In keeping with the KCTCS mission to enhance the quality of life and economic vitality of Kentucky, the new President will join system leadership to guide a strategic plan that embraces the determination to "ensure diverse, equitable, and inclusive campus communities." The successful candidate must support the plan's goals to increase organization, employment, and learner success. The President will have a deep understanding of college and career readiness, transfer education, and continuing education for lifelong learners; a particular strength in workforce education and employment training is primary for the position. A sensitive balance of business sense and knowledge of the academic workplace will be essential, as will a predictive ability to articulate a vision for the future.
Now in its 25th year, established in 1998, KCTCS has a budget of over $900 million and comprises 16 comprehensive community and technical colleges. The successful candidate is expected to support the higher education pursuits of some 94,000 students in the delivery of exceptional learning opportunities in over 100 technical programs, five transfer programs, and three general education certificates. KCTCS enrolls more than 33 percent of all undergraduates in Kentucky and 44 percent of undergraduates in the public sector. The colleges, all accredited by the Southern Association of Colleges and Schools Commission on Colleges, carry programmatic accreditations and respect national industry standards.
Governing board support and attention to KCTCS needs are realized through a vision to be the primary provider of skilled talent in Kentucky. The President must arrive with a commitment to that vision and to provide a stable, systematic, focused view toward increasing the presence of the system, serving as both a resource and partner for internal and external stakeholders, alike. As the leading voice and champion for KCTCS, the new President will be an innovative, entrepreneurial administrator of the highest integrity.
EXPECTATIONS
The successful candidate must have the background and experiential wherewithal to address the following:
• A student-first focus addressing preparation, support, and success needs for all students;
• Enrollment management strategies on behalf of the system with creative views to enhance growth, access, and retention;
• Complex fiscal management oversight with revenue diversification, creative allocation, and resource generation, including grants and fundraising;
• Capacity to attract, retain, supervise, and develop a talented managerial team and administrative staff;
• Politically astute, smart, and savvy while being apolitical in leadership;
• Strategic planning experience permitting guidance of the KCTCS strategic plan, priorities, vision, mission, goals, values, and policies;
• Commitment to the ideals of “belonging” for all KCTCS students, employees, and partners;
• Ability to navigate community engagement and bridge-building with diverse constituencies, including state government leaders, the Kentucky Council on Postsecondary Education, college boards of directors, K-12, business, industry, and foundations;

MINIMUM REQUIREMENTS
• An earned doctorate or terminal degree from a regionally accredited institution of higher education;
• Experience to include a sufficient number of years to have learned and improve upon the skills necessary to lead a complex system of colleges that provide a wide spectrum of general education, technical training, and workforce education; and
• A variety of experience that assists the President in developing an understanding of the elements necessary to ensure the KCTCS fulfills its multi-faceted role as established in KRS164.003(2)(e).

Job Summary

Submit insurance claims to insurance company representatives and track claims from open to close, being the primary contact with insurance representatives and the colleges during the claims process. Coordinate timely payment of insurance premiums. Collaborate with the Office of General Counsel on risk management issues, liability waivers, and best practices. Communicate assets and inventory updates to insurers, maintaining current inventory and content lists with insurers. This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.
This position offers the ability to work REMOTE if desired with a requirement to be onsite a minimum of 2 days per week.
Job Duties:
• Maintain, monitor, and coordinate KCTCS insurance coverage, and renewals for approximately 20 different insurance policies, serving as the primary insurance and risk management contact and liaison for insurance coverages, renewals, premium payment, claims, and records. Maintain/update the KCTCS Insurance Carrier, Contact and Coverage spreadsheet and notebook used by the Office of General Counsel and others. Collaborate with the Office of General Counsel on risk management issues, liability waivers, and best practices. • Request insurance for newly acquired or newly leased real property within ten (10) working days of closing and insurance cancellation for property dispositions as soon as receiving notification that the property has closed. Collaborate with KCTCS Colleges and the Asset Management Specialist to ensure the receipt of timely notifications of exhibits, assets (especially equipment purchases $25K or higher), or leases requiring special, immediate, or short-term insurance coverage. Provide Kentucky Division of State Risk and Insurance Services monthly inventory and asset updates, listing newly purchased, donated, or leased real property and equipment.
• Review, analyze, and recommend additional insurance coverage (seeking verification/clarification from the Office of General Counsel or the insurer when needed) based on changes to programs, training, equipment needs, or special events or circumstances, including, but not limited to:
Student accident claims through AG Administrators.
Verification of limits and coverages for upcoming or potential college events.
Academic programs updates.
Potential new academic programs.
Aircraft and drones.
Certificates of insurance adding vendors as additional insured for various college purposes.
Out of Country travel approvals through United Educators.
• Work with the Commonwealth of Kentucky Division of State Risk and Insurance Services to ensure Certificates of Insurance are current and ensure Division of Real Property and Kentucky Self-Insured Automobile Program databases align with KCTCS databases and lists, such as building, property, inventory, and vehicle lists. Maintain a list of KCTCS Approved Drivers and coordinate the System Office Approved Driver certification.
• Assist and guide KCTCS Colleges, faculty, and staff with claims from start to close, serving
as contact for the college and insurance representatives. Ensure claim documents are
completed and submitted quickly and claims are resolved satisfactorily. Maintain a claims
tracker to monitor claim progress and provide updates to internal leadership. Develop and
lead training relative to KCTCS risk management and insurance processes.
• Conduct periodic physical reviews and assessments of all assets, real and personal, at each college to verify adequate coverages. Advise colleges on proper insurance levels on real estate, major equipment and vehicle to insure that replacement costs are available in case of a loss.

Job Summary
The primary purpose of the Identity & Access Management Specialist position is to serve as the advocate for the customers or users of KCTCS technology services within the KCTCS Enterprise resource planning system. The position will work with all areas of the KCTCS (ERP) system, HR, Finance, and Campus solutions to manage identity within these modules, using Identity Management tools.
