The Associate Director is responsible for guiding, developing, and overseeing solution strategies for a large and evolving portfolio of Interim Housing programs. • Provide effective and strategic leadership for the development, refinement, and ongoing management of a large portfolio of interim housing programs.

• Develop processes for and support team members in identifying solutions and enhancements to the design and performance of the interim housing system to achieve goals such as reducing vacancies at interim housing programs, promoting consistent quality of care across programs, advancing equity, and expediting exits to permanent housing.
• Promote strong team development and collaboration, including developing and implementing processes to guide and support team priorities and projects, facilitating team meetings, and identifying proposed solutions for training and capacity building needs.
• Actively supervise, manage, and provide development opportunities to assigned team members, including hosting regular supervision meetings; maintaining awareness of project status, strengths, challenges, and priorities; providing coaching, training, and quality assurance activities; and conducting performance assessments and hiring recommendations.
• Advance agency and Department goals and objectives through communication and effective collaboration with other Departments including, but not limited to: Access and Engagement, Systems, Permanent Housing, Equity, Data Management, Budgets and Financial Planning, Grants Management & Compliance, and Funding & Allocations.
• In coordination with Department Director and peer Associate Director(s), implement and refine processes for receiving feedback on interim housing program design and effectiveness from within LAHSA and with external partners.
• Lead, contribute to, and manage the development of interim housing program models and corresponding LAHSA-issued program model documents, contract-related required materials, internal- and external-facing trainings, and other materials.
• Produce deliverables including but not limited to completion of data and narrative reports, preparation and delivery of presentations, and drafting of Memos, policies, procedures, and other documents.
• Engage in budget, funding allocation, procurement, grant management, and compliance/risk management activities for the interim housing portfolio, with direction from the Director and in coordination with colleagues within Department and across Departments
• Other duties as assigned.
• In-depth knowledge of and familiarity with homelessness response systems and program types, including strong awareness of related program operations, policy, funding streams, best practices, and emerging trends.
• Commitment and demonstrated ability to guide and support implementation of strategies to advance diversity, equity, inclusion, and belonging within the workplace and in program/system design.
• Proven skills in effective process and meeting facilitation.

The Director of Permanent Housing oversees the programmatic budgeting and performance management of LAHSA’s Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), and Recovery Rehousing (RecRH) programs to ensure maximum utilization and impact of these resources across Los Angeles County. The Director of Permanent Housing will work closely with LAHSA’s public partners including the LA County Departments of Mental Health (DMH) and Health Services (DHS), public housing authorities, and housing departments to ensure coordination across all permanent housing programs within the county. The Director of Permanent Housing will work collaboratively across multiple LAHSA departments to ensure that all available resources are integrated into a well-functioning rehousing system in compliance with all federal, state, and local requirements. The position ensures LAHSA performs at the agency’s highest capacity as both a grants administrator and as the system administrator for Los Angeles’s homelessness response, ensuring the regions resources to address homelessness serve as many people experiencing homelessness as possible and provide the highest quality of services possible.

Essential Job Functions
• Ensure that Los Angeles has a strong, nimble, and well-coordinated rehousing system by ensuring maximum utilization of all resources and strong collaboration with other systems of care.
• Strategically deploy resources to combat racial disparities in homelessness and cultivate strong partnerships with community providers to support healthy communities.
• Establish equitable and effective methodologies for management and oversight of LAHSA’s PSH, TLS, HN and prevention contracts.
• Lead Housing Central Command, LAHSA’s initiative to utilize real-time awareness of LA's permanent supportive housing (PSH) portfolio across all jurisdictions and funding streams to drive efficiencies in the match-to-move-in timeline.
• Lead PSH advisory Council, LAHSAs initiative to utilize the property development community to enhance an expedite housing.
• Oversee and monitor Continuum of Care investments in PSH and TLS, as well as all investments in RRH, HN, SUNOFO and state encampment portfolios.
• Oversee the matching of LAHSA’s PSH, TLS and HN resources to people experiencing homelessness.
• Oversee centralized matching and CES systems.
• Oversee and Direct active system management of all PH portfolio.
• Oversee LAHSA’s work to align private market rental housing opportunities with rental subsidies.
• Collaborate closely with LAHSA’s other program component departments to ensure that all programs are strategically aligned to scale system and achieve maximum performance.
• Meticulously monitor and track all permanent housing contracts.
• Work collaboratively with the Director of Allocations and the Finance Department to closely monitor funding utilization and spenddown data.
• Collaborate with the Director of Allocations to develop funding requests.
• Collaborate with the Data Management Department and Finance Department to ensure timely reporting on programmatic outcomes to public funders.
• Responsible for ensuring provider agreements are executed in a timely fashion and amended as needed.
• Support and utilize matrix organizational structure to achieve desired collaboration and implementation of these goals.
• Provide strategic and effective leadership for the Permanent Housing Department
• Provide support and reporting to the LAHSA Commission and relevant Committees.
• Oversee Universal Housing Application (UHA) and Resources management system (RMS).

Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
The Director of Permanent Housing oversees the programmatic budgeting and performance management of LAHSA’s Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), and Recovery Rehousing (RecRH) programs to ensure maximum utilization and impact of these resources across Los Angeles County. The Director of Permanent Housing will work closely with LAHSA’s public partners including the LA County Departments of Mental Health (DMH) and Health Services (DHS), public housing authorities, and housing departments to ensure coordination across all permanent housing programs within the county. The Director of Permanent Housing will work collaboratively across multiple LAHSA departments to ensure that all available resources are integrated into a well-functioning rehousing system in compliance with all federal, state, and local requirements. The position ensures LAHSA performs at the agency’s highest capacity as both a grants administrator and as the system administrator for Los Angeles’s homelessness response, ensuring the regions resources to address homelessness serve as many people experiencing homelessness as possible and provide the highest quality of services possible.

Essential Job Functions
• Ensure that Los Angeles has a strong, nimble, and well-coordinated rehousing system by ensuring maximum utilization of all resources and strong collaboration with other systems of care.
• Strategically deploy resources to combat racial disparities in homelessness and cultivate strong partnerships with community providers to support healthy communities.
• Establish equitable and effective methodologies for management and oversight of LAHSA’s PSH, TLS, HN and prevention contracts.
• Lead Housing Central Command, LAHSA’s initiative to utilize real-time awareness of LA's permanent supportive housing (PSH) portfolio across all jurisdictions and funding streams to drive efficiencies in the match-to-move-in timeline.
• Lead PSH advisory Council, LAHSAs initiative to utilize the property development community to enhance an expedite housing.
• Oversee and monitor Continuum of Care investments in PSH and TLS, as well as all investments in RRH, HN, SUNOFO and state encampment portfolios.
• Oversee the matching of LAHSA’s PSH, TLS and HN resources to people experiencing homelessness.
• Oversee centralized matching and CES systems.
• Oversee and Direct active system management of all PH portfolio.
• Oversee LAHSA’s work to align private market rental housing opportunities with rental subsidies.
• Collaborate closely with LAHSA’s other program component departments to ensure that all programs are strategically aligned to scale system and achieve maximum performance.
• Meticulously monitor and track all permanent housing contracts.
• Work collaboratively with the Director of Allocations and the Finance Department to closely monitor funding utilization and spenddown data.
• Collaborate with the Director of Allocations to develop funding requests.
• Collaborate with the Data Management Department and Finance Department to ensure timely reporting on programmatic outcomes to public funders.
• Responsible for ensuring provider agreements are executed in a timely fashion and amended as needed.
• Support and utilize matrix organizational structure to achieve desired collaboration and implementation of these goals.
• Provide strategic and effective leadership for the Permanent Housing Department
• Provide support and reporting to the LAHSA Commission and relevant Committees.
• Oversee Universal Housing Application (UHA) and Resources management system (RMS).

Job Summary
Under the direction of the Manager of Interim Housing, the Coordinator will serve as a facilitative leader over the Los Angeles regional homelessness response system's Interim Housing (IH) programs, including, but not limited to Winter Shelter, Crisis Housing, and Bridge Housing programs.
The Interim Housing Coordinator works as part of a team of regional and system-level coordinators responsible for supporting program development (program design and implementation) and program management (program guidance and technical assistance) for all Interim Housing programs. Coordinators oversee a portfolio of programs to ensure the effective and efficient utilization of emergency shelter services aided by performance management analysts.
Working within the assigned Interim Housing team and aided by Performance Management Analysts, the Interim Housing Coordinator regularly engages with regional coordinators and provider agencies to actively manage the utilization of shelter beds and the timely delivery of services and referrals. Through this active management, the coordinator will also identify and addresses program gaps and performance challenges, seek design and practice solutions to align with system goals, opportunities, and resources, and work collaboratively with management to overcome barriers to program- and system-level success. The Interim Housing Coordinator will work closely with management and other units as assigned to draft and release data-informed guidance and technical assistance.

Essential Job Functions
Lead in the development of standardized system-wide program guidance and the preparation of the Scope of Required Services for LAHSA and other funded Interim Housing programs operating under the regional structure. Assist the Systems Department in preparing, presenting, and facilitating program alignment among all interim housing funders. Develop working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of Interim Housing programming. Support the development and implementation of tools that will assist agencies to better track and provide services to Interim Housing program participants through the active implementation management structure. This will include guidance and training on how to access and utilize HMIS to track performance and data quality. Coordinate and facilitate a learning community platform that will identify challenges. Work with interdivisional staff to assess funded Interim Housing programs, prioritize areas of technical assistance needed, and identify resources for agency support. Participate in the design of Interim Housing RFPs, and the evaluation of proposals submitted for funding. Coordinate, facilitate, train, and support providers (in conjunction with LAHSA interdepartmental teams) in agency onboarding and new program kick-off. Coordinate, facilitate, train, and support providers in interpretation and implementation of, understanding, and programming of Scopes of Required Services; LAHSA, ESG, CoC, any/all other funder-mandated guidance/policy and procedure into their programming and service delivery. Provide resources, best practices, and technical assistance to Interim Housing contractors to ensure programming requirements are met. Create, review and track performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed. Work with agencies to resolve program performance findings, concerns, and grievances, as well as to improve provider programming and compliance measures. Collaborate with leadership and other departments across LAHSA with regards to quarterly reporting to funders, annual funding requests, and annual allocation distribution.
Knowledge, Skills & Abilities
Familiarity with HMIS and Interim Housing program data requirements. Ability to establish excellent relationships and work cooperatively with individuals, groups, and organizations that are diverse in mission, composition, function, capacity, and geographic location. Experience with program development, program implementation, program management, program budget review, etc. preferred. Self-motivated to learn concepts and skills necessary to work towards a goal and produce quality results. Ability to learn and adapt to change and ability to think critically and strategically. Strong written, verbal, and presentation communication skills. Job Summary
Under the direction of the Manager of Interim Housing, the Coordinator will serve as a facilitative leader over the Los Angeles regional homelessness response system's Interim Housing (IH) programs, including, but not limited to Winter Shelter, Crisis Housing, and Bridge Housing programs.
The Interim Housing Coordinator works as part of a team of regional and system-level coordinators responsible for supporting program development (program design and implementation) and program management (program guidance and technical assistance) for all Interim Housing programs. Coordinators oversee a portfolio of programs to ensure the effective and efficient utilization of emergency shelter services aided by performance management analysts.
Working within the assigned Interim Housing team and aided by Performance Management Analysts, the Interim Housing Coordinator regularly engages with regional coordinators and provider agencies to actively manage the utilization of shelter beds and the timely delivery of services and referrals. Through this active management, the coordinator will also identify and addresses program gaps and performance challenges, seek design and practice solutions to align with system goals, opportunities, and resources, and work collaboratively with management to overcome barriers to program- and system-level success. The Interim Housing Coordinator will work closely with management and other units as assigned to draft and release data-informed guidance and technical assistance.

Essential Job Functions
Lead in the development of standardized system-wide program guidance and the preparation of the Scope of Required Services for LAHSA and other funded Interim Housing programs operating under the regional structure. Assist the Systems Department in preparing, presenting, and facilitating program alignment among all interim housing funders. Develop working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of Interim Housing programming. Support the development and implementation of tools that will assist agencies to better track and provide services to Interim Housing program participants through the active implementation management structure. This will include guidance and training on how to access and utilize HMIS to track performance and data quality. Coordinate and facilitate a learning community platform that will identify challenges. Work with interdivisional staff to assess funded Interim Housing programs, prioritize areas of technical assistance needed, and identify resources for agency support. Participate in the design of Interim Housing RFPs, and the evaluation of proposals submitted for funding. Coordinate, facilitate, train, and support providers (in conjunction with LAHSA interdepartmental teams) in agency onboarding and new program kick-off. Coordinate, facilitate, train, and support providers in interpretation and implementation of, understanding, and programming of Scopes of Required Services; LAHSA, ESG, CoC, any/all other funder-mandated guidance/policy and procedure into their programming and service delivery. Provide resources, best practices, and technical assistance to Interim Housing contractors to ensure programming requirements are met. Create, review and track performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed. Work with agencies to resolve program performance findings, concerns, and grievances, as well as to improve provider programming and compliance measures. Collaborate with leadership and other departments across LAHSA with regards to quarterly reporting to funders, annual funding requests, and annual allocation distribution.
Knowledge, Skills & Abilities
Familiarity with HMIS and Interim Housing program data requirements. Experience with program development, program implementation, program management, program budget review, etc. preferred. • Provide strong training, professional development, and coaching to the CRC Unit.

• Outreach, engage, and enhance relationships with targeted communities for partnership on the Homeless Count.

The Government Affairs Department of the Los Angeles Homeless Services Authority (LAHSA) supports strategic initiatives throughout the agency, develops and maintains strategic partnerships and plays a key role in narrative setting through relational organizing. Under the direction of the Associate Director for Government and Community Relations, the Community Relations Manager (“Manager”) will work across the County of Los Angeles and collaborate with a diverse set of stakeholders to support compassionate solutions to homelessness.
Under the leadership of the Associate Director of Government and Community Relations, the Manager assists in the development and implementation of LAHSA's broad range of activities related to building and strengthening the ties between the agency and the communities across the County of Los Angeles and serving as a liaison to these communities, in addition to assisting in the responsibilities of executing the annual Greater Los Angeles Homeless Count. This position is a senior supervisorial role requiring seasoned management experience.
Essential Job Functions
• Management and leadership of the Community Relations Coordinators (CRC) Unit.
• Oversee the building of successful community and coalition partnerships within the Los Angeles Continuum of Care (LA CoC) including strengthening community planning and establishing collaborative efforts with LAHSA's partner agencies and other stakeholders.
• Provide strong training, professional development, and coaching to the CRC Unit.
• Plan, coordinate, track, and support CRC outreach efforts.
• Outreach, engage, and enhance relationships with targeted communities for partnership on the Homeless Count.
• Oversee meetings with local planning groups, provide support with Homeless Coalitions, Council of Governments, Neighborhood Councils, elected offices, business community, and other community stakeholders.
• Represent LAHSA at external community meetings.
• Present and speak at various community meetings and events.
• Availability to work evening hours and weekend events regularly and as needed.
• Other duties as assigned by the Associate Director of Government and Community Relations.
Knowledge, Skills & Abilities
• Familiarity with the homeless delivery system, particularly within the LA CoC.
• Preference will be given to applicants with a background in community engagement and relationship building with businesses, community organizations and coalitions.
• Knowledge of the Homeless Count and have existing relationships and networks within the LA CoC.
• Minimum of 5 years in a similar senior management level position preferred.
• Ability to think critically and identify opportunities, challenges, needs and prioritization of work to meet mandatory deadlines of projects and organization.
• Ability to communicate, develop and maintain professional working relationships with management, co-workers, city and county department staff, service providers, elected offices, people with lived experience, and general public.
• Ability to work under pressure and handle multiple tasks simultaneously.
• Strong organizational and administrative skills as well as strong attention to detail is critical.
• Must have excellent time management, project management skills, and the ability to prioritize multiple tasks to meet deadlines.
• Must be willing to attend evening and weekend events.
• Candidate must have a valid California driver license and access to an insured vehicle. Mileage for travel in fulfillment of job responsibilities will be reimbursed.
• Must be able to competently use Microsoft Office 2010 (Excel, Outlook, Word, PowerPoint), Facebook, Twitter.
• The ability for regional travel is required.
