SPECIFIC DUTIES AND RESPONSIBILITIES
The Permanent Observer will contribute to IUCN’s global policy work, positioning and international visibility efforts for amplifying and scaling up IUCN’s policy and programmatic influence with an emphasis on the United Nations system. More specifically, he/she will be responsible for:
• Providing advice as required to the Director General, the Director, International Policy Centre as well as to IUCN Secretariat leadership on multilateral conservation issues in the framework of the United Nations;
• Acting as IUCN’s representative at the United Nations HQ;
• Coordinating IUCN’s strategic engagement with the United Nations, identifying relevant opportunities for IUCN’s interventions, and guiding IUCN delegations at UN meetings, in particular the yearly sessions of the High-Level Political Forum (HLPF) and the UN General Assembly;
• Supporting the IUCN Secretariat’s efforts to build strategic partnerships and mobilize resources by profiling IUCN in relevant policy dialogues involving Member States, UN agencies and other relevant partners, particularly IUCN Members, and especially in the context of the implementation of the 2030 Sustainable Development Agenda;
• Leading the drafting of substantive policy documents – including IUCN submissions to relevant UN processes – as requested by the Director General or the Director IPC;
• Producing short influencing strategies, briefs, analytical materials, and communication products relating to the UN and broader international environmental policy and governance;
• Proactively reaching out to the UN Missions, and IUCN constituencies including Members, Commissions, Secretariat and other networks of relevance to IUCN to promote IUCN’s work and increase the Union’s visibility;
• In line with the above, proactively reaching out to relevant UN agencies including UNEP, UNDP, UN Women, UN DESA, UNICEF, and others like the Office of The UN Secretary General and Deputy Secretary General, as required;
• Supporting and expanding IUCN’s partnerships with New York-based UN Agencies, UN Member States, Missions and other relevant stakeholders;
• In consultation with other Units in IUCN Secretariat and under the guidance of the Director of International Policy Centre, proactively organize events at The United Nations headquarters that will enhance the profile and influence of IUCN;

• Keeping abreast of and internally communicate emerging United Nations’ developments, topics, trends and opportunities, particularly at the global level, that are directly relevant to IUCN’s work and mandate;
• Together with the rest of the IPC team, actively contributing to the regular update, maintenance and dissemination of internal procedures for global policy delivery in collaboration with Programmatic Centres and Regions as well as Commissions and other IUCN constituencies as appropriate (e.g. Council);

COMPETENCIES

• Ensure that all balance sheet accounts are reconciled in accordance with IUCN accounting policies and procedures
• Analyse and interpret the country office’s financial statements and project financial reports and recommend courses of action to improve efficiency and economy.
• Review and provide guidance and coaching to staff ensuring accuracy, correctness and completeness of transactions recorded.
• Ensure the timeliness of required financial reports to project managers, donors, Regional Office and IUCN Headquarters as necessary.
• Review and ensure that debit and credit notes are properly invoiced and that the inter-company accounts are regularly reconciled in accordance with IUCN policies
• Prepare periodic report of cost centers, and review their financial performance and give suggestion as required.

Treasury and cash management
• Prepare the cash flow projection, and monitor the continued availability of funds to cover the requirements of the North America Office operations and hosted Center Units.
• Review and ensure that disbursements are properly supported with relevant evidential documentation and that they are properly identified into its cost center or project codes.
• Cash and bank balances are reconciled with the records maintained in accordance with IUCN Accounting policies
Planning, Budgeting and Forecasting
• Assist in the planning and budgeting for the North America Office operations and its hosted projects and programs, as required.
• Review and monitor budget performance of the DC Office operations and individual projects and programs and make recommendation to improve performance.
• Provide cost data of the various resource inputs to program personnel to prepare and update Budgets.
• Assist in updating project contract and budget information on the project portal.
• Assist program staff in the preparation of annual project budgets and work plans, and the regular monitoring of actual expenditure against budget.
• Monitor exchange rates and assist program staff in preparing updated annual / total project budgets to adjust for exchange impacts.
Internal Control Environment
• Continuously review the adequacy of internal control to ensure the provision of accurate and timely financial information, protection of assets and adherence to policies, systems and procedures and the smooth and orderly implementation of plans and activities.
• Ensure the Internal Control Systems are in place and are monitored in accordance with IUCN Accounting policies and procedures
Fixed Asset Management
• Ensure the identification and proper inventory of fixed assets of IUCN North America office through the conduct of an annual inventory to determine their location and condition for proper disposition.
• Determine accuracy of deprecation in accordance with IUCN policy and that the assets are adequately protected.
• Liase with the Administration staff to ensure schedules of assets / project equipment are distributed to budget holders (Unit Managers) once a year to assist in verification of existence and condition.
• Prepare requests for approval to dispose of missing, lost, stolen, damaged and obsolete equipment
Payroll
• Ensure that the systems and procedures are in place to enable accurate preparation and disbursement of the payroll in compliance with statutory requirements.
• Sign off on the monthly payroll by reviewing and checking the accuracy of amounts to be paid to staff.
Audit
• Assist the Senior Finance Manager in preparing an audit plan for the year, and prepare appropriate plans for each individual audit, including a file for all documents required for the audit. Obtain approvals for each audit in accordance with the Delegation of Authority
• Co-ordinate with the auditors in the external and internal audit of the country office and its component programs and projects. This includes preparation of draft financial statements and necessary notes to the accounts.
• Provide draft responses to the audit management letter, including coordinating input from program, human resources, Administration and other units as necessary, and forward to the Senior Finance Manager for review
• Ensure the closure and resolutions of audit findings.
Program/Project support:
• Project Management Support: Budget, procurement, contracts, donor report, monitoring of budget expenditure and audits
• Develop and ensure the efficient implementation of consistent financial and administration systems and services to Center Units, projects, from concept and proposal development with budget development ensuring proper cost recovery, and
throughout the project cycle management with financial reporting to close-out with project audits as required.
• Provide support and guidance to project managers to ensure consistent application of all IUCN and donors standards related to project preparation during concept and proposal development, and throughout the project cycle to close-out.
• Ensure that all donor contractual requirements in respect to finance and reporting are respected through sound monitoring and oversight, and liaison with donors, implementing partners, IUCN regions and Center Units on financial and administration aspects;
• In conjunction with Centers management and project managers ensure that projects are developed to optimise cost recovery against the different roles and responsibilities through the project management teams;
• Ensure and safeguard timely and efficient donor financial reporting, project audits, etc. Track and follow up on reporting deadlines/submissions with project managers
• Provide support to project audits by collecting requested documents and by responding to requests from the auditors in collaboration with Programme Finance Officers, and regions.
• Support implementing partner processes, including drafting agreements, reviewing reports and entering details into NAV.
• Support the tracking and follow up on reporting deadlines/submissions with project managers
• Support the development and management of internal agreements (IAs), including the drafting of agreements. Work with regional colleagues to ensure a consistent and streamlined approach to the administration and management of internal agreements.
• Support the digital and physical financial and contractual data filing and maintenance through the maintenance of the J Drive, projects files, project reports filing, etc.
Provide support to IUCN HQ and Regions:
• Submit fund requests and financial reports to US Federal Government Agencies.
• Maintain SAM annual renewals.
Carry out any other relevant task required by, and mutually agreed with, the line manager.

Planning, Budgeting and Forecasting

Internal Control Environment

Fixed Asset Management
• Ensure the identification and proper inventory of fixed assets of IUCN North America office through the conduct of an annual inventory to determine their location and condition for proper disposition.
• Determine accuracy of deprecation in accordance with IUCN policy and that the assets are adequately protected.
• Liase with the Administration staff to ensure schedules of assets / project equipment are distributed to budget holders (Unit Managers) once a year to assist in verification of existence and condition.
• Prepare requests for approval to dispose of missing, lost, stolen, damaged and obsolete equipment
Payroll
• Ensure that the systems and procedures are in place to enable accurate preparation and disbursement of the payroll in compliance with statutory requirements.
• Sign off on the monthly payroll by reviewing and checking the accuracy of amounts to be paid to staff.
Audit
• Assist the Senior Finance Manager in preparing an audit plan for the year, and prepare appropriate plans for each individual audit, including a file for all documents required for the audit. Obtain approvals for each audit in accordance with the Delegation of Authority
• Co-ordinate with the auditors in the external and internal audit of the country office and its component programs and projects. This includes preparation of draft financial statements and necessary notes to the accounts.
• Provide draft responses to the audit management letter, including coordinating input from program, human resources, Administration and other units as necessary, and forward to the Senior Finance Manager for review
• Ensure the closure and resolutions of audit findings.
Program/Project support:
• Project Management Support: Budget, procurement, contracts, donor report, monitoring of budget expenditure and audits
• Develop and ensure the efficient implementation of consistent financial and administration systems and services to Center Units, projects, from concept and proposal development with budget development ensuring proper cost recovery, and
throughout the project cycle management with financial reporting to close-out with project audits as required.
• Provide support and guidance to project managers to ensure consistent application of all IUCN and donors standards related to project preparation during concept and proposal development, and throughout the project cycle to close-out.
• Ensure that all donor contractual requirements in respect to finance and reporting are respected through sound monitoring and oversight, and liaison with donors, implementing partners, IUCN regions and Center Units on financial and administration aspects;
• In conjunction with Centers management and project managers ensure that projects are developed to optimise cost recovery against the different roles and responsibilities through the project management teams;

BACKGROUND
With a comprehensive rights-based framework underpinning its conservation and sustainable development efforts, IUCN recognizes that protecting and promoting women’s rights and advancing gender equality, including through women’s empowerment, and addressing gender-based violence, are not only globally agreed imperatives in their own rights but fundamental to meeting its mission. The Human Rights in Conservation team spearheads efforts to drive and support gender-responsive actions across the Union, with members and through a wide array of projects and partnerships, including a 15-year programme with USAID called AGENT - Advancing Gender in the Environment.
Recognizing women as agents of change and the value of diverse knowledge, experiences and capacities of women and men alike, AGENT envisions a world that approaches environmental work at all levels with gender-responsive policy and action. One key area of work under AGENT is understanding and addressing Gender-based Violence and Environment linkages (GBV-ENV) and facilitating the GBV-ENV Center. In 2022, IUCN, through AGENT and the GBV-ENV Center, launched the RISE Grants Challenge, which supports projects focused on addressing GBV-ENV linkages. RISE grantees and other key partners and stakeholders, including IUCN’s membership, participate in a community of mutual learning and enhanced capacity. The Center leverages learning to influence broader policy, programming and institutional strategies and goals: for example, GBV-ENV research and learning infuses rights-based, gender-responsive, socially inclusive positions, guidance and advancements in key environmental decision-making processes (i.e., UNFCCC and CBD), while the Center also collaborates with varied members and partners to improve institutional tools and capacities in environmental organizations and networks to mitigate, prevent and respond to GBV. In the period ahead, significant focus will also be on building leadership and investment from donors and other partners to address this topic.
The Programme Officer will be chiefly responsible for supporting the Senior Gender Programme Officer/RISE Manager with RISE implementation and launching an anticipated yearly call for RISE grants challenge applications. This position will work hand in hand with the Senior Gender Programme Officer and AGENT managers, programme officers, consultant advisors, and other key colleagues, including administrative, operations, M&E, comms, and other units, as well as Regional and Country offices in relation to grant making and RISE implementation. The position requires monitoring and evaluation, reporting, and grant-making experience in relation to gender and gender-based violence programmes. Exceptional writing and editing skills are also required.
JOB DESCRIPTION
Grant management support
• Support grant-making procedures in close coordination with the Senior Gender Programme Officer/RISE Manager and in accordance with IUCN policies and requirements
• Provide guidance and support to RISE applicants through a two part application phase, reviewing Expressions of Interest, and supporting proposal development
• Support the set-up of RISE grants challenge review structures, developing and reviewing training materials and evaluating results
• Support grantee contracting processes, including supporting the set-up of granting structures, and coordination with finance and procurement colleagues
• Support the development of a RISE Communications, Outreach, and Engagement Strategy to elevate RISE learning and foster engagement.
• Contribute to RISE reporting and learning documents, including donor reports to ensure compliance with key programme indicators and objectives
• Conduct RISE grantee evaluations and produce learning reports to evaluate the impact of RISE and the overall effectiveness of the program strategy
• Provide project assistance on regular M&E, including updating and reporting on Key Performance Indicators (KPIs), developing a tracking tool, and supporting RISE grantees with M&E – working in coordination with HQ and Regional MEL advisors and colleagues

REQUIREMENTS

• Bilingual fluency: exceptional English language skills (e.g., writing, editing, oral communications) as a primary working language, with a second working fluency also needed (Spanish or French very highly preferred).

The Human Rights in Conservation team spearheads efforts to drive and support gender-responsive actions across the Union, with members and through a wide array of projects and partnerships, including a 15-year programme with USAID called AGENT - Advancing Gender in the Environment.
Recognizing women as agents of change and the value of diverse knowledge, experiences and capacities of women and men alike, AGENT envisions a world that approaches environmental work at all levels with gender-responsive policy and action. One key area of work under AGENT is understanding and addressing Gender-based Violence and Environment linkages (GBV-ENV) and facilitating the GBV-ENV Center. In 2022, IUCN, through AGENT and the GBV-ENV Center, launched the RISE Grants Challenge, which supports projects focused on addressing GBV-ENV linkages. RISE grantees and other key partners and stakeholders, including IUCN’s membership, participate in a community of mutual learning and enhanced capacity. The Center leverages learning to influence broader policy, programming and institutional strategies and goals: for example, GBV-ENV research and learning infuses rights-based, gender-responsive, socially inclusive positions, guidance and advancements in key environmental decision-making processes (i.e., UNFCCC and CBD), while the Center also collaborates with varied members and partners to improve institutional tools and capacities in environmental organizations and networks to mitigate, prevent and respond to GBV. In the period ahead, significant focus will also be on building leadership and investment from donors and other partners to address this topic.
The Programme Officer will be chiefly responsible for supporting the Senior Gender Programme Officer/RISE Manager with RISE implementation and launching an anticipated yearly call for RISE grants challenge applications. This position will work hand in hand with the Senior Gender Programme Officer and AGENT managers, programme officers, consultant advisors, and other key colleagues, including administrative, operations, M&E, comms, and other units, as well as Regional and Country offices in relation to grant making and RISE implementation. The position requires monitoring and evaluation, reporting, and grant-making experience in relation to gender and gender-based violence programmes. Exceptional writing and editing skills are also required.
JOB DESCRIPTION
Grant management support
• Support grant-making procedures in close coordination with the Senior Gender Programme Officer/RISE Manager and in accordance with IUCN policies and requirements
• Provide guidance and support to RISE applicants through a two part application phase, reviewing Expressions of Interest, and supporting proposal development
• Support the set-up of RISE grants challenge review structures, developing and reviewing training materials and evaluating results
• Support grantee contracting processes, including supporting the set-up of granting structures, and coordination with finance and procurement colleagues
• Support the development of a RISE Communications, Outreach, and Engagement Strategy to elevate RISE learning and foster engagement.
• Contribute to RISE reporting and learning documents, including donor reports to ensure compliance with key programme indicators and objectives
• Conduct RISE grantee evaluations and produce learning reports to evaluate the impact of RISE and the overall effectiveness of the program strategy
• Provide project assistance on regular M&E, including updating and reporting on Key Performance Indicators (KPIs), developing a tracking tool, and supporting RISE grantees with M&E – working in coordination with HQ and Regional MEL advisors and colleagues
• Support the RISE manager to maintain accurate project data in the IUCN Programme and Project Portal and project-specific data and monitoring tool(s)
• Support with coordinating and facilitating RISE grants challenge events such as peer learning calls, webinars, summits, trainings, and outreach etc.
• Contribute to donor and partner mapping and engagement, preparing communications materials, and developing concept notes and strategies related to external engagement

Project support
• As required, travel to project sites to provide on-site support to RISE grantees
• Support grantee learning opportunities, including but not limited to supporting tailored training and capacity building through RISE learning series sessions

REQUIREMENTS
• Bachelor’s degree in a related field, such as social sciences, international development/relations, environmental specific fields, human rights, and/or gender studies.
• The position requires at least 3 year of monitoring and evaluation, reporting, and grant-making experience in relation to gender and/or gender-based violence programmes and/or conservation programmes.
• Bilingual fluency: exceptional English language skills (e.g., writing, editing, oral communications) as a primary working language, with a second working fluency also needed (Spanish or French very highly preferred).
• Outstanding ability to multi-task, juggle competing priorities, and meet deadlines
• Demonstrated ability to work cross-culturally, with sensitivity, diplomacy and kindness
• Good working knowledge of IUCN, its mission and members; previous working experience with IUCN or IUCN members or commissions an asset.

SALARY

The Regional Monitoring, Evaluation and Learning Manager position is expected to comply with the IUCN Delegation of Authority (DoA) current at any particular time, and the sub-delegations issued thereof. Such compliance must be exercised with due diligence and regard for the letter, spirit and purpose of the DoA.
MAJOR RESPONSIBILITIES
As the regional lead for planning, monitoring and evaluation work, this position has overall responsibility for MEL function in the region and the quality of MEL outputs in the regional portfolio. He/she will participate in the region’s management team to contribute to steering the performance and assurance of the programme and portfolio of projects implemented in the region and ensuring quality in the design and development of the portfolio.
He/she will also lead the regional implementation of institutional MEL policies, practices and systems in the region. As a focal point for the PPME function, this position is expected to liaise with the global PPME Unit (and regional leads in portfolio/programme management, HR, Finance, Legal, and IT) to collaboratively build the Secretariat’s MEL capabilities in the region with regards to relevant policies, processes, practices and systems.
This position provides subject matter expertise in MEL to support programme and projects implemented in the region from design to closure. She/he will provide functional line management to MEL officers, contribute to the recruitment, onboarding and training of MEL officers, and will manage project evaluations.
This position will report to and work closely with the Regional Director and will support the development and implementation of the regional portfolio of projects.
SPECIFIC DUTIES
Regional portfolio planning, monitoring, reporting, risk and performance
Lead, coordinate and assure the planning, monitoring, evaluation, learning and risk management functions in the region, specifically:
• Coordinate regional input from project and programme managers to institutional Annual Cycle of planning, monitoring and reporting (for both unrestricted and restricted funding).
• Develop and implement regional performance measurement framework, aligned to Secretariat performance framework.
• Contribute to the development and implementation of regional performance criteria to steer a strategic and effective portfolio (pipeline management).
• Track, monitor and evaluate regional project portfolio implementation in the IUCN Programme and Project Portal and through any tools used in the region (e.g. Smartsheet).
• Develop and ensure adequacy of regional evaluation framework in consultation with the Regional Programme Coordinator (or equivalent) and maintain the register of evaluations.
• Support project and programme evaluations, including: advise on evaluation ToRs and evaluation management, ensure projects comply with the IUCN Monitoring and Evaluation Policy requirements for evaluation.
• Facilitate learning across the portfolio by applying international best practices to enable adaptive management and organisational learning and participating in regional and global exchanges.
• Support resource mobilization efforts for MEL in the region, through the provision of subject-matter expertise on MEL requirements, and by ensuring projects are designed with performance frameworks, meet ESMS standards, and budget appropriately for MEL staff time and activities (implementation of the project costing framework).

o Development of the MEL components of the project proposal aligned to IUCN Programme and indicators (theory of change, results framework, e.g. logframe, and budget for MEL activities and staff time).
o Development and timely implementation of the project MEL plan.

o Facilitating adaptive management and learning throughout the project.
o Finalizing and closing projects according to IUCN requirements.
o Plan for required independent project evaluations, including contributing to ToR development and evaluation management when required.
Please Note: The above TORs contain the main responsibilities and duties of this position. However in an ever evolving organisation such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TORs. BACKGROUND

Roles and responsibilities
• An essential pillar of AGENT is establishing and promoting the partnership’s thought leadership across gender and environment spheres – working to make the case that gender equality and women’s empowerment – and the needs and rights of LGBTQIA+ peoples – are fundamental matters of rights-based and effective environmental action at policy and programme levels alike:
Agent Deputy:
• Serve as Deputy Project Manager for Advancing Gender in the Environment (AGENT), providing vision and strategic focus to support future growth of the initiative and coordination across workplans, as well as specifically supporting the project’s coordination and working across the team to help expedite quality implementation and relationship management
• Staying informed on US administration priorities and supporting strategic alignment with IUCN priorities throughout AGENT programming and implementation.
• Facilitate cross-project information sharing, including strengthening technical capacity and subject-matter expertise promoted across AGENT knowledge products, platforms and messages into IUCN networks and mainstreaming activities.
Support countries in building collaborative national plans on gender and climate change:
• Work with colleagues within the HRC Team and across regional offices and contractors to support the ministries of environment in developing inclusive and participatory climate change Gender Action Plans (ccGAPs).
• Working with colleagues across regions, support the design of proposals to implement ccGAPs.
• Provide technical assistance to ccGAP countries.
Provide technical expertise to initiatives on gender and the environment, among other topics:

Requirements
• Degree in political science, economics, sociology, anthropology or related social science/humanities discipline
• 7+ years of experience in gender analysis, planning, and integrating gender equality and diversity and inclusion into environmental projects.
• Exceptional English language skills (e.g., writing, editing, oral communications) as a primary working language. Additional language skills are a plus (English, Spanish and French are IUCN’s official languages).

Agent Deputy:
• Serve as Deputy Project Manager for Advancing Gender in the Environment (AGENT), providing vision and strategic focus to support future growth of the initiative and coordination across workplans, as well as specifically supporting the project’s coordination and working across the team to help expedite quality implementation and relationship management
• Staying informed on US administration priorities and supporting strategic alignment with IUCN priorities throughout AGENT programming and implementation.
• Facilitate cross-project information sharing, including strengthening technical capacity and subject-matter expertise promoted across AGENT knowledge products, platforms and messages into IUCN networks and mainstreaming activities.
Support countries in building collaborative national plans on gender and climate change:
• Work with colleagues within the HRC Team and across regional offices and contractors to support the ministries of environment in developing inclusive and participatory climate change Gender Action Plans (ccGAPs).
• Working with colleagues across regions, support the design of proposals to implement ccGAPs.
• Provide technical assistance to ccGAP countries.
Provide technical expertise to initiatives on gender and the environment, among other topics:
• Work across the IUCN HRC Team to advance joint work on gender, Indigenous peoples rights, human rights and environmental policies and programmes.
• Support engagement in multilateral environmental processes, such as the UNFCCC, CBD, UNCCD, and others (e.g., BRS and Minamata) towards ensuring people-centered, rights-based, and gender-responsive priority actions.

Additional project and partner development:

Requirements
• Degree in political science, economics, sociology, anthropology or related social science/humanities discipline
