Introduction
The ILO Department of Statistics (STATISTICS) is responsible for compiling and making available, in a timely manner, statistics on a wide range of topics related to the world of work. It supports the development of international statistical standards in the field of labour through the International Conference of Labour Statisticians (ICLS) and promotes coordination in statistical activities at the global level through participation in expert groups, technical meetings and other international statistical fora. As a priority, it provides ILO constituents with technical assistance to improve their ability to produce official national statistics on labour related topics through censuses, surveys and administrative records, in accordance with agreed international statistical standards and classifications.
The temporary position will be located in the Special Topics Unit (STU) within the Statistics Department (STATISTICS). The STU conducts statistical work on priority topics highlighted by the Office as requiring special attention, with a particular focus in the area of international labour migration. The position will contribute to ongoing work financed by the ILOs Better Regional Migration Management (BRMM) project to prepare practical guidance and capacity building tools showcasing ILO model tools for data collection as well as good country examples in the production of statistics on the different components of international labour migration, using the different main sources of official statistics as relevant, including population censuses, surveys and different types of administrative records. Description of Duties
• Following the ILO review of national practices in labour migration data production, help identifying a few select countries from the different world regions reporting experience and/or good practices with producing statistics on different components of international labour migration through population censuses, surveys, and the different types of administrative records. Consolidate the relevant country documentation (methodological reports, questionnaires, forms, analytical reports, etc) and priority data, and develop short illustrations to highlight country experiences and good practices in design, collection/compilation, analysis and or reporting, with a particular focus on resident international migrant workers, return international migrant workers, border workers, seasonal workers, workers living in group quarters and other priority groups for inclusion in the forthcoming ILO Practical Guide on Statistics on International Labour Migration and related capacity building materials.
• Assist in compiling country examples and/or prepare illustrations of how to assess and report on data quality for priority statistics and indicators on international labour migration for inclusion in the ILO Practical Guide on Statistics on International Labour Migration and related capacity building materials.
• Support the preparation of ILO model census and survey materials on international labour migration, including model question sequences, questionnaire flow diagrams, accompanying explanatory notes, as well as notes for the computation of key derived variables, in line with relevant international recommendations and identified good practice, for inclusion in ILO practical guides and other capacity building resources
• Assist in conducting a desk literature review to compile selected publications and work discussing policy data needs and priority statistics and indicators relating to international labour migration, with a particular focus on temporary migrant workers (border workers, seasonal migrant workers, project tied migrant workers), return migrant workers and other groups of migrant workers for which limited data is currently available. Prepare an annotated bibliography by topic, summarizing the main contents of the selected work compiled.
• Contribute to identifying opportunities and developing communication content to raise awareness of ILO practical materials on International labour migration statistics, resources and ILMS data, through website content, blogs, flyers, etc. Required qualifications Education
University degree in Statistics, Economics, or Social Sciences with applied statistics and survey data collection coursework. Experience with statistical software for applied work is essential (Stata, SAS, SPSS or similar).
Experience

The ISSA is the world's leading international organization for social security institutions and related government departments. Required qualifications Education
Advanced university degree in a relevant field. Member in good standing of a recognised professional corporation of actuaries would be considered an asset.
Experience

Languages

Introduction
In accordance with the ILO’s Centenary Declaration for the Future of Work, NORMES strives to enhance the relevance of international labour standards to the world of work and to ensure their role as a useful means of achieving the constitutional objectives of the Organization. More specifically, NORMES is responsible for: (i) designing and implementing the ILO standards-related activities in accordance with the standards policy adopted by the Governing Body; (ii) supporting and servicing all the supervisory bodies of the ILO, and (iii) the promotion of Office-wide coherence and cooperation on international labour standards.
The Legal/labour law Specialist will lead the substantive work in the social security area and report to the Head of Unit.
Specific Duties
1. Prepare the work for the supervisory bodies in the assigned area of work. Ensure technical consistency in the thematic area, including by reviewing the work of others, under the coordination of the Head of Unit.
2. Advise constituents, including on sensitive issues, seeking guidance on political matters as necessary. Carry out detailed research and prepare technical papers to facilitate understanding of common trends in different standards-related areas.
3. Actively participate in the secretariat of article 24 ad hoc committees dealing with representations alleging non-compliance with social security Conventions filed against Latin American countries in which conciliation proceedings are under way and which require the technical assistance of the Office. Participate in the secretariat of various committees dealing with legal issues or labour standards, including preparation of background material and documents, drafting records of meetings and drafting reports.
4. Plan, organize and provide technical assistance and training to Member States, social partners and other relevant institutional partners, independently, with the aim of promoting the ratification and effective implementation of standards related to social security in the light of the supervisory bodies' comments.
5. Contribute to the development of the Unit’s work plan and the definition of its working methods, and support the Head of unit with reviewing work prepared by other team members, as required.
6. Perform other relevant duties as assigned.
Required qualifications Education
Advanced university degree (Master’s or equivalent) in law.
A first-level university degree (Bachelor’s or equivalent) in law with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience
At least seven years of legal experience, including at the international level. Experience in the field of social security would be an advantage. Experience working with ILO constituents is an advantage.
Languages
Excellent command of one of the working languages (Spanish, French or English) of the Organization and a working knowledge of another. Excellent knowledge of Spanish is an advantage.
