The Intergovernmental Panel on Climate Change (IPCC) is an intergovernmental body of the United Nations dedicated to providing the world with an objective, scientific view of climate change and its political and economic impacts. It was established in 1988 by two United Nations organizations, the World Meteorological Organization and the United Nations Environment Programme. The IPCC assesses the scientific, technical and socio-economic information relevant for the understanding of climate change, its potential impacts and options for adaptation and mitigation. Through its periodic assessments, the IPCC provides governments, at all levels, with scientific information that they can use to develop climate policies. It also serves as a clearinghouse for climate-related data, information and literature. Responsibilities:
Clean Energy
• Supports EGC’s development, coordination, implementation, and evaluation of clean energy initiatives and programs to help advance the Global Climate Ambition Initiative and other USG efforts to speed the deployment of innovative clean energy technologies, solutions, and policies that enable increasingly ambitious reductions in greenhouse gas (GHG) emissions.
• Supports management of grants and cooperative agreements related to clean energy programs funded through OES/EGC.
• Supports the integration of clean energy outcomes to inform further clean energy policy development and to support strategic program communications and reporting on outcomes.
• Supports EGC’s engagement in bilateral and multilateral fora, working groups, and events to advance the USG’s clean energy agenda.
International Climate Policy:
• In support of the USG’s “whole-of-government approach” to tackling the climate crisis, the incumbent supports development of policy options, programs, initiatives, and solutions to accelerate climate change mitigation.
• Analyzes important policy questions, and develops policy options for engagement on climate security issues, including support for Department and inter-agency coordination addressing climate security and related issues (e.g. climate migration), as well as relevant multilateral fora and processes that address climate security.
• Supports USG engagement in international negotiations and multilateral fora regarding climate change, such as the UN Framework Convention on Climate Change (UNFCCC), the Intergovernmental Panel on Climate Change (IPCC), the United Nations General Assembly (UNGA), and other multilateral institutions. This includes:
• Research and analysis on policies to promote effective climate action at international, national, and sub-national levels.
• Drafting of briefing memos, position papers, decision memoranda, talking points, meeting notes and summaries, correspondence, and other communications in support of senior USG climate negotiators.
• Substantive research and special projects to advance the USG’s climate policy agenda, with a focus on gender and climate issues and the UNFCCC’s “action for climate empowerment” (ACE) agenda.
• Coordinates USG engagement on climate and gender issues, including work with other Department offices and inter-agency counterparts to develop and carry out strategies, programs, and initiatives to advance relevant U.S. goals and objectives and to position the U.S. for successful outcomes in international negotiations and multilateral fora.
• Supports EGC’s bilateral and regional engagement, with a focus on specific countries/regions (e.g., Africa and East Asia Pacific) as determined by EGC’s bilateral coordinator. This includes:
• Research and analysis on climate issues in assigned countries/regions to identify key climate challenges and opportunities for increased ambition by given countries/regions.
• Close collaboration with relevant desk officers, regional bureaus, overseas posts, and inter-agency colleagues to ensure coordinated USG engagement with host country counterparts and advance effective and ambitious climate action by said countries/regions.
• Cultivate counterparts among foreign government officials and relevant civil society representatives to ensure that host countries carry out their Paris Agreement commitments and, where possible, raise their levels of climate ambition.
• Drafting of briefing memos, call sheets, decision memoranda, talking points, meeting notes and summaries, correspondence, and other communications in support of senior USG engagement on climate with given countries/regions.
Education Level:
Minimum Qualifications:
• Bachelor’s Degree (preferably in International Relations, Environmental Science, Environmental Policy, Public Policy, Economics, Business, Communications, or other relevant field).
• Three or more years of experience working on clean energy, climate change, environment, sustainability, or other related fields.
• Strong organizational skills, attention to detail, and ability to distill complicated technical and policy issues.
• Ability to work under pressure with short deadlines, determine priorities without frequent guidance, and quickly learn and navigate complex organizational structures.
• Strong interpersonal skills and ability to work effectively with a wide variety of stakeholders, including policymakers, representatives of other governments, business leaders, and members of the non-governmental community.

The Global Energy Transitions Tracker is a new GEM tracker that will profile scores of areas around the world to provide a holistic picture of opportunities and challenges for transitioning from fossil to clean energy. The tracker will include information on renewable energy targets, electrical transmission capacity, land use, fossil sector employment, social guardrails, and environment constraints.

• Using spreadsheets, databases, and other software tools to manage data sets and analyze coal production by mine.
• Training and managing the day-to-day work of GEM researchers working on the Global Energy Transitions Tracker.
• Creating, formatting, and updating pages on the GEM.wiki platform, both manually and in consultation with the data team and Program Director to automate processes where possible.
• Creating visual presentations of findings using presentation graphics and online tools.
• Working with software developers to develop websites for presenting the Global Energy Transitions Tracker results.
• Writing briefings and reports summarizing research findings.
• Analyzing and staying abreast of industry, NGO, media, and governmental data and reports to assess current and emerging trends.
• Representing research findings at meetings, conferences, hearings, and other public events.
• Networking with third-party researchers in academia, NGOs, governments, and business organizations seeking to use GEM data and analysis.
