Job Summary

The HUDVASH (Housing and Urban Development Veterans Affairs Supportive Housing) Housing Navigator is tasked with engaging, recruiting, and retaining landlords, conducting housing consultations with program participants, and serving as the subject-matter agency expert in all matters related to the development of programming linked to housing placement. Job duties include conducting vacancy searches, hosting informational meetings with participants and partners, coordinating participant placement into housing, developing and maintaining housing databases, composing regular correspondence with landlords and assessing their program satisfaction, identifying housing options for program participants, and training staff members and program participants in the subject areas of landlord retention, landlord/tenant rights and responsibilities, and housing development/operating models relevant to homeless services. Essential Duties and Responsibilities
• Coordinate with HUDVASH and the PHA to support veterans in identifying and obtaining housing
• Attend local by-name list meetings and case conferencing to help to identify those in the community most need of voucher assistance and provide support in getting those participants' documents ready to obtain a voucher.
• Acts as a liaison between VOA and VA regarding veteran referrals and case care coordination (case conferencing, GPD/HUD-VASH referrals, etc.)
• Outreach, engage, recruit, and retain landlords in order to identify available permanent housing stock.
• Assist in the coordination of program participants’ placement into permanent housing destinations.
• Provide education, guidance, and resources to program participants in order to support their housing search and retention.
• Conduction informational meetings with program participants and community partners.
• Stay abreast of best practices and emerging trends in homeless services, affordable housing, and permanent housing.
• Assist in the development of new housing opportunities to benefit program participants.
• Conduct housing consultations with program participants.

Summary

The primary purpose of this position is to supervise financial accounting activities related to the Central Office, Managed Services Division, affiliates, and other grant programs. The incumbent supervises the work of Accountants and performs, as necessary, professional work in the preparation and analysis of budgets, the maintenance of general ledger accounts, the reconciliation of financial data, and the preparation of financial reports.

All activities must support the Minneapolis Public Housing Authority’s ('MPHA' or 'Authority') mission, vision and values.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
• Supervises the work of staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, assisting in selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
• Performs financial planning, analysis, and accounting for the Central Office, Managed Services Division, Affiliates, and other grant programs. Monitors budgets in conjunction with staff monthly and works with MPHA program managers to resolve funding issues.
• Reviews general ledger entries to assure accuracy and compliance with generally accepted accounting principles, HUD guidelines, and agency policy. Ensures accounts are reconciled timely and month-end closing is completed timely.
• Ensures job cost accounting of grants and other projects reconcile to the general ledger.
• Ensures timely financial reporting is delivered to program managers, grantors, investors, and other stakeholders.
• Ensures the timely request for reimbursement of funds from affiliates, the city of Minneapolis, Hennepin County, and other grantors. Monitors and reviews reimbursement requests to ensure they match the general ledger and job cost draws.
• Ensures the timely recording of miscellaneous electronic and cash receipts in the accounting software.
• Coordinates the accounting of fixed assets and works with the Assistant Director and Accounting Supervisor to ensure that fixed assets are properly recorded in the general ledger system.
• Supervises payroll and benefits accounting and collaborates with the Assistant Director of Finance and Human Resources on the resolution of reconciling items in the related general ledger accounts. Recommends improvements to processes to reduce errors and issues.
• Provides training sessions and technical assistance to subordinate staff on HUD regulations, generally accepted accounting principles, the computerized accounting system, and MPHA policies.
• Provides technical assistance to MPHA program managers in the analysis and interpretation of financial information.
• Maintains a good working relationship with all staff, promotes and provides excellent customer service, and communicates with staff in a professional manner.
• Performs other related duties as assigned.

Required Experience:

Education and/or Experience

Bachelor’s Degree in Accounting or Finance and a minimum of three (3) years of experience in accounting. Preferred experience of one (1) year in a supervisory capacity.

Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have experience with computerized accounting systems. Must have the ability to learn other computer software programs as required by assigned tasks.
