Responsibilities
• Work with members of the Policy Office to support policy development, federal advocacy and related outreach.

Job Overview

Local Initiatives Support Corporation (LISC) seeks an organized, professional to become the Program Assistant in its Virginia office.

The Program Assistant will be responsible for ensuring efficient office operations by providing a range of administrative functions to support the LISC office. In addition, the Program Assistant will provide support to the Richmond team to ensure grant/contract management is timely and accurate and programs are administered smoothly and effectively. Responsibilities include grant administration, compliance and disbursements, and financial management. The successful candidate must be proactive, organized, familiar with budgeting, able to perform multiple tasks and work well with others; possess outstanding administrative and computer skills; and have excellent oral and written communication skills.

The Program Assistant will work closely with the Executive Director and Program Officers to develop and enhance the daily administrative and operational systems for the LISC VA office including financial and contract management, information and client management, office logistics and hospitality, and scheduling support. Responsibilities will include:

Administrative Responsibilities

• Administer, track, and update donor lists, records, and communication materials used for fundraising
• Process and track local office revenue and expenses monthly for accuracy; provide financial management support to include: invoicing, updating payment status, proactively communicating with LISC National finance and accounting teams
• Process all incoming checks, gifts, grants and track status of all receivables
• Plan and coordinate events logistics to include: trainings, conferences, and special events
• Assist with Local Advisory Committee meetings (minutes, logistics, and meeting coordination) and other committees
• Develop and enhance processes/procedures to effectively manage daily office operations
• Distribute mail, overnight packages, respond to phone and email inquiries from the public, maintain office and meeting space, proactively ensure office is prepared for meeting and guests
• Order office supplies and manage inventory to ensure adequate supplies for the office and staff
• Work with LISC IT to maintain/troubleshoot LISC operating systems, software, applications, computer & other office equipment

• Develop and maintain strong working relationships with local Program staff and national LISC backroom operations staff

• Provide administrative support to the LISC Richmond team
• Work with the following LISC platform of software to accomplish tasks: Salesforce, Certify, NetSuite, ADP and Box
• Coordinate with the National Communications team, prepare content for publication including newsletters and press releases and as required update our social media accounts & mailing list
• Assist staff in various program processes including: collection of partner information/data and program outcomes; processing and monitoring grants/consultant agreements; monitoring grant and consultant performance to ensure alignment with agreed scope of work; processing disbursements and financial drawdowns and maintaining program records to ensure all office files are accurate and up-to-date on a regular basis. Oversee and manage electronic file management, with paper files as required.

Executive Director and Local Advisory Committee Support:

• Working with the Executive Director and Program Officers, establish and populate a client management system using Access with connections to Outlook and Salesforce

• Maintain Executive Director’s calendar, schedule appointments and conference calls, manage invitations, and coordinate travel arrangements.
• Handle Executive Director travel arrangements including car rentals, flights and hotels.
• Assist with internal/external and Local Advisory Committee meetings, with responsibility for minutes, logistics, and meeting coordination.
• Assist the Executive Director with logistic support for job postings and recruitment
• Assist with staff onboarding and training

Program Responsibilities

• Track data and develop accurate, accessible, and up-to-date grant applications and reports on grantee/partner projects and program accomplishments
• Provide logistical and programmatic support for LISC Virginia programming
• Support program officers in advancing all areas of programmatic work including tracking and reporting on grant outcomes, preparing grant agreements, reviewing financial reports, processing grant disbursements, and supporting grant compliance
• Review service provider partner outcomes in Salesforce, create written reports and effectively communicate with program partners and funders to maintain relationships within the community
• Support Financial Management and Grants Management, including tracking and reporting on grant outcomes, processing financial reports, processing grant disbursements, and supporting grant compliance
• Support asset management by maintaining tracking and reporting on recoverable grants and loans
• Support grantees and applicants to compile needed documentation and answer applicant inquiries
• Monitor and update internal reports and data lists
• Perform other related duties as assigned

Office Logistics and Hospitality:

• Serve as the primary contact for the current facility
• Assist with site selection for new space and manage the logistics of 2020 office move;

• Provide logistic support for meetings, trainings, workshops, information sessions, orientations, conferences and special events. To accommodate our stakeholders, periodic evening and weekend work may be required. Interested candidates must be comfortable traveling and working within a wide range of neighborhood and professional settings.

• Meet and greet visitors, distribute mail, overnight packages, answer phones and direct inquiries, and maintain office, kitchen and meeting space.
• Order office and kitchen supplies, manage inventory and maintain adequate supplies for the office and staff.

Qualifications

• Associate’s Degree from an accredited college or university or comparable work experience can be used as proxy
• Minimum 5 years’ related work experience in administration or community development preferred
• Excellent writing and communication skills
• Experience analyzing and organizing conceptual and quantitative information
• Facilitate multiple and varied projects with strong attention to detail, organization, and accuracy
• Work independently and as a part of a team
• Proficiency in Microsoft Office Suite applications, Salesforce, BOX and virtual meeting platforms
• Familiarity with social media, web development and Photoshop a plus
• Experience working effectively with diverse staff and stakeholders

As a Community Development Financial... Institution (CDFI), a core function of LISC is its operation as a loan fund. LISC provides various loan products to a wide array of project types. All loans are subject to oversight by LISC’s Lending Department. LISC Greater Kansas City is looking to grow its lending volume in the years ahead and seeks a Lending Program Officer to lead this effort.

Description and Key Responsibilities

LISC Greater Kansas City seeks a self-motivated and qualified individual passionate about affordable housing, equitable development, and safe and healthy neighborhoods for a Program Officer position. This individual will be responsible for coordinating the deployment of LISC loan capital to communities with lower incomes and for developers and entrepreneurs who have previously experienced challenges accessing capital. This person should have expertise in community development, finance, real estate development and/or lending fields. The Program Officer will help to grow LISC Greater Kansas City’s lending pipeline, from loan origination, to underwriting, closing, and asset management to support LISC’s strategic priorities and comprehensive approach to equitable development. This person must have the capacity to simultaneously work on multiple tasks, set priorities for a challenging workload with great organization, initiative, attention to detail, and timely follow-through, as well as high standards for accuracy and efficiency. The Program Officer reports directly to the Executive Director (or Deputy Director) and collaborates with fellow LISC staff to structure and deploy mission-based capital to create equitable opportunities in our region.

PRIMARY RESPONSIBILITIES
• Originate, structure, and underwrite financing requests for real estate projects that create more affordable housing, equitable commercial development and small business support in the Kansas City region. This will include identifying project opportunities, providing technical assistance to potential borrowers, vetting of projects, structuring financing to meet their needs, and developing and maintaining key relationships and partnerships with non-profit and for-profit affordable housing and community developers.
• Conduct due diligence and financial analyses, draft credit memoranda, and present loan recommendations to LISC’s national Lending staff and Credit Committee, as applicable. Manage closing process with in-house and external counsel.
• Manage the deployment of capital and reporting to funders on local revolving loan funds, such as the Catalytic Predevelopment Fund, and additional funds under development.
• Work with community development partners to help them craft financing strategies, access public subsidies, and secure private financing to assure successful project execution.
• Evaluate mission alignment of proposals, management capacity of entities, organizational structure, and financial feasibility.
• Develop and implement a local lending strategy which responds to unmet needs in the housing, commercial, and small business markets and work with other LISC staff to design appropriate programs, applications, and collateral.
• Originate loans that bolster LISC KC’s investments with local programming and initiatives.
• Coordinate internal and external relationships that are critical to the growth of the office’s lending portfolio including relationships with LISC national and local staff, originators of LIHTC and NMTC transactions via LISC affiliates NEF and NMSC, financial institutions and other program partners.
• Develop strategic collaborations with public sector agencies at the local level.
• Work with LISC national and local staff, stakeholders, and funders to identify challenges and opportunities for risk mitigating strategies, including reserves, guarantees, and other forms of credit enhancement.
• Support LISC national and local staff’s small business lending initiatives.
• In partnership with other LISC local staff, provide technical assistance to community development corporations, mission-aligned partners, and emerging developers, and assist in facilitating and convening meetings, trainings, workshops, and/or other events to increase community awareness and build partners’ capacity and access to resources.
• Represent LISC as an expert on community development lending and share best practices to community partners and stakeholders, as well as at regional and national conferences, trainings, and events. In person attendance at meetings and events is a required dimension of this work.
• Perform all other duties as assigned.

QUALIFICATIONS

A successful candidate will have the following expertise and experience:
• Bachelor’s degree from an accredited college or university with a concentration in Business, Finance, Real Estate, Planning, Community Development, Urban Studies or related fields/equivalent experience. Master’s degree preferred.
• Minimum 5 years of relevant work experience in lending, finance, affordable housing, community development, nonprofit management, or related field, with demonstrated experience in housing real estate development, including project financing, market analysis, deal structuring, and financial analysis.
• Highly motivated, solution-oriented, entrepreneurial individual who is self-directed, and able to successfully balance multiple priorities and tasks, be flexible, and work in a fast-paced environment, while contributing to a positive and productive work culture.
• Knowledge of financing products, such as predevelopment, acquisition, construction, bridge and permanent loans; lines of credit; tax credit equity; and program related investments.
• Understanding of, and experience with community development financial tools, including but not limited to LIHTC, NMTC, tax-exempt bonds, and federal, state, and city subsidy programs, including HUD programs.
• Commitment to racial and economic equity, with a track record of work that has contributed to more racially and economically equitable outcomes in the region.
• Must be highly detail-oriented and possess excellent interpersonal skills, as well as strong verbal and written communication skills.
• Ability to manage multiple, complex projects and transactions at various stages and coordinate with multiple internal and external parties to meet approval and closing time frames and deadlines. Must work well under pressure, seek and synthesize information.
• Must be able to embrace and promote a culture of individual and shared trust and accountability – internally and externally.
• Ability to work collaboratively with co-workers and representatives from the nonprofit, philanthropic, public, and corporate sectors and operate in a team setting.
• Experience working with complex non-profit or for-profit data and financial management systems, including program and case management, budgeting, grants and contract management.
• Working knowledge of the economic, political, and social environments of the Kansas City region, especially neighborhoods experiencing lower-incomes, organizations, and community development efforts is a plus.
• Proficiency in Microsoft Office suite, particularly Microsoft Excel.
• Occasional regional travel of up to 5% of time annually.
• Demonstrated interest in LISC’s community development mission.
