Global Communities is seeking a Manager, Humanitarian Response to join the Humanitarian Assistance team. The Manager, Humanitarian Response, will support GC ‘s ongoing efforts to build out its ability to effectively prepare for and respond to humanitarian crises worldwide. The Manager, Humanitarian Response will lead the program management workstreams in the development of GC protocol for emergency response and support other workstreams as needed. They will also support designated country teams in preparing and responding to humanitarian response and work closely with PSTs at HQ. They will also serve on GC’s internal roster for emergency response and support the capacity building of others on the roster performing similar functions.

Responsibilities

Responsibility Area: Emergency Response and Organizational Preparedness
• Develop the program management section of GC’s Protocol for Emergency Response (PER), including working closely with other departments to develop and/or update the relevant protocol chapters and developing associated tools.
• Develop training materials for the roll out of the Protocol for Emergency Response and lead roll out efforts in assigned countries.
• Act as a country focal point for medium and/or high priority (non-complex) humanitarian response countries to support the set-up of preparedness and response efforts. Work closely with senior leadership in country teams and Program Support Teams (PSTs) at HQ.
• Foster collaborative relationships with country teams, providing customized support based on specific contexts and needs, ensuring alignment with international humanitarian principles and best practices.
• Work closely with the MERL team to develop and/or adapt rapid assessment tools for rapid deployment.
• Coordinate with GC’s technical advisors to develop and/or adapt existing program management tools and guidelines for use in emergencies (e.g., beneficiary selection process, etc.)
• Work closely with Program Support Teams at HQ, including taking on temporary secondments to a PST during an emergency or start up and/or providing general guidance/support.
• Develop tools and general guidance on program management in emergencies.
• Support capacity building efforts organization wide, including developing informational or training materials and leading learning events and training.
• Work closely with GC’s existing partnership teams and relevant technical advisors to build out guidance, tools, and standards to support potential GC partners during an emergency.
• Ensure transparency, accountability, and quality of work adheres to GC policies and remains in line with humanitarian principles and standards.

Responsibility Area: Surge support
• Be on GC’s internal roster and deploy as part of a surge support team during emergencies when available.
• While deployed, place a strong emphasis capacity building and mentoring of existing in country staff and new hires.
• Serve as the HQ Emergency Program Coordinator during an emergency, if not deployed.
• Support the development of training for others serving on GC’s internal roster.

This two-year Fellowship aims to create a unique avenue for graduates of Minority Serving Institutions to enter the humanitarian field and develop the skills and the networks necessary to establish a long-lasting career.

The Fellow will be placed at Global Communities a major international development organization based in the U.S, with a strong humanitarian assistance portfolio. They will participate in a rotational structure that supports their foundational understanding of the humanitarian sector by being exposed to both the operational/support functions and the technical sub-fields that comprise the profession. The Fellow will have an opportunity to develop, learn and explore the humanitarian sector while working with the sector’s leading organizations. • Bachelor’s degree from a federally recognized minority serving institution with no more than 2 years post-graduation
• At least one year of combined experience to include volunteering at civic, social or non-profit organizations, internships, research projects, and school projects among others

The incumbent will act as a subject matter expert on humanitarian operations and civil-military coordination in natural disasters and situations of armed conflict. Program activities will include conducting civil-military training courses, multinational and bilateral conferences, workshops, and exercises.

The applicant will deliver high-quality training instruction and presentations to military and civilian organizations. This will include presenting modules for both the Humanitarian Assistance Response Training (HART) Disaster and Conflict courses. Both are operational-level training courses focused on applying the military planning and decision–making process to the unique humanitarian circumstances during both Foreign Humanitarian Assistance (FHA) operations following natural disasters and dealing with civilian impacts during conflict. The course programs utilize theory grounded by U.S. Department of Defense (DoD) joint doctrine, guidance from the U.S. Agency for International Development Bureau for Humanitarian Assistance, (USAID BHA) and generally accepted international norms on humanitarian assistance and civil-military coordination. The position requires development and presentation of modules, case studies, small group practical applications, and role-playing exercises that enhance lectures by civilian and military subject matter experts. The applicant will also lead or assist in the planning, coordination, and execution of multinational military exercises and civil-military security cooperation workshops when needed. USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The USAID/BHA Office of Global Policy, Partnerships, Programs and Communications (G3PC) serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus.

The Humanitarian Coordination and Readiness Specialist is an integral part of G3PC’s Response Coordination and Readiness (RCR) Team, which supports the G3PC office’s readiness, resources, and operational capacity to deliver lifesaving assistance and to ensure effective coordination during a response, including by serving on USAID/BHA response teams and backstopping Coordination positions as needed.
