurate assessment, review and sign-off of impacts for all assigned Project related IT Change Requests.
• Proactively identify and deliver Continual Improvement initiatives across the Service Transition processes, procedures and tools ensuring alignment to business objectives and contributing to transformation activities.
Essential Criteria
• Academic qualification to degree level OR Service Design / Service Transition qualification OR equivalent experience in a similar Service Management / Service Design & Transition role across complex, largescale, multi-supplier, enterprise IT landscapes.
• Understanding of business drivers and objectives to ensure IT Services meet business requirements.
• Excellent interpersonal and communications skills, demonstrable at all levels,
• Problem and Situation analysis skills with ability to effectively and constructively challenge decisions
• Excellent self-organisational and time management skills enabling you to manage multiple transitions often under high pressure and to short/aggressive time scales.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs.
