Introduction

The ILO Department of Statistics (STATISTICS) is responsible for compiling and making available, in a timely manner, statistics on a wide range of topics related to the world of work. It supports the development of international statistical standards in the field of labour through the International Conference of Labour Statisticians (ICLS) and promotes coordination in statistical activities at the global level through participation in expert groups, technical meetings and other international statistical fora. As a priority, it provides ILO constituents with technical assistance to improve their ability to produce official national statistics on labour related topics through censuses, surveys and administrative records, in accordance with agreed international statistical standards and classifications.

The temporary position will be located in the Special Topics Unit (STU) within the Statistics Department (STATISTICS). The STU conducts statistical work on priority topics highlighted by the Office as requiring special attention, with a particular focus in the area of international labour migration. The position will contribute to ongoing work financed by the ILOs Better Regional Migration Management (BRMM) project to prepare practical guidance and capacity building tools showcasing ILO model tools for data collection as well as good country examples in the production of statistics on the different components of international labour migration, using the different main sources of official statistics as relevant, including population censuses, surveys and different types of administrative records. The examples to be developed will cover priority statistics and indicators on international migrant workers usually resident in countries, as well as statistics on priority groups such as border workers, seasonal migrant workers, return international migrant workers, and on topics, including migrant working conditions, and migrant recruitment costs.

Reporting lines: The position will report to the Senior Statistician coordinating work of the STU and will work closely with other members of the STU to ensure coherence and synergies with other outputs being prepared by the unit.
Description of Duties
• Following the ILO review of national practices in labour migration data production, help identifying a few select countries from the different world regions reporting experience and/or good practices with producing statistics on different components of international labour migration through population censuses, surveys, and the different types of administrative records. Consolidate the relevant country documentation (methodological reports, questionnaires, forms, analytical reports, etc) and priority data, and develop short illustrations to highlight country experiences and good practices in design, collection/compilation, analysis and or reporting, with a particular focus on resident international migrant workers, return international migrant workers, border workers, seasonal workers, workers living in group quarters and other priority groups for inclusion in the forthcoming ILO Practical Guide on Statistics on International Labour Migration and related capacity building materials.
• Assist in compiling country examples and/or prepare illustrations of how to assess and report on data quality for priority statistics and indicators on international labour migration for inclusion in the ILO Practical Guide on Statistics on International Labour Migration and related capacity building materials.
• Support the preparation of ILO model census and survey materials on international labour migration, including model question sequences, questionnaire flow diagrams, accompanying explanatory notes, as well as notes for the computation of key derived variables, in line with relevant international recommendations and identified good practice, for inclusion in ILO practical guides and other capacity building resources
• Assist in conducting a desk literature review to compile selected publications and work discussing policy data needs and priority statistics and indicators relating to international labour migration, with a particular focus on temporary migrant workers (border workers, seasonal migrant workers, project tied migrant workers), return migrant workers and other groups of migrant workers for which limited data is currently available. Prepare an annotated bibliography by topic, summarizing the main contents of the selected work compiled.
• Contribute to identifying opportunities and developing communication content to raise awareness of ILO practical materials on International labour migration statistics, resources and ILMS data, through website content, blogs, flyers, etc. Required qualifications Education

University degree in Statistics, Economics, or Social Sciences with applied statistics and survey data collection coursework. Experience with statistical software for applied work is essential (Stata, SAS, SPSS or similar).
Experience

Twelve months of experience processing statistical data and/or conducting survey microdata analysis at a national statistical office or other similar national or international entity. Experience with household survey questionnaire design desired.
Languages

Excellent command of English. Working knowledge of another language of the Organization (French or Spanish) is desirable.
Competencies

Introduction

The position is located in the Social Security Development Branch (SSD) of the International Social Security Association (ISSA). The ISSA is the world's leading international organization for social security institutions and related government departments. Founded in 1927 under the auspices of the International Labour Organization, the ISSA counts over 320 member organizations from over 160 countries.

Under the direction of the Director of the SSD branch, which is the unit responsible for all technical activities and the related knowledge base necessary to reach ISSA s objectives, the incumbent is responsible for managing projects and activities related to the financing and financial sustainability of social security systems from a cross-branch perspective, and in particular related to actuarial work. The objective of these projects and activities are to support ISSA member institutions in implementing, adapting and improving social security programs through effective practices and sound governance and strategies.

This includes the review and on-going improvement of the ISSA/ILO Guidelines on Actuarial Work for Social Security and related knowledge production and delivery activities. The incumbent monitors the salient emerging trends and identify of good practices and innovation to meet key social security challenges. The incumbent coordinates the activities of Technical Commission on Statistical, Actuarial and Financial Studies ensuring that the TC is dynamic and contributes to the priorities established in the Program and Budget every triennium. The incumbent develop and nurture productive relationship with the International Labour Organisation (ILO), the International Actuaries Association (IAA) and other relevant organisations in the technical fields.

The incumbent reports directly to the Director of the SSD branch.

Description of Duties
• Develop and manage projects on social security, particularly in the cross-cutting topic of financing mechanisms and financial sustainability of social security systems, and their connection with the actuarial work. The overall goal is to support member institutions in building capacity and strengthening the coverage, quality, financing, effectiveness and efficiency of their systems.
• Strengthen the relevance of the ISSA s knowledge and services for member institutions in the Actuarial area by providing input to the preparation and revision of ISSA Guidelines, ISSA publications and contribute to related products and services, such as managing workshops and supporting training activities.
• Coordinate the activities of the ISSA Technical Commission on Statistical, Actuarial and Financial Studies as well as related issues involving other Technical Commissions, which mainly consist of guidelines knowledge development, contents for ISSA publications and events. Establish and implement Technical Commission work plans for these activities in line with the ISSA Programme and Budget, taking into account the needs of the members, the ISSA project management framework and subject to the availability of funds and approval of the Director.
• Provide advice on technical and strategic aspects of the development of social security systems considering approaches for closing financing gaps and applying actuarial practices in view of addressing global challenges and identifying opportunities for innovation.
• Prepare technical programmes of ISSA conferences, seminars, workshops, particularly the ISSA International Conference of Social Security Actuaries, Statisticians and Investment Specialists, to ensure high quality, relevance and value-added engagement with members.
• Contribute to the ISSA partnership strategy through the development of relations with international organizations related to the applicable technical areas, notably the IAA and the ILO. In particular, contributes to the development of the ILO-ISSA Actuarial Services Platform and the services provided.
• Contribute to the ISSA member engagement and recruitment strategies focusing on Actuarial--related social security organizations. This is achieved by building and maintaining a dynamic community of practice.
• Perform other duties as required by the Secretary General or the Director of SSD.
Required qualifications Education

Advanced university degree in a relevant field. Member in good standing of a recognised professional corporation of actuaries would be considered an asset.
Experience

At least eight years of relevant experience at the national level in Actuarial functions in the social security area, or five years at the international level on projects related to financing mechanisms and financial sustainability of social security systems.
Languages

Excellent command of English. Knowledge of a second official language of the ISSA (French, German, or Spanish) would be an advantage.

• Excellent knowledge of trends, challenges and approaches for actuarial work. Excellent knowledge of social security systems as a whole and of the interconnection between its various branches.

Introduction

In accordance with the ILO’s Centenary Declaration for the Future of Work, NORMES strives to enhance the relevance of international labour standards to the world of work and to ensure their role as a useful means of achieving the constitutional objectives of the Organization. More specifically, NORMES is responsible for: (i) designing and implementing the ILO standards-related activities in accordance with the standards policy adopted by the Governing Body; (ii) supporting and servicing all the supervisory bodies of the ILO, and (iii) the promotion of Office-wide coherence and cooperation on international labour standards.

The Legal/labour law Specialist will lead the substantive work in the social security area and report to the Head of Unit.
Specific Duties

1. Prepare the work for the supervisory bodies in the assigned area of work. Ensure technical consistency in the thematic area, including by reviewing the work of others, under the coordination of the Head of Unit.

2. Advise constituents, including on sensitive issues, seeking guidance on political matters as necessary. Carry out detailed research and prepare technical papers to facilitate understanding of common trends in different standards-related areas.

3. Actively participate in the secretariat of article 24 ad hoc committees dealing with representations alleging non-compliance with social security Conventions filed against Latin American countries in which conciliation proceedings are under way and which require the technical assistance of the Office. Participate in the secretariat of various committees dealing with legal issues or labour standards, including preparation of background material and documents, drafting records of meetings and drafting reports.

4. Plan, organize and provide technical assistance and training to Member States, social partners and other relevant institutional partners, independently, with the aim of promoting the ratification and effective implementation of standards related to social security in the light of the supervisory bodies' comments.

5. Contribute to the development of the Unit’s work plan and the definition of its working methods, and support the Head of unit with reviewing work prepared by other team members, as required.

6. Perform other relevant duties as assigned.
Required qualifications Education

Advanced university degree (Master’s or equivalent) in law.
A first-level university degree (Bachelor’s or equivalent) in law with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience

At least seven years of legal experience, including at the international level. Experience in the field of social security would be an advantage. Experience working with ILO constituents is an advantage.
Languages
